Tricare Changes are Coming in 2025. Here’s What Beneficiaries Need to Know Right Now

Tricare beneficiaries need to be aware of changes taking place in both the East and West regions that could, at worst, get many users inadvertently kicked off their health care plans come next year if they don’t take certain steps.
The insurance program available to active-duty military, reservist and retiree households is transitioning to a new set of so-called “T-5” contracts for the management of its two regions starting Jan. 1, 2025. The West Region is getting a new contractor and a new network of health care providers, while six states are moving from the East Region to the West.
The open enrollment season for Tricare Prime and Tricare Select users is currently underway for 2025 coverage. Neither the contract changes nor open enrollment apply to the Tricare for Life automatic wraparound coverage for Medicare Part A and Part B users.
Tricare says the new contracts “will improve the delivery, quality, and cost” of its services for beneficiaries who live in the U.S. by providing better “network flexibility,” “beneficiary choice” and telehealth appointments. Meanwhile, future congressional oversight included in both House and Senate committee reports, made during the drafting of the 2025 National Defense Authorization Act, will purportedly address the ability of Tricare’s provider networks to entirely meet beneficiaries’ needs.
Karen Ruedisueli, director of government relations for health affairs for the Military Officers Association of America (MOAA), shared some of the following advice for navigating 2025’s Tricare changes, including the possibility of “a large number of people being disenrolled as of Jan. 1” if they don’t provide their payment information to a new contractor.
Here’s what you need to know:
Six States Are Switching Tricare Regions
The U.S. government’s goal in moving six states from the East Region to the West was to better balance Tricare’s beneficiaries between the two regions, Ruedisueli said. The six states where 1.1 million eligible beneficiaries will move from the East Region to the West are Arkansas, Illinois, Louisiana, Oklahoma, Texas and Wisconsin.

First-of-its-kind facility opens in Lake County to support veterans, first responders and their families

County officials announced a first-of-its-kind care facility in Round Lake dedicated to providing health services to veterans, first responders and their families in Lake County.
The Frontline Care Center, located in Round Lake, is the first wellness location dedicated to veterans, first responders and their families in Lake County.
The new community-based facility offers behavioral health services designed to support those who have served and sacrificed for the community and country.
To quote our Superintendent, Andrew Tangen:
“It’s no secret suicide rates among Veterans and First Responders are climbing across America,” said Andrew Tangen, Superintendent of the Veterans Assistance Commission of Lake County.
“Having a local walk-in center where our most vulnerable Veterans and First Responders can seek immediate treatment will be a game change.,”

Bruce Johnson, CEO of Nicasa Behavioral Health Services (and retired US Marine CWO), at the podium, describes the Frontline Care Center to dozens of first responders and local officials Monday at Lakes Bowl in Round Lake before a ceremonial ribbon cutting and tours of the new facility nearby. Fire Chief Greg Formica had the idea and contacted Nicasa CEO Bruce Johnson and others to pursue it as a place where those who make a living putting others first can feel comfortable overcoming the stigma of needing help themselves.
The center is “a special place just for them,” Johnson said in opening remarks to a full Lakes Bowl banquet room before a ceremonial ribbon cutting and tour of the new facility.
He said the center will provide “impactful, innovative system-changing and, we hope, life-changing care,” for current and former first responders and members of the armed forces.
“You are our everyday heroes,” said John Wasik, a Lake County Board member who represents the area and championed what he described as “a place of compassion and healing.”
“I've lived it. I know how much of a difference it will make,” added Esiah Campos, the only military veteran on the Lake County Board who also represents a portion of Round Lake.
Cindy McKnight, founder and mental health therapist at Living Pono Counseling and the executive director of Frontline Care Center, said those without insurance or means to pay can receive up to 12 sessions at no cost. Fundraising continues, she added.
“It's a space for you,” she said. “We want you to feel welcome there.”

Long-Sought Bill Improving Veteran, Caregiver Support Heads to President’s Desk
Last Minute Update - The President has signed this bill - the Dole Act!

