IMSCA Update
Capital Development Board's Proposed Amendments to the Illinois Energy Codes
| |
The September 11, 2026 issue of the Illinois Register included a notice concerning proposed rules for the Illinois Energy Codes from the Capital Development Board. Please click the link below to find the pertinent section from the Illinois Register for your review. Additionally, the summary of these proposed updates is listed below. The IMSCA Board wanted this information to be shared for everyone's general benefit and awareness.
Description of Proposed Rules
The CAPITAL DEVELOPMENT BOARD proposed amendments to the Part titled Illinois Energy Codes (71 IAC 600; 50 Ill Reg 13263) in accordance with the Energy Efficient Building (EEB) Act and its required updates to CDB building codes. The rulemaking updates the Illinois Energy Conservation Code, which applies to all commercial and residential building projects, and the Illinois Stretch Energy Code, which applies to projects authorized or funded by CDB and is optional for municipalities, by incorporating the 2024 International Energy Conservation Code (IECC) with Illinois-specific adaptations approved by CDB. Adaptations to the Stretch Energy Code for commercial buildings that will be effective on 12/31/26 include standards for building envelope and prevention of air leakage, including a requirement for an enclosed vestibule; updated requirements for electric infrastructure in buildings with fossil fuel powered heating/cooling systems, water heaters, and other appliances that allows for future installation of heat pumps and other electrically powered appliances; additional efficiency, renewable and load management requirements; requirements for simulated building performance; updates to the passive building compliance option; and updated requirements for electric vehicle infrastructure, demand responsive controls, electric energy storage; and total building performance for commercial buildings. Amendments to Appendix C, the Stretch Energy Code requirements for residential buildings, are also effective 12/31/26 and include updates to building envelope requirements, electrical power and lighting systems, simulated building performance, additions, alterations and repairs of existing buildings, alternative compliance methods, duct and ventilation requirements, electric vehicle charging infrastructure, demand-responsive controls, electric ready provisions, renewable energy infrastructure, and all-electric provisions for residential buildings. New construction projects authorized or funded by CDB and municipalities that have adopted the Stretch Energy Code are affected.

"Managing Work in Progress"
Thursday, November 12, 2026.
8:00 am - 12:00 pm
| | |
The Electrical Contractors’ Association of City of Chicago (ECA) Research and Education Committee is proud to sponsor the "Managing Work in Progress" seminar on Thursday, November 12, 2026 from 8:00 am to 12:00 pm at Maggiano's Banquets - 240 Oakbrook Center, Oak Brook, IL - Barbarossa Room) (630) 368-0300. (Breakfast to be available at 7:45 am). The session is to be facilitated by Doug Reitz, Maxim Consulting Group.
Managing Work in Progress
Many project managers lack a clear handle on how their projects are performing financially. Most commonly it is because they have not been trained on how to forecast properly. We find many contractors struggle with how to build a robust cost projection process that provides for consistency and predictability. Profit fade at 90% complete is no longer an option in today’s market. Teach project manager how to properly set up job budgets, track progress and forecast accurately. Moreover, learn critical financial indicators that point to problems on projects early so they can be rectified.

Strengthen ECA’s Voice in Springfield
Monthly Dues Deduction Reminder /
ECAPAC Voluntary Contributions
We need your assistance!
Over the past two years, ECA members have faced significant legislative threats in Springfield. As we enter an important election cycle, increased political engagement is critical to protecting electrical contractors and ensuring that ECA can advocate effectively before state policymakers.
DUES DEDUCT
Currently, only about one-third of ECA members contribute to the ECAPAC, meaning dozens of member firms are not yet participating. Broader participation would significantly strengthen ECA’s voice in Springfield. Members may authorize up to 2% of their monthly ECA dues payment to be allocated to the ECAPAC. This does not increase the amount of dues owed; it simply directs a portion of the existing dues payment to the PAC. To participate, please click on the link below to complete the authorization form and return it to the ECA office at: ttaylor@ecachicago.com.
Again, contributing to the ECAPAC via the 2% dues deduction is at no cost to the contractor member; the ECA needs the authorization to deduct the 2% amount when the ECA receives the member company’s dues payment.

| | Illinois's 2026 Prevailing Wage Rates Published | | |
Dear IMSCA Members,
The Illinois Department of Labor (IDOL) has published the 2026 prevailing wage rates for construction trades in every county across Illinois. Official press release can be found HERE.
The updated rates took effect Wednesday, July 15, 2026, following IDOL's annual statewide survey conducted in June pursuant to the Illinois Prevailing Wage Act.
The Act requires workers on publicly funded construction and infrastructure projects to be paid wages that reflect local standards. By ensuring workers receive locally prevailing wages, the law helps protect good-paying jobs, promotes fair competition among contractors, and keeps taxpayer investments supporting Illinois workers and communities.
Each year, IDOL determines prevailing wage rates by reviewing total compensation—including hourly base wages and annualized fringe benefits—commonly paid to workers performing similar work on public works projects within each locality.
"Illinois' prevailing wage law helps ensure that public investments create quality jobs while maintaining a level playing field for responsible contractors," said Illinois Department of Labor Director Jane Flanagan. "Publishing these rates provides the transparency contractors, workers, and public agencies need as they plan and complete construction projects across our state."
Individuals who wish to object to the posted 2026 prevailing wage rates must submit a written objection to the Department by August 14, 2026. If an objection is received, it will be heard by an Administrative Law Judge.
To view the 2026 prevailing wage rates by county and construction trade, visit the Illinois Department of Labor's Prevailing Wage Act Rates webpage.
Best regards,
Daniel, Neil, and Sean Flynn

