Outdoor Movie Night

The Township of Brock in coordination with Brock Public Libraries will be hosting our first Outdoor Movie night on August 19th in front of the Rick MacLeish Memorial Community Centre. This is a FREE event! Bring your family & friends, lawn chairs, blankets and snacks and enjoy Disney’s Encanto under the stars. Donations to the Brock Food Bank will be accepted. In the event of inclement weather, the movie will be moved indoors to the Arena Ice Surface Floor.
Brock Township Joins LEAF Program

In a continuing effort to combat climate change the Township of Brock has joined the Region of Durham’s Local Enhancement and Appreciation of Forests (LEAF) program. The LEAF program offers subsidized tree planting to residents in the participating towns of Durham Region.

Invasive Plant Species Spotted in the Township of Brock

Wild Parsnip

Impacts:
  • Can form dense stands that out compete native plants and decrease biodiversity.
  • The stem, leaves, and flowers contain chemicals that cause sensitivity to sunlight. This can lead to severe dermatitis and serious burns.
  • The chemicals in the plant are known to reduce the fertility and ability to gain weight of livestock who consume it.

How to Identify Wild Parsnip:
  • Grows up to 1.5 metres tall.
  • The single green stem is two to five centimetres thick and smooth with few hairs.
  • Compound leaves are arranged in pairs, with sharply toothed leaflets that are shaped like a mitten.
  • Yellowish green flowers form umbrella-shaped clusters 10 to 20 centimetres across.
  • Seeds are flat and round.

Keep Cool This Summer

The Township of Brock has beaches and parks for you to enjoy the great outdoors with family and friends. Take the opportunity to cool down whether its at a splash pad or the lake.

Go to Thorah Centennial Park, located on Shore Line Rd. in Beaverton which boasts a large picnic area, sandy beach, playground, and lots of parking. Beaverton Harbour Park located at 24 Harbour Park Cres. in Beaverton offers a beach, splash pad, and marina.

ATV By-law Requirements

ATVs can be a common sight in rural areas surrounded by fields and farmland.

In the Township of Brock, the ATV (Off-Road Vehicles) By-law (1954-2005-PP) governs the use of ATV/ORVs within the township.

In the Township of Brock ATV/ORVs are prohibited on roadways from April 1st – November 30th. A driver must also be at least 16 years old to ride an ATV/ORV on the road.

Fireworks By-law

The Township of Brock governs the use of fireworks through the Fireworks By-law (3119-2022).

Remember June 30th and July 1st were the only remining days that were permitted for firework displays.

Burning Permits By-law

Campfires are a fun part of summer and cottage season. All property owners require a burn permit. Any visitors wishing to have a campfire must also purchase a burn permit with the owner’s permission, Burn By-law No. 3120-2022.
You can apply for a burn permit online and the following permit fees apply:     
                                                                                            
$20 per year for an Open-Air Burning Permit 
$20 per year for a Recreational Burning Permit                     
$60 per year for an Agricultural Burning Permit

Noise By-law

In an effort to limit any unnecessary noise be sure to check out Noise By-law No. 3118-2022.

As per the noise by-law, no person shall make any unusual noise or noise likely to disturb the inhabitants of the Township. Please be respectful of your surrounding neighbours and keep the volume down.

TAKE NOTICE that, pursuant to paragraph 1 of subsection 270(1) of the Municipal Act, S.O. 2001, as amended, and the provisions of By-law Number 1480-97-AP, the Council of the Corporation of the Township of Brock intends to enact a by-law to declare certain lands as surplus to the needs of the Corporation with the intention of selling the said lands.

The subject lands are located on Ball Avenue East. The subject lands are legally described as Block B, Plan M-899, Township of Brock, Regional Municipality of Durham. The subject lands are illustrated on the key map attached.

FULL PARTICULARS may be obtained in the office of the Clerk’s department, Township of Brock Municipal Administration Building, 1 Cameron Street East, Cannington, Ontario, L0E 1E0.

AND TAKE NOTICE that Council, at an electronic meeting to be held on the 22nd day of August 2022 at 6:00 p.m., hear, any person who claim their lands will be adversely affected by the proposed by-law.

NOTICE OF A PUBLIC MEETING

PROPOSED AMENDMENTS TO TRAFFIC BY-LAW 957-88-PP, AS AMENDED

NOTICE OF PUBLIC MEETING:

TAKE NOTICE that, Council will be considering information provided by staff with respect to proposed amendments to Traffic By-law 957-88-PP, as amended.