The Dec. 16 passage of a bipartisan slate of VA health care and benefits improvements marks a major milestone for veterans, caregivers, and survivors, with the legislation addressing issues from long-term care services to claims processing to resources for student veterans and many other critical VA programs.
The Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act (S. 141), strongly supported by MOAA and more than 50 veterans organizations, passed out of both the House and Senate in the final hours of this Congress; the House passed its initial version Nov. 18, the Senate passed an amended version Dec. 12, and the House approved that version four days later. The legislation now heads to the president’s desk for signature.
“As we approach the end of this legislative session, we must recognize the profound positive impact this bill will have on the health and well-being of our veterans, their caregivers, and survivors,” MOAA President and CEO Lt. Gen. Brian T. Kelly, USAF (Ret), said.
Key provisions in the 250-page bill include:
• Increasing VA’s share of home nursing care costs from 65% to 100%, significantly reducing the financial burden on aging and disabled veterans who wish to receive care at home.
• Expanding services to better support caregivers, providing them with respite and mental health care to ensure their well-being and that of their families.
• Strengthening support for unhoused veterans by raising the VA’s per diem rate for transitional housing and offering greater flexibility to assist with essential needs and other critical services.

The VA says it can't help thousands of vets it left stranded
(Pic) When you walk up to Natalie Donaldson's little cottage-style house in Tulsa, Okla., you're greeted by her bright smile, and her well-muscled pit bull named Sigrid.
"She's friendly but she's gonna want to check you out," Donaldson said.
Donaldson is an army vet, and she had a rough go in the military. She has PTSD. And that's partly why owning this house is important to her — she has her own space where she feels safe.
But these days Donaldson is barely able to scrape the money together to pay her mortgage, because she was hurt by a botched VA home loan program. The program was meant to help her, but instead it stranded her in a modified mortgage with a much higher interest rate that has raised her payments by 50% — nearly $500 more every month, permanently…
A program to help vets is hurting them
This all started for Donaldson after COVID hit. She'd been working as a schoolteacher after leaving the Army but her grandfather was dying and she needed to stop working to care for him.
Donaldson called her mortgage company, desperate for help. "I was crying and she goes, 'Oh honey, why are you crying… it's gonna be OK.' "
It should have been OK, because back then Congress said anyone with a federally backed mortgage could pause their payments for up to 18 months through what's called a COVID mortgage forbearance. Donaldson, like millions of other veterans, has a home loan backed by the Department of Veterans Affairs. So she was told she could stop paying her mortgage.
A mortgage forbearance gives a homeowner a way to temporarily stop paying their mortgage, and then when they get back on their feet financially, they're supposed to be able to resume paying and be current on their loan. A forbearance is not supposed to result in a massive increase in a homeowner's mortgage payment because the whole point is to help somebody who is struggling to pay in the first place.
Editor's Comment: If you are caught in this trap, don't forget that you can also refinance with a commercial mortgage lender and pay off the VA Loan. However, depending on your circumstances, the interest rates have changed drastically so that might or might not work in all cases.

New ID Badges Are Coming
The article below outlines a process for getting your new VA ID badges. The most important thing to do first is to register for a DS LOGIN. While the article refers to the RAPIDS Locator system, I didn't find any reference to RAPIDS when I registered, but I did find a locator process to get to the Lovell FHCC. It is likely that the requirements for get a new card differ depending on whether you are retired or not, or on some other criteria - The article below was in a Tricare magazine. I am not military retired, I am 100 % disabled and my current card shows an INDEF expiration date. I went to the big box "tab" that was for family sponsors. I followed the steps and discovered that, in my case, I didn't need to go in for a new card - it would be mailed to me. So now you have to figure out which way you need to go. Read on below.

