Coronavirus State and Local Recovery Funds for Non-entitlement Communities
|
|
The American Rescue Plan Act of 2021 (ARPA) appropriates $19.53 billion to States for distribution to tens of thousands of “non-entitlement units of local government” (NEUs). These are smaller communities, like small cities, villages, and towns. In general, these funds can be used to address:
- Improvements to water, sewer, or broadband infrastructure
- Recovering revenues lost due to pandemic related economic downturn
- Recovering expenses caused by COVID-19 response
- Supporting households, small businesses, nonprofits, and other entities who experienced negative economic impacts due to COVID-19
New York State has engaged the U.S. Department of the Treasury to initiate the process of allocating funds to these communities. As the funding process continues to advance from the federal to state level, there are several steps communities can take to ensure the receipt of these funds in a timely and efficient manner. Please find the attached summary of these funds including an overview of the process and actionable steps your community can take towards receiving your funds.

Emergency Broadband Benefit Debuts Data Dashboard

|
The FCC announced that 2.3 Million households have signed up so far for the Emergency Broadband Benefit - a broadband subsidy program. The benefit is available to eligible new, prior, and existing customers of participating providers. Customers can sign up by contacting a participating provider, enroll online at https://www.getemergencybroadband.org, or sign up via mail.
The EBB is also launching an Emergency Broadband Benefit Tracker, a data dashboard updated weekly. The dashboard contains information related to nationwide and state-specific enrollment figures, will report the amount of program funds disbursed once participating providers start to file claims and will be updated regularly by USAC staff.

New York State Coastal Lakeshore Economy and Resiliency (CLEAR) Initiative
The New York State Coastal Lakeshore Economy and Resiliency (CLEAR) Initiative was created to support municipalities dealing with persistent high-water levels along the Ontario Lake shoreline and other water bodies in NYS. Monroe County, Wayne County, and Niagara and Orleans Counties each have an initiative to provide a more in-depth understanding of vulnerabilities and resiliency goals, guidance for the communities, and support creating resiliency strategies for the communities. There is ongoing public engagement to help develop overall resilience in our region.

Local Government Workshop: Spring Recap and Fall Preview
G/FLRPC concluded the Spring 2021 Local Government Workshop on May 18. Over the course of six weeks, there were 11 sessions totaling 14 hours of training opportunities. 112 people attended and many folks attended multiple sessions. Special recognition goes to our top attendees:
- James Wedman from the Town of Lyons: 9 sessions
- Amy Opferbeck from the Village of Arcade: 10 sessions
- Barbara Zinter from the Village of Bergen: 11 sessions
And a big Genesee-Finger Lakes welcome to our most distant attendee:
