3M 35 kV Deadbreak Kit Availability and 2026 Pricing

3M has updated the lead time for its 35kV Separable Connectors, with deadbreak kit availability now set at 2–3 weeks. In addition, 3M has confirmed that there will be no pricing increases for these products in 2026. This update is intended to support improved planning and project scheduling for NECA members nationwide.

As you are aware, the NECA - Illinois Tech (IIT) Student Chapter is participating in the 2026 Electrical Contracting Innovation Challenge (ECIC) sponsored by NECA and ELECTRI International. The ECIC provides university students and faculty advisors with an engaging, real-world annual competition that fosters meaningful interaction between students, local NECA chapters, and NECA member companies. The ECA Student Committee and the students would like to thank James Brancato, Maron Electric Company and Jon Lumley, Aldridge Electric, Inc. for their special presentations on Thursday, March 5, 2026 during the Student Chapter session. Mr. Brancato spoke on Estimating and Mr. Lumley, a former IIT student who participated in a previous ECIC activity, discussed the overall project through the lens of “Lessons Learned in the ELECTRI Challenge,” among other areas.

2026 ECIC Underway

As you are aware, the NECA - IIT Student Chapter is participating in the 2026 Electrical Contracting Innovation Challenge (ECIC) sponsored by NECA and ELECTRI International. The students will have guest presenters throughout this semester to aid them in familiarizing themselves with various aspects of the electrical construction industry. The Electrical Contractors’ Association of City of Chicago (ECA) / the Chicago & Cook County Chapter, NECA wishes to thank the ECA Student Committee for their oversight concerning the NECA-IIT Student Chapter. The Committee is instrumental in coordinating potential speakers, topics, among other areas that will help the students with the Challenge. The students would like to thank Tim Moylan, Design & Engineering Development Director, Gurtz Electric Co. and Matt Kamber, Project Manager, Gurtz Electric Co. for their special presentations on Thursday, February 19, 2026 during the Student Chapter session. Mr. Moylan spoke on BIM and Mr. Kamber discussed Project Management, among other areas.

IMSCA is continuing to review and forward legislation that has been identified as being of particular interest. This legislation will now proceed through internal review processes, and IMSCA will monitor committee assignments, forwarding any pertinent information as it is received.

LEGISLATION OF PARTICULAR INTEREST

IMSCA maintains a fairly robust bill tracking list. As of today, the list has over 250 bills which IMSCA is actively monitoring. While some are being tracked for general awareness, others are of significant importance to IMSCA members. If you have questions about any particular bill, please let us know.

Prevailing Wage Matter (HB 4751 - Hoffman)

As you likely know, IMSCA has initiated and continues to advocate for the passage of HB 4751 (Hoffman), in order to address the issues stemming from the passage of HB 2488 at the close of the 2025 Spring Session.

As a reminder, IMSCA and other stakeholders successfully pushed through legislation during the 2025 Fall Veto Session to postpone HB 2488's effective date until July 1, 2026. IMSCA is presently engaged in discussions with stakeholders, staff, and other relevant parties to assess potential support, neutrality, or opposition to the proposed legislation. As these discussions have just started, IMSCA strongly recommends that everyone immediately contact their elected officials and other supportive individuals to express their backing for this legislation. FREE Safety Training - 2026

CSC is offering a series of complimentary programs!

The Construction Safety Council (CSC) been awarded an OSHA grant to support local delivery of five high-demand training topics:

• Excavation Dangers
• Harmful Silica
• Fall Protection
• Electrical Safety

Each session includes four hours of in-person instruction, which requires a 4.5 timeline for delivery (e.g., 7:30 a.m. – 12:00 p.m.). This Awareness-Level training is available to employers and employees, locally or nationwide. Their trainers are subject matter experts, who will engage participants in interactive lectures, demonstrations, and discussions about construction workplace hazards and risk-prevention strategies.

The ECA is proud to join the CSC in sponsoring these training opportunities. Due to the availability of federal grant funding, all materials and instruction are available AT NO COST. The training is FREE OF CHARGE for all ECA members.

"Fault Managed Power Systems (FMPS) and Emerging Power Distribution Technologies"

This presentation provides a technical overview of Fault Managed Power Systems (FMPS), also referred to as Class 4 Fault Managed Power, an emerging power distribution technology that is rapidly gaining adoption across commercial buildings, telecommunications infrastructure, and data center environments. Fault Managed Power represents a significant advancement in how electrical energy can be transmitted safely over communications-style cabling through intelligent monitoring and rapid fault detection technology. As these systems continue to be deployed throughout the industry, it is increasingly important for electrical professionals to understand how they operate and how they are evaluated for code compliance.


The session will focus on the technical design, operation, and code framework associated with Fault Managed Power systems, including the requirements contained within NEC Article 726 – Class 4 Fault Managed Power Systems. Particular emphasis will be placed on the roles of inspectors, contractors, engineers, and plan reviewers in ensuring that these systems are properly designed, installed, inspected, and maintained. This technology is already being installed in modern facilities and its adoption is accelerating quickly. Understanding how Fault Managed Power systems function and how they are evaluated under the National Electrical Code will be critical for electrical inspectors, designers, installers, and maintenance professionals moving forward.

Powering Chicago is extending an invitation to you to partner with them in the annual Rebuild Together event. Christmas in April is a day of service that provides minor to moderate electrical repairs in communities that would otherwise go neglected. We are asking our partners to assist this year by providing service vans, trucks, and tools to help assist in making the 2026 campaign a successful Rebuilding Together. This year’s event is scheduled for April 25, 2026. There are two locations where industry representatives are donating their talents: Maywood for the suburban community and the Austin community of the City of Chicago.

Crew Level Production Planning and Execution: Set Goals and Win

Case studies dispel common myths and pitfalls of typical field productivity approaches. Case studies illustrate effective Crew Level Production Planning techniques, including: visual batching of work, input worksheets, resource (manpower) loaded scheduling, and labor cost analysis, simple daily productivity tracking and forecasting, and effective, measurable improvement strategies.

Following this course, participants will be able to:

·        Define and measure productivity.

·        Discuss case studies and real examples of planning tools designed to set targets and manage labor productivity for superior results.

It is an unfortunate fact that construction has the highest rate of suicide of any industry in America. We lose about 53 out of every 100,000 members of our industry EVERY YEAR to suicide. We are four times the average of other industries. We have a crisis in construction and we need to do something about it.