VA Targets 1 Million Eligible Veterans in Health Care Enrollment Push

A new VA outreach campaign will target eligible veterans who’ve yet to enroll in its health care system, to include about 1 million unenrolled veterans who served in Vietnam, the Gulf War, Iraq, and Afghanistan.
The campaign will include text messages, emails, public service announcements, paid advertising, and events designed to reach veterans. It comes in response to concerns from veterans about health issues potentially linked to repeated blast exposures, including mental health challenges and thoughts of suicide.
VA researchers are urgently studying the health impacts of such exposures. Enrolled veterans can access specialty screenings and services for health issues related to blast exposure. Veterans from Vietnam, the Gulf War, Iraq, Afghanistan, and other specific locations are eligible for VA health care based on their deployments, regardless of health conditions.

The Latest On My VA Health Patient Portal
The Captain James A. Lovell Federal Health Care Center (Lovell FHCC) implemented the Federal Electronic Health Record (FEHR) on March 9. The joint deployment ensures that all patients who visit the facility will receive care that is coordinated through a single, fully integrated Electronic Health Record system. The FEHR also improves the ability for VA and DoD to coordinate care and share data with each other and the rest of the U.S. health care system.
Patient Portal Information
Veterans who use My HealtheVet to manage their VA health care online, will now use the My VA Health patient portal for the care they receive at Lovell FHCC. To access the patient portal, use this link: https://patientportal.myhealth.va.gov/. On the homepage, users will be prompted to the portal through a verified Login.gov or ID.me account, a Premium DS Logon account, or a Premium My HealtheVet or ID.me account, a Premium DS Logon account, or a Premium My HealtheVet account. Click on one of those options and log into the system.
Please note, starting in 2025, patients will need to use a Login.gov or ID.me account to sign in, including a multifactor authentication as an added layer of protection for your account. After Jan. 31, 2025, the My HealtheVet sign-in option will be removed. If you do not have a Login.gov or ID.me account, you are encouraged to create one and set up multifactor authentication as soon as possible. Please see the “VA’s upcoming sign-in changes” section for more information.

MHS Genesis for TRICARE Beneficiaries
Since Lovell FHCC’s transition to the Federal Electronic Health Record, TRICARE Prime and TRICARE Select beneficiaries use the MHS Genesis patient portal to manage their health care online instead of the TRICARE Online patient portal. TRICARE for Life patients use the My VA Health patient portal.
To access the patient portal, visit https://my.mhsgenesis.health.mil. To logon, use your DS Logon information, or access with a Common Access Card (CAC) or Personal Identity Verification (PIV). If you do not have a DS Logon account yet, visit the DS Logon website to establish one and ensure your DEERS information is up to date.

Do spouses of Tricare retirees lose benefits at 65?
No, a spouse of a Tricare retiree does not automatically lose their benefits at age 65; instead, when the spouse reaches 65 and becomes eligible for Medicare, they will transition to TRICARE For Life, while the retiree spouse who is younger than 65 can remain on their current Tricare plan until they reach Medicare eligibility.
Key points to remember:
- Individual eligibility:
- When a spouse turns 65, their Tricare coverage changes based on their own Medicare eligibility, not the retiree spouse's.
- Transition to TRICARE For Life:
- Once Medicare eligible, the spouse will automatically transition to TRICARE For Life, which requires enrollment in both Medicare Part A and Part B.
- No disruption in coverage:
- The younger spouse can continue using their current Tricare plan (like Tricare Prime or Select) until they reach 65 and become eligible for Medicare.
Retirees and their spouses individually lose their TRICARE benefit on the last day of the month prior to their 65th birth month. Unless covered by their own (or their spouse's) employer health care plan, they must enroll in Medicare or face premium penalties for late enrollment.

How to Get a VA Certificate of Eligibility
If you couldn’t get in on the low interest rates of earlier this year, but you want to get a VA loan or a Native American Direct Loan to buy a house, interest rates are still about one percent below commercial rates.
The first step is to get your COE. National Guard members and reservists are eligible for a VA home loan if they have completed at least six years of honorable service, are mobilized for active duty service for a period of at least 90 days, or are discharged because of a service-connected disability. See the reservist details here.
In any case, the first step is getting your Certificate of Eligibility (COE). It confirms for your lender that you qualify for the VA or NAD home loan benefit. Learn how to apply for your COE online.

