Mayor's Message
Township of North Kawartha Toy and Food Drive 2021

The Municipal Office will be closed from 4:30 pm Thursday, December 23 until Friday, December 31, 2021.
We will reopen on Monday, January 3, 2022 at 9 am
For residents wishing to make a bill payment, there is a drop-off box located outside the front doors of the Municipal Office.
Building inspections will not be available from December 24th to January 2nd.

Finance Department
All tax bills have been issued for the 2021 property tax year. The first tax bill for the 2022 property tax year will be mailed in February 2022, with due dates at the end of March and the end of May. If you have not received a copy of your 2021 bills or are unsure if your taxes have been paid in full, please contact the Deputy Treasurer through email or at 705-656-4445 extension 233. If you would like to request a 2021 property tax receipt please email the Accounting Assistant.
Make paying your property taxes easy! It's not too late to sign up for the pre-authorized payment program with a choice of three different payment schedules. You can find our pre-authorized payment program form on our website with instructions on how to sign up. If you have any questions about the pre-authorized payment program, please contact the Deputy Treasurer through email or at 706-656-4445 extension 233.
Please note that the 2020 MPAC (Municipal Property Assessment Corporation) Assessment update for all of Ontario properties has been postponed until further notice due to COVID-19. Property assessments for the 2021 and 2022 property tax years will continue to be based on the fully phased-in current values. This means your property assessment for the 2022 property tax year will be the same as the 2020 tax year assessment, unless there have been any additional changes to your property. For more information, please contact MPAC at www.mpac.ca or 1-866-296-6722.
If you receive a Property Assessment Change Notice from MPAC due to physical changes to your property you can visit www.mpac.ca where you can log on to AboutMyProperty to:
- Learn more about how your property was assessed,
- See the information they have on file about your property, and
- Compare your property to other properties in your neighbourhood.
Updating Your Mailing Address
Do you have an RR# mailing address? If you do, your mailing address needs to be updated. Canada Post will no longer recognize RR# mailing addresses and requires all mailing addresses to be a civic address, post office box or General Delivery.
Are you a seasonal property owner who wants their tax bill sent to a different address for part of the year? Please contact Canada Post directly to make arrangements to have mail redirected.
To change your mailing address electronically, please locate our Change of Mailing Address form on our website, fill out the form as directed, and send it in to the office via mail, email, or our 24 hour drop box location to the right of our front entrance. Otherwise you can visit the office in person to complete a Change of Mailing Address form.
MPAC and the County of Peterborough are now requesting authorization from property owners to share updated mailing addresses with these institutions. Your authorization allows the Township of North Kawartha, MPAC, and the County of Peterborough to send you important information (when needed) regarding your property.
Please note it is the property owner's responsibility to keep the Township and MPAC informed of any address changes. If you have any questions or concerns about changing your mailing address, please contact the Accounting Assistant through email or call 705-656-4445 ext. 235.

Your North Kawartha Roads Department is looking for your support through donation with the first annual “Chuck it in the Bucket” Holiday Food Drive to help support the North Kawartha Food Bank. The front end loader will be stationed at 2 locations over 2 different nights from 5:30 p.m. to 7:00 p.m.
The first night will be Wednesday December 15th in Apsley at the parking lot beside Hunters General store, across from the Royal Canadian Legion.
The second night will be Thursday December 16th in Woodview at Wilson Park.
Residents can bring non-perishable food goods and place them in the loader bucket, anything you can give would be greatly appreciated. Cheques/gift cards and cash may be deposited in our wrapped donation box. Please make your cheques payable to the North Kawartha Food Bank. Tax receipts will be issued by the North Kawartha Food Bank for donations of $20.00 or more.

Council Meeting Schedule 2021-2022

Council meetings are held the first and third Tuesday of each month. Special meetings may be called at any time with notice.
All meetings are held electronically until further notice, open to the public and are recorded and uploaded to YouTube for public viewing. Please contact the Deputy Clerk for an invitation.
Persons or groups who wish to address Council can visit the Delegations and Deputations page on the Township website for further information about appearing before Council and to view meeting procedure by-laws.

Winter Parking Regulations
|
A few reminders for all:
- Do not deposit snow on any roadway
- No parking in town from 11pm to 7am from Oct 15 to May 15
- No parking on any township roadway.
- Please keep garbage and recycling blue boxes off of the roadway and in the entrance of your driveway
- The Township does not plow Private Roads.
If you have an emergency concerning a Municipal road issue, please call 705-926-0150 for the 24 hour, 7 day per week Emergency Answering Service. If it is not an emergency please call the Roads Garage at 705-656-4796 or 705-656-4445 extension 243.
Peterborough County is responsible for all road maintenance and plowing on the following roads:
- County Rd. 52 (Jack Lake Rd up to stop sign)
- County Rd. 54 (Balmer Rd)
- County Rd. 56 (Northey's Bay Rd)
- County Rd. 504
- County Rd. 620
Please contact Peterborough County Roads Department at 705-742-4862 during business hours, and 705-742-6823 after hours.
The Ministry of Transportation is responsible for Highway 28 road maintenance, if you have any road related concerns please call Emcon at 1-877-979-0998 and they will dispatch a roads staff out for maintenance.

