June 2022
Volume 15, Issue 6
Greetings!
June is the official start of Summer when schools are letting out for the season. We are now in the midst of planning for so many great Summertime activities including Cub Scout Day Camp @ Tamarancho and Scouts BSA Summer Resident Camp @ Marin-Sierra. Look through our monthly newsletter and find out how you can be involved in fun programs and new opportunities for Scouts and leaders in the coming months!

As a reminder, please forward this monthly newsletter to other people in your unit who may not be receiving it. They can also go to our Council website homepage for calendar links to events or to sign-up for their own Dispatch subscription here!
Council Roundtable & Winter Camp Lottery
7:30pm this Thursday, June 2
Unit leaders, don't forget to assign someone from your Pack, Troop or Crew to attend our final monthly Roundtable meeting of the season! Our virtual gathering together via ZOOM will start at 7:30pm with opening ceremony and brief announcements for all program volunteers gathered together in a townhall-style meeting. You will have the opportunity to ask questions of Council President Chris Cardinal, Council Commissioner Sam Guyton, and Scout Executive Michael Dybeck about how our local Council is doing.

Sometime shortly before 8pm, we will start the annual Camp Marin-Sierra winter lottery. Your unit "draft pick" is determined by whether your 2021/2022 reservation was cancelled last winter by our Council CoViD response, and your overall unit roundtable attendance during the past year. You must be present to make a reservation! Plan ahead with your Scout unit using this seasonal calendar.
Please forward this ZOOM link invitation to other Scouters and parents in your local packs, troops and crews to make sure every unit is represented for all the information sharing and Scouting fellowship!

with Commissioners Roger Dickerson, Mike Blum and Sam Guyton!

National Youth Leadership Training (NYLT) --- Register Today!
NYLT is a six-day course held June 12-18, 2022 at Camp Tamarancho.
National Youth Leadership Training (NYLT) is an intensive week-long BSA leadership training course conducted in an outdoor setting. As members of an NYLT patrol, Scouts BSA and Venturing youth learn the tools of leadership, communication, problem solving, ethical decision-making and much more --- experiencing the Patrol Method of Scouting first-hand while they camp, cook, eat, work and learn together.
It is recommended that all youth have participated in Scout camping over one year. NYLT is not an outdoor skills course and it is important that each participant have basic camping and outdoor cooking experience.

Click for more info or to register your Scout, or contact NYLT Course Director Jennifer Masterson by email!
SAVE the DATE: Council Pinewood Derby Race --- August 14
Let's get ready to RUMBLE!!! Save the Date for another fun Summertime activity . . . the 2022 Marin Council Pinewood Derby Race will be held Sunday, August 14 at the local Elks Lodge, 1312 Mission Street, San Rafael. More details will be emailed to Cub Scout Pack Leaders soon!
Scouting is Growing in Marin . . . Let’s keep it that way!
It’s true, more youth are joining Scouting! Whether it is outdoor adventures, learning new skills, or just hanging out with friends --- Scouting has it all and families recognize that. We are proud of the growth that we have had over the past year; we were the only Scout Council west of the Rockies to have a membership gain. We want to keep growing because that means more youth that benefit from our programs and more volunteers to help ensure diverse and well-led units.

To support our growing Packs, Troops, Crews, and Posts, we will continue to offer the “Open Door” incentive which will reimburse your unit up to $100 for costs associated with holding a recruiting event. That may be ice cream for an ice cream social, prizes, or whatever works best for your unit. Click on the image above to download our 2022 Membership Development guide, or contact Council staff for more information. And remember --- 60% of families joined Scouting because someone they know and trusted invited them to . . . let’s make sure our doors are open and we include our friends on the Scouting trail!
California Assembly Bill 506 (AB 506) for Youth Organizations
As has been previously announced, California Assembly Bill 506 (AB 506) was signed into law with an effective date of January 1, 2022. The intent of AB 506 is to improve the safety of all California youth.

AB 506 requires administrators, employees, and regular “volunteers” of all youth serving organizations to:
  • Complete training in child abuse and neglect identification and mandated reporting
  • Undergo a background check (based on fingerprinting) to identify and exclude any persons with a history of child abuse
  • Ensure mandatory reporting of suspected incidents of child abuse to persons or entities outside of the organization
  • Require two mandatory reporters be present whenever adults are in contact or in the supervision of children
While many of us are familiar with BSA Youth Protection policies and training requirements, in order to meet the criteria of the new state law there are some additional steps that will need to be taken, including additional online training and fingerprinting of direct-contact volunteers through the Live Scan system.

Together, Marin and other California BSA Councils have developed a consistent statewide plan to comply with AB-506 and created a website California Scouting that can serve as your primary resource. There are 3 major steps that each volunteer needs to complete, which are highlighted in the easy-to-follow instructions shown on the left; just click on the graphic to download your own copy.

Should you have questions regarding this important matter, please reach out to Scout Executive Michael Dybeck (click to email) or by phone at 415-454-1081.
BSA Annual Health & Medical Record Forms --- Plan Ahead NOW!
A friendly reminder to complete your BSA Annual Health & Medical Record (AHMR) before Summer. To participate in Scouting activities and campouts, all Scout youth and adult Scouters must complete the AHMR; parts A&B for day or wknd events (for youth it must be signed by a parent), OR parts A/B/C (must be reviewed, completed and signed by a physician) for events longer than 72 hrs including all Summer Camp weeks and high-adventure treks. Download a fillable .pdf copy by clicking the image at right, and don't delay scheduling your physician appointments!
Citizenship in Society MB Becomes Eagle-Required on July 1!
From the desk of our Council Advancement Chair:
On November 1, 2021, BSA introduced a new merit badge, Citizenship in Society, which is part of the BSA's DEI (Diversity, Equity and Inclusion) Mission "To promote a culture where every youth, volunteer, and employee feels a sense of belonging and to build communities where every person feels respected and valued." As part of the introduction of this new award, it was announced that the merit badge will become the 14th merit badge required for advancement to the rank of Eagle Scout on July 1, 2022, although the total number of merit badges will remain at 21.
Eagle Scout candidates will continue to use the current rank requirements until June 30, 2022, and will not be required to complete the new Citizenship in Society Merit Badge as long as they complete all of the current Eagle rank requirements before July 1, 2022. They do not have to submit their final Eagle Scout application; nor complete their Eagle Scout Board of Review prior to July 1, 2022, but must complete all current Eagle rank requirements before then. Starting July 1, 2022, Eagle Scout candidates will be required to complete all Eagle rank requirements including the new Citizenship in Society MB.