IMSCA Prevailing Wage Update
As you know, effective July 1, 2026, contractors performing prevailing wage work in Illinois must comply with the apprentice fringe benefit requirements under HB 2488. IDOL's position is that while union apprentices may still be paid reduced apprentice wage rates, they must receive the same fringe benefit package as the applicable journeyman classification on prevailing wage projects. IMSCA has put together a FAQ about the matter (click link below). Any questions on IMSCA's FAQ, please contact Daniel Fynn at: dflynn@neilflynnlaw.com.

Prevailing Wage in Illinois
Communication Apprentice Adjustment Effective July 1, 2026
The following concerns any Prevailing Wage work done in Illinois under the Communications Agreement as of July 1, 2026:
Effective July 1st, 2026, employers will now be required to pay the same fringe benefit contributions for apprentices as is required for journey-level workers only when performing work on a project covered by the Illinois Prevailing Wage Act. ECA is currently working with the Electrical Insurance Trustees (“EIT”) to accommodate this change in the law. A new, prevailing wage-specific report will be available to employers for July hours and benefits reports. Through this new report, employers will be able to pay the regular apprentice wages with journey-level fringe benefits in lieu of paying the benefits on the check, with the exception of NEBF. While this new report will use the JW rate as the basis for calculations, employers need only pay the appropriate apprentice wage scale for your apprentices plus the excess NEBF contribution, as illustrated below. EIT’s reporting system can only calculate the correct journey-level fringe benefits by populating the JW rate of $53.64, but this is not the wage that employers are required to actually pay.
For NEBF, employers will be required to pay an additional amount of money on the apprentices wages in order to make up the difference between what a JW is owed for the NEBF contribution versus what an apprentice would ordinarily be owed. To calculate the additional amount needed for the wage, you simply divide the difference between the JW NEBF contribution and the normal apprentice NEBF contribution by 1.03.
For the Vacation contribution, apprentices must receive the same $1.50 per hour contribution as JWs when performing work on a project covered by the Prevailing Wage Act.

Prevailing Wage in Illinois
"A" Apprentice Adjustment Effective July 1, 2026
The following concerns any work done in Illinois under Prevailing Wage as of July 1, 2026:
While this new report will show the JW rate as the basis for calculations, employers need only pay the appropriate apprentice wage scale for your apprentices plus the excess NEBF contribution, as illustrated below. EIT’s reporting system can only calculate the correct journey-level fringe benefits by populating the JW rate of $63.15, but this is not the wage that employers are required to actually pay. Employers should continue paying the regular apprentice wage.
For example – a JW working 1 hour at the straight time rate of pay is entitled to $1.89 towards NEBF ($63.15 x 3%), vs. a 40% apprentice working one hour at the straight time rate of pay who is owed $0.76 ($25.26 x 3%). The difference between the two is $1.13. If you divide $1.13 by 1.03, you need only pay an additional $1.10/hour on the apprentices wage in order to match the JW’s $1.89 contribution. This formula accounts for the 3% of gross wages contribution that applies to the new, higher wage resulting from the change in law.
| |
This formula works for shift, overtime, and double time premiums as well. For example – the NEBF contribution for a JW working 1 hour of double time is $3.78, whereas a 40% apprentice working the same would normally receive $1.51. For an employer to pay the $3.78 NEBF contribution that is now required under the law, you need only pay an additional $2.20 on the check (additional $2.20 on the check plus $1.58 NEBF contribution = $3.78).
EIT and ECA will be hosting informational webinars once the report is available to assist employers with this change in the reporting process. We will share the dates and times for the webinars as soon as they are available. Please contact the office should you have any questions.
Additional background information:
Earlier this year, IMSCA had initiated and continued to advocate for the passage of (HB 4751 - Hoffman), in order to address the issues stemming from the passage of HB 2488 at the close of the 2025 Spring Session. The action did not prevail.
IMSCA's legal counsel had prepared and submitted to the Illinois Department of Labor a letter seeking the Department's guidance regarding the implementation of H.B. 2488 (P.A. 104-0017), which amended the definition of "prevailing rate of wages" within the Illinois Prevailing Wage Act (“IPWA”), effective July 1, 2026 (as delayed by H.B. 1437/P.A. 104-0434). Click the link for A copy of the letter.

This unique opportunity for contractors and workers to receive safety training expires December 31, 2026. Construction Industry Alliance for Suicide Prevention
It is an unfortunate fact that construction has the highest rate of suicide of any industry in America. We lose about 53 out of every 100,000 members of our industry EVERY YEAR to suicide. We are four times the average of other industries. We have a crisis in construction and we need to do something about it. You can visit the Construction Industry Alliance for Suicide Prevention website and learn more. We urge all to take the pledge to STAND UP for suicide prevention and address it as a health and safety priority.