Specifically, Council will be considering amending the Traffic By-law to include:

  • Permitted parking on Township owned property within Sunderland. (Note: this program would be a pilot project with anticipation of a future launch of permitted spaces in other Township owned properties located in Cannington and Beaverton); and

  • ‘Winter Maintenance Parking Restrictions’ whereby no on-street parking is permitted during the winter months to allow for proper snow clearing. (Note: the ‘Winter Maintenance Parking Restrictions’ will impact the entire township.)

Accordingly, Council will host a public meeting to obtain input on these proposed amendments to the Traffic By-law. The meeting will take place virtually on:

Monday, August 22nd, 2022 at 6:00 p.m.

Should you wish to attend the meeting to provide comments, please contact the Clerk’s Department in advance of the meeting by to obtain the virtual meeting login credentials. NOTE: Staff will be presenting a report with recommendations at the Committee of the Whole meeting on September 12th with the formal adoption of a By-law on September 26th.

Project Overview 

In April 2021, the Township of Brock initiated a full review of our Official Plan to update policies to guide how Brock grows into the future. The Official Plan Review is an opportunity to reflect changes within the community and in Provincial and Regional planning policies.

This study is being undertaken in seven modules to help focus on key issues and engage residents in a meaningful dialogue. Public meetings and information sessions are being hosted throughout the project along with constant virtual engagement.

Modules 4 and 5 Public Information Session

The Project Team is hosting a joint Public Information Session event for the project’s fourth and fifth modules, Natural Heritage and Environmental Opportunities / Infrastructure Policy Analysis. The purpose of the event is to provide an overview of these modules, highlight the key themes from the module 4 and 5 Discussion Papers (available on the project website, letstalkbrock.ca), receive input from the community, and provide information about next steps and how to stay involved throughout the project.

You are welcome to read the module 4 and 5 Discussion Papers prior to the Public Information Session. The Discussion Papers provide detailed information about both modules that will be relevant to the discussion at the Public Information Session

2022 Municipal Taxes
Reminder to Taxpayers
 
The second installment of the 2022
Final Tax Bills are due on or before
 
September 23, 2022
Payment can be made at most Financial Institutions or at the Municipal Office, Cannington. (Telephone/Online Banking is available through most major banking institutions). 

Please mail your payment early or pay in advance if paying at the bank. Payments delayed in the mail or at the bank and received after the due date are subject to late payment charges. A drop box is available at the Municipal Building for after hours. (No cash in drop the box please.) 

You can pay your taxes with Visa or Mastercard using a third-party credit card company. Payments made through Plastiq will incur a fee. View their terms and conditions at www.plastiq.com. This option is available online ONLY. Please allow sufficient time for your payment to be received in the Municipal Office by the due date.
 
A penalty of 1.25 % will be applied on the first day of the month following the due date and the first day of each calendar month thereafter in which default continues.  
Additional Payment Options
If your account is current, we offer a monthly Pre-authorized payment plan option which is a very helpful budgeting tool. We also offer Pre-authorized payments for the full amount of your four installments per year.
 
If your account has fallen behind, we also offer a Pre-authorized arrears plan. Contact the Tax Collector today to arrange a monthly payment amount that will work for you, and pay down your tax arrears. All penalties must be paid prior to any portion of a payment being applied to the tax arrears. 
 
Low Income Seniors Property Tax Rebate

A $330.00 Property Tax Rebate is being offered to home owners whose principal residence is the property being applied for, who are 65 years of age or older, and who are currently in receipt of the Guaranteed Income Supplement,
(A copy of your GIS renewal award letter MUST accompany the application).   

Applications and details of the program can be obtained at the Municipal Office or on-line at www.townshipofbrock.ca.

Deadline for application is September 30TH of each year.

Revision of the Voters’ List, Qualification of Electors, Vote By Mail
 
Revision of the Voters’ List
 
Commencing on September 1st, 2022 the Voters’ List for the 2022 Municipal Election will be available for inspection at the Township of Brock Municipal Administration Building, 1 Cameron Street East, Cannington, Ontario. The REVISION PERIOD runs from Thursday, September 1st, 2022 until the close of voting at 8:00 p.m. on Monday, October 24th, 2022.
 
Electors are encouraged to examine the list as soon as possible after September 1st, 2022 and if your name does not appear on the list and you feel you qualify as an elector or if any wrong information appears, applications for additions, deletions, or corrections to the list may be obtained from the Township of Brock at the following locations, dates, and times.
 
Qualification of Electors

The elector qualification period runs from September 1st, 2022 to the close of voting on October 24th, 2022 at 8:00 p.m. A person is entitled to be an elector in the Township of Brock if he or she, at any time during the qualification period:
 
·    resides in the Township of Brock;
·    is the owner or tenant of land in the Township of Brock or is the spouse of such owner or tenant;
·    is a Canadian citizen;
·    is eighteen (18) years of age on Voting Day; and,
·    is not prohibited by virtue of section 17(3) of the Act.
 
