Our transition from the Department of Business Regulation will mark a critical step in strengthening the regulatory framework for our state’s cannabis industry. 


This shift will allow us to focus on more streamlined processes, improved stakeholder engagement, and policies that support sustainable growth while prioritizing public health and social equity. We recognize the dedication of our licensees, industry partners, and advocates who continue to shape Rhode Island’s cannabis market. Your feedback and collaboration are invaluable as we work to enhance transparency, efficiency, and fairness across all areas of cannabis regulation.

Quarter in Review: Progress and Milestones

Advancing Social Equity

We began the year with a Social Equity Focus Group on January 16, bringing together community voices to discuss challenges and opportunities in the cannabis industry. These conversations provided valuable insights that are helping us refine our social equity assistance program, ensuring more meaningful opportunities for those historically excluded from the industry.

Shaping Regulations: Public Comment Period Closed

Public input is essential to building fair and effective cannabis regulations. Our public comment period, which received 381 comments and closed on February 7, brought in valuable feedback from industry professionals, advocates, and community members. This input is directly shaping our forthcoming regulations on licensing, compliance, and enforcement, ensuring they reflect the needs of all stakeholders.

Cannabis Advisory Board Kicks Off

On March 4, the Cannabis Advisory Board (CAB) held its first meeting of 2025, bringing together key industry stakeholders. The board’s expertise will help guide best practices, regulatory improvements, and social equity efforts, contributing to a more responsible and equitable cannabis market in Rhode Island.

State House Spotlight: Budget Hearings Recap

The Commission participated in two key legislative budget hearings before the Senate Finance and House Finance Committees, outlining the next steps for cannabis regulation in Rhode Island. These hearings provided a platform to update lawmakers on industry progress, answer legislative questions, and advocate for continued investment in a well-regulated, inclusive cannabis market. We remain committed to policies that support responsible growth and benefit businesses, consumers, and communities alike.

Exciting Opportunities to Work with the CCC!

RFP Alert: Secure Portal for Social Equity Applicants

The Commission is seeking proposals to acquire a third-party solution for collecting and accessing documentation related to social equity applicant qualifications. This includes the development of a secure portal, which may be built using either custom-built or commercial off-the-shelf (COTS) software. The solution must comply with all statutory requirements and any additional regulations finalized by the Cannabis Control Commission (CCC).