Transfer Station Hours

- Open Holiday Mondays with Sunday hours. Closed Christmas Day, New Year's Day, and Family Day.

When exiting your vehicle at our Transfer Stations you are requested to wear a face covering and maintain physical distancing of 2 metres (six feet), to help protect the health of our Transfer Station attendants, as well as others.

Curbside Collection also continues as per its normal schedule. To support physical distancing, residents are encouraged to use Curbside Collection.

The program has met with great success and approval mainly because people understand the intent of the program is a cost-effective Municipal measure to remove recycling from the waste stream, increase diversion rates, and thereby reduce the amount of garbage being deposited into landfills, as well as being compliant with mandatory recycling requirements. And in doing this, it will also improve worker safety by allowing Waste Staff an assessment of garbage bags, in a safe and less invasive manner, to ensure garbage bags do not contain hazardous waste, in addition to recyclables. The County and the City of Peterborough, all have the overall objective of prolonging the life of landfills, and specifically the Bensfort Road Landfill Site.

Remember: NO ICE IS SAFE ICE!
Conditions on all ice can change in an instant. Heed warning messages and stay off frozen waterways if possible.
Ice Factors
Many factors affect ice thickness including: type of water, location, the time of year and other environmental factors such as:
· Water depth and size of body of water.
· Currents, tides and other moving water.
· Chemicals including salt.
· Fluctuations in water levels.
· Logs, rocks and docks absorbing heat from the sun.
· Changing air temperature.
· Shock waves from vehicles traveling on the ice.
Ice Colour
· The colour of ice may be an indication of its strength.
· Clear blue ice is strongest.
· White opaque or snow ice is half as strong as blue ice. Opaque ice is formed by wet snow freezing on the ice.
· Grey ice is unsafe. The grayness indicates the presence of water.
Did you know ice thickness should be:
· 15 cm for walking or skating alone
· 20 cm for skating parties or games
· 25 cm for snowmobiles.
Check with local authorities before heading out. Avoid going out on ice at night.

Season’s Greetings!
Firstly, on behalf of the Parks, Recreation and Waste Department Staff, I would like to thank you for your on-going patience and cooperation! Needless to say, this past year has been a challenge, and in so many ways stressful for most people.
We, in the Parks and Recreation Department, Waste Department, and the Township as a whole, have worked hard to open as many programs and facilities as possible, while maintaining public safety and complying with Ontario and Local Health Unit Regulations.
Recreational programs, activities and sports, are not only extremely vital for physical fitness, but they are also a key component of social fitness. As such, we participated in numerous meetings with the Health Unit and Parks and Recreation Committees, researched best practices, and stayed current with the evolving regulations, so that we could implement public safety measures in a responsible and effective manner, allowing us to open facilities and restart programs. Some of these measures included: maintaining updated screening protocols, contact tracing procedures, rental agreement addendums, safety plans, effective signage, safe entry and egress patterns, scheduling considerations, and disinfecting and cleaning procedures, just to name a few. And again, implementing some of the above and their resulting effectiveness, was not possible without the amazing cooperation and patience that was displayed from the community.
That all being said, although not all of the changes noted above will disappear overnight, we are optimistic that we will return to some normalcy next year, and have an amazing 2022! In the interim, please check our website for currently available programs, or contact the local Club that you belong to, as many programs and Clubs have either returned, or will be returning soon.

The North Kawartha Fitness Centre is open Monday to Friday from 6am to 9pm and both Saturday and Sunday from 9am to 5pm. Fitness Centre Memberships also make excellent Christmas Gifts!
* Please note that as per recent COVID-19 Regulations, everyone 12 years of age and older (including program participants) will be required to provide proof of full vaccination or proof of a medical exemption, and personal identification each time they enter an indoor facility where organized sports are practiced or played.

Building & Planning
Building inspections will not be available from
Friday, December 24 to Sunday, January 2, 2022.
Applications for Building/Demolition/Septic permits are available online by using CloudPermit through our website.
Effective January 1, 2022 to December 31, 2022 the pricing for the purchase of the Shoreline Road Allowance will be increasing as follows with further increases each year until 2026.
- Minimum fee of $2540 plus HST for up to 150 feet of frontage
- Over 150 feet, $2540 plus $20 for each additional foot plus HST
- An amount of $250 (no HST) to cover municipal administration costs
- Upon presentation of your application to the Township Office, Municipal Staff will confirm your cost for lands based on the shoreline frontage indicated on your survey.
- The municipality reserves the right to require further documentation as may be required to substantiate the purchase.
- Legal fees of $1,000 is payable to Ewart, O'Dwyer in trust
Public Notice that the Council of the Township of North Kawartha will consider, at the Tuesday, December 21 meeting of Council an amendment to By-Law #2020-067(Building By-Law) in whole for the purpose of amending Schedule “A” (Fee Schedule) of said By-Law to increase building permit fees from $8 per thousand to $12 per $1000 of construction value, to add a renewal fee of $150 and adjust the minimum cost of construction. By-Law #2020-067 will be repealed. If the By-Law changes are approved, the fees will be in effect for January 1, 2022.