NOTE: Qualified electors may vote ONLY ONCE in a local election within a given municipality. Electors who own or rent more than one property in the Township of Brock may appear more than once in the Voters’ List and may, therefore, receive more than one VOTE BY MAIL KIT. The onus is on these electors to vote ONLY ONCE. The ballot must be cast in the Ward within which the elector maintains his/her permanent residence.
 
 
The Township of Brock Council, pursuant to the Municipal Elections Act, S.O. 1996, as amended, will conduct the 2022 Municipal Election by Vote By Mail. A Vote By Mail Kit will be forwarded by Canada Post to each person who has qualified to be on the Voters’ List by September 29, 2022. Persons who have not received their kit in the mail by October 3, 2022 may obtain one at the following locations, dates, and times:
 
·      Clerk’s Office, Municipal Office, 1 Cameron Street East (2nd Floor), Cannington, until October 21st, 2022, during regular business hours, Monday through Friday, 8:30 a.m. to 4:30 p.m., and October 24th, 2022 (Voting Day) from 8:30 a.m. until the close of voting at 8:00 p.m. for all Wards (1 – 5);
 
·      Beaverton Library, 401 Simcoe Street, Beaverton, from October 11th, 2022 until October 21st, 2022, during regular library operating hours, and October 24th, 2022 (Voting Day) from 10:00 a.m. until the close of voting at 8:00 p.m. for Wards 1, 2, & 4 ONLY;
 
·      Sunderland Library , 41 Albert Street South, Sunderland, from October 11th, 2022 until October 21st, 2022, during library operating hours and October 24th, 2022 (Voting Day) from 10:00 a.m. until the close of voting at 8:00 p.m. for Wards 4 & 5 ONLY.
 
 
Electors may return their ballot to the Township of Brock by pre-paid mail. The last day to mail your ballot in order to guarantee delivery is October 13th, 2022. Electors may personally deliver their ballot at the above-noted locations, dates, and times. Should a postal disruption occur, notice will be given as to the revised dates for the return of the ballot.

The Township of Brock is thrilled to be bringing back our Summer Day Camp Programs. Registration is now open. Registration closes the Friday before the desired week of camp at 12:00 pm. The Township of Brock Summer Day Camp Programs are running throughout the summer for children ages 4-12.

Bass Fishing Season now Open

Bass Fishing Season opened on Saturday June 25, 2022. Visit the Township of Brock, the Smallmouth Bass Fishing Capital of Canada and spend a day on Lake Simcoe! The Beaverton Harbour is located at 24 Harbour Park Crescent and consists of a Boat Launch, Beach, Playground and Splash pad. Township of Brock residents can launch their boats at no cost, while non-residents must pay a minimal fee for launching.

Calling all Brock businesses to complete the 2022 Durham Region Business Count!

The Durham Region Business count is back! As part of the annual project to gather employment statistics and build a stronger local economy, Brock businesses can expect a knock on their door this summer. Business count surveyors will be reaching out to all businesses across Durham Region until the end of August through in-person visits, phone calls, and e-mail.
Due to the detection of pathogenic avian influenza (H5N1) in Ontario, surveyors will not be conducting in-person visits on farms at this time. Durham Region farm operators and farm businesses are encouraged to complete the business count online

Non-repayable grants of $2,500 up for grabs for eligible Brock businesses looking to improve their digital presence!

Small businesses employing 1 – 50 employees with a permanent brick-and-mortar location are strongly encouraged to apply for the Digital Transformation Grant through the Digital Main Street program. Administered by the Business Advisory Centre Durham (BACD), eligible Brock businesses will receive one-on-one support from a Digital Service Squad member where they will work together to assess the business’ digital needs, complete online training and prepare a Digital Transformation Plan. From there, businesses will apply for a non-repayable grant of $2,500 to implement their plan.

Agriculture System Mapping Open for Comment Until Sept 9

In accordance with provincial requirements, the Region of Durham has developed a draft Regional Agricultural System based on existing regional and provincial mapping. Interested parties are encouraged to provide input by September 9, 2022, through the interactive map available at durham.ca/EnvisionDurham. Comments may also be submitted via email to [email protected].

The draft Agricultural System is comprised of the agricultural land base and agri-food network that collectively create a viable, thriving agricultural sector. Implementing the Provincial Agricultural System is intended to protect farmland, prevent fragmentation and maintain the viability of the agri-food sector.
