NECA Convention Registration is Open!

The NECA Convention & Trade Show will soon be in Chicago! -- September 12 - 15, 2025

Early-Bird pricing ended on July 25th! This means that early registration and housing for the NECA Convention closed two weeks earlier than previous years. Since that deadline has passed, room availability and pricing cannot be guaranteed.


Among the many other NECA Convention events, education, general sessions, a special NECA activity is highlighted below:

IMSCA Update / Webinar

Illinois Sales Tax Changes on Leased Tangible Personal Property Became Effective January 1, 2025


Effective January 1, 2025, Illinois law (Public Act 103-0592) shifted the point of sales taxation for most leased tangible personal property. The Public Act is extensive; however, Article 75, which begins on page 287, addresses the Use Tax Act (35 ILCS 105). For your convenience, the Illinois Department of Revenue’s guidance document on this matter can be accessed HERE.


Leases of tangible personal property are now generally treated as retail sales subject to the Illinois Retailers' Occupation Tax.

  • Previous System: Sales tax was typically imposed upfront on the lessor (the business owning the property) when they purchased the property intended for leasing.


  • Current System (Effective Jan 1, 2025): Sales tax is now imposed on the gross receipts from the lease payments. Lessors are responsible for collecting the applicable state and local Retailers' Occupation Tax from the lessee on each lease payment and remitting it to the State of Illinois.


Impact

  • Businesses leasing tangible personal property (lessors) are now considered retailers. They generally do not pay sales tax when purchasing inventory intended for lease, but must collect and remit tax on lease payments received on or after January 1, 2025.


  • Customers (lessees) will now see sales tax applied to their periodic lease payments for qualifying tangible personal property.


  • This change applies to lease payments received on or after January 1, 2025, even if the lease agreement was signed before that date.


Opportunity to Speak with the Illinois Department of Revenue


IMSCA has reached out to the Legislative Liaison for the Illinois Department of Revenue and inquired about this recent change in the law. He indicated that his office has received a lot of inquiries on this new law since January 1, 2025. During their discussion, he offered an opportunity to schedule a virtual meeting with IMSCA whereby we could engage in a Q&A of sorts.

Scholarship Applications


Who is eligible?

In order to receive a scholarship from the Communication Technologies Forum the following requirements must be met:

a) The candidate must be a CTF member or any employee of a CTF Corporate member or any lineal descendant of any CTF member or lineal descendant of an employee of a CTF member.

b) The CTF member must be a member in good standing as of the most recent year, and

b) The candidate must attend or plan to attend an accredited college, university or vocational-technical school.

 Candidates who have previously received a scholarship are eligible to reapply in subsequent years, provided they continue to meet the eligibility requirements.


 What is awarded?

A $1000 scholarship will be awarded to a student enrolled in an undergraduate, master’s program at an accredited two-year or four-year college, university, or vocational school. The scholarships will be made payable directly to the institution of learning upon receipt of a tuition statement. 


 How to apply?

An eligible candidate must complete an CTF Scholarship application form below and submit documents requested. The application must contain the following:

a) Complete all answers in the application form

c) A copy of a current and official transcript mailed to CTF, P.O. Box 31, Wheaton, IL 60187; and

d) One letter of recommendation from a non-relative


 The application must be received online or via mail to Electric Association office, P.O. Box 31, Wheaton, IL 60187, Attention: Ali Novinger, Executive Director, on or before September 1, 2025.

Office Internship Training: Contractor Night

2025 Summer Night Class Training Program

The last evening of the 2025 Summer Night Class culminates with the final portion of the internship training. IBEW Signatory Contractors are invited to participate and meet potential office interns who have completed the training program. Contractors are invited to participate by discussing their company, projects, and meeting potential interns. This internship program has been growing and has already proven successful with intern placement with contractors on a small scale in past years. This year, the IL IBEW Renewable Energy Fund (REF) is piloting an internship portion during the Summer Night Class to expand the opportunity. The REF will work to place interns with Contractors based on several factors. This internship is a paid program, by contractor, at $19.00/hr and is strictly for office operations only, no field work is permitted. The REF may provide an initial stipend to assist the contractor (dollar amount to be determined). The REF will have tables and signs set up for the participating contractors. Please reach out with any questions.

Suicide Rate Among Construction Workers Hits Crisis Levels

It is an unfortunate fact that construction has the highest rate of suicide of any industry in America. We lose about 53 out of every 100,000 members of our industry EVERY YEAR to suicide. We are four times the average of other industries. We have a crisis in construction and we need to do something about it.
