THE NEW YORK CITY HOUSING AUTHORITY (NYCHA) IS ACCEPTING
REFERRALS FOR HOUSING CHOICE VOUCHER (HCV) ASSISTANCE FROM
THE NEW YORK CITY ADMINISTRATION FOR CHILDREN’S SERVICES (ACS)
FOR YOUTH IN THE FAMILY UNIFICATION PROGRAM (FUP) WHOSE
ASSISTANCE IS EXPIRING
The New York City Housing Authority (NYCHA) is accepting referrals from the New York City
Administration for Children’s Services (ACS) for its Housing Choice Voucher (HCV) waitlist (also
known as Section 8) for Family Unification Program (FUP) Youth whose current assistance is
expiring as a result of the 36-month time limit on their voucher without subsequent adequate
housing. FUP Youth participants are eligible for regular HCV assistance if: (1) their FUP Youth
Section 8 assistance is expiring within the next six months; (2) as a result of the expiration of
the FUP Youth section 8 assistance, the FUP Youth participant is at-risk for homelessness; and
(3) they meet all eligibility requirements as described in NYCHA’s Administrative Plan. ACS can
refer a FUP Youth directly to NYCHA by submitting the required documentation.
NYCHA’s HCV waitlist remains closed to the general public. NYCHA will accept referrals for this
specific category from June 8, 2020 through June 8, 2030. The referrals will be placed on the
NYCHA’s HCV waitlist in order of any applicable preference and application date. Please see

What is the HCV Program?
The HCV Program (also known as Section 8) provides rent subsidies for eligible low-income
families to allow them to rent decent, safe, and sanitary housing in the private market. Eligible
families will receive a voucher to begin their housing search. The voucher allows families to
search for housing within a neighborhood of their choice and rent a unit from a landlord willing
to participate in the program. The program allows families to pay a reasonable share of their
income toward rent while the program, within specific limits, makes up the difference in the
form of a subsidy.