How can you find VAC type services outside of Lake County?
Within Illinois, there is a Veterans Assistance Commission serving every county. Downstate one VAC might serve two counties. You can find contact information for each VAC by clicking the IACVAC website. IACVAC (Illinois Association of County Veterans Assistance Commissions).
If you live out of state, you can find similar organizations, usually at the county level, in many other states by clicking on the NACVSO website. this is the National Association of County Veteran Service Officers.

in Lake County
Anyone in Lake County who needs help finding health and human service support can call 211 and get quickly connected to available resources. Lake County 211, provided by United Way of Lake County, is a free, confidential information and referral helpline that will enable Lake County residents to get the help they need 24 hours a day, regardless of the language they speak or where they live.
The 211 network also answers dozens of crisis hotlines, including the National Suicide Prevention Lifeline.

A LT walked up to a SGT jumping up and down on top of a manhole saying the number 3 after every jump. The LT yelled What are you doing SGT? Nothing Sir just seeing how high I can jump while on this manhole. The LT shook his head and said Well that's not high at all. Get out the way and let me show you how to do it. The SGT moved and the LT jumped real high in the air. As he did the SGT removed the manhole cover and the LT fell down into it. He then replaced the cover and started jumping again saying 4, 4, 4. | |

How to apply for a Veteran ID Card
A Veteran ID Card (VIC) is a digital form of photo ID you can use to get discounts offered to Veterans at many restaurants, hotels, stores, and other businesses. Find out if you’re eligible for a Veteran ID Card—and how to apply.
Am I eligible for a Veteran ID Card?
You may be eligible if you meet both of these requirements.
Both of these must be true:
You served on active duty, in the Reserves, or in the National Guard (including the Coast Guard), and
You received an honorable or general discharge (under honorable conditions)
If you received an other than honorable, bad conduct, or dishonorable character of discharge, you’re not eligible for a Veteran ID Card. If you have an uncharacterized or unknown discharge status, we’ll have to verify your eligibility before we approve your application.
You’ll need to provide a copy of your discharge papers when you apply for a VIC to prove your character of discharge.

There is far too much in the various issues of Military.Com to write or even extract from them. The trick is to find the pieces that are important to you. Therefore, we have provided a graphic that shows the various dropdown choices. As you will see, there is information on general news – with the choice to see the news for your own branch, service benefits, Job and transition support, military life and family issues. I get several versions, and then I’ll scan for titles that seem to be related to me. For example, I decided to try the the Veteran Jobs tab for Lake County. It provided over 400 postings for Lake County and Northern Cook County. See the dropdowns below. Then you can click on military.com to set up a subscription and select versions that you are interested in.
In addition, there are a wide assortment of resource links (including discounts for vets and families) to find other specific information. You might want to give the magazine a look.

How do you get "Veteran" on your driver's license?
Effective January 1, 2020, it will be easier to get "VETERAN" recorded on your driver's license. To get the “VETERAN” designation, veterans can bring their DD214 or other acceptable discharge document directly to a Secretary of State Driver Services facility.
If veterans choose to add the designation prior to their renewal date, they may obtain an updated driver’s license for $5 and an updated ID card for $10. Veterans over the age of 65 can obtain an updated state ID card at no cost.
A special note - If you are an older Vet and your DD214 was lost in the St. Louis fire in the early 1970's, you can obtain a "certificate" that replaces the DD214. However, for one vet we know, the DMV didn't accept that certificate.

If you need a complete set of your military records
If you need a set of your military records for any reason, you can obtain them by faxing or mailing a request to the National Personnel Records Center. While they will accept a letter (if you get all the right information into it) it is best to use the standard form SF-180 to request it. You can download that form at Standard Form 180
