Volume #1 | June 12, 2020
Greetings!

Thanks to your commitment and continued support, our Coalition has achieved a number of successes in a very short period of time. We’re proud of our unified effort to support youth and local sports through this pandemic and in the process we’ve uncovered multiple opportunities to support and advocate for legislation that would benefit Coalition members.
It’s truly a symbol of our expanding legislative influence and only happens with your participation. As we continue to push forward, we’ll provide newsletter updates, along with our Coalition calls, to keep you apprised of the latest news from Washington and any potential impact it may have on our sector.

LEGISLATIVE UPDATES
** NEW: COVID-19 Youth Sports & Working Families Act **

Addressing our Coalition mission, this legislation originally was introduced by Representative Max Rose (D-NY) on May 17. Coalition leadership continues to collaborate with Rep. Rose to ensure it gains Congressional sponsor support. We’re excited to let you know it already has seven co-sponsors. They are: Representatives Josh Gottheimer (NJ); Eleanor Holmes Norton (DC); Grace Napolitano (CA); Susan Davis (CA); Yvette Clark (NY); Gil Cisneros (D-CA), and Jan Schakowsky (D-IL).
"They need our help and I'm proud to fight to get them the relief they so
desperately need."

-- Rep. Max Rose

** NEW: RESTART Act Support **

Recently, we were asked to support a piece of legislation that could really provide support for our community—the RESTART Act (S.3814). It would be a helpful step towards addressing the issue of how organizations secure relief, although not a complete fix. Unlike the PPP program, the RESTART Act would base the loan on 2019 revenue, which would help address our concerns linking the loan amount solely to payroll. Here is our statement of support for RESTART:
“The PLAY Sports Coalition was formed to unify a community of more than 3,500 local and national youth sports leaders in support of young athletes, working families, coaches and volunteers across the country, especially those in underserved areas, as they deal with the COVID-19 forced pause’s widespread impact on our industry. As a Coalition, we are grateful to Senators Bennet and Young for introducing the RESTART Act. It was their goal to ensure the hardest hit small and mid-sized businesses survive the financial devastation brought by the pandemic. The youth and local sports organizations may be the smallest among them, yet they also stand as the tallest pillars of civic pride for their local communities. Our organizations are largely volunteer led, many with no paid staff at all. The RESTART Act represents a critical step for delivering a recovery loan framework that would bring relief to the unique financial structure of the local sports community. The Coalition also finds it incredibly helpful to extend the covered period from 8 weeks to 16 weeks, as our industry—in particular—is built through long-term planning for programs and events that encompass the lengthy seasonality of sports. We feel confident this type of investment in the youth sports infrastructure will allow our coalition members to focus on returning safe and healthy organized sports to the communities and working families they serve.”
** NEW: Payroll Protection Program **

There were new fixes that may positively impact some of our members in the Paycheck Protection Flexibility Act (PPFA) that just passed Congress. It was introduced by Representative Dean Phillips (D-MN) and Chip Roy (R-TX) and it expands the terms of the loans from the Paycheck Protection Program (PPP) initially established by the CARES Act. Important to note the PPFA will provide PPP recipient companies and organizations up to 24 weeks, up from the current 8 weeks, to use the loans and extend the deadline for rehiring workers from June 30 to the end of 2020.
RETURN TO PLAY CONSIDERATIONS
NCYS and our Coalition recently released Return to Play Considerations . We encourage you to use these Considerations to develop a Return to Play plan for your organization and distribute them as a resource across your network.

We’ll continue to update these and share best practices, including those from the CDC, as we together work towards all athletes safely return to play.

Youth sports coalition seeks federal aid due to COVID-19
It started when a handful of organizations got together to discuss the effect of the COVID-19 shutdown on youth sports.

The small conversation quickly turned into 600-some groups. Then it cruised past 1,000 on its way to 3,000 organizations and individuals signing on for the  PLAY Sports Coalition  — a united effort by the youth sports world to push for federal help with the coronavirus crisis. Read More
