HUD Publishes Revised HOTMA Implementation Notice for Income Calculations


On February 5, 2024, HUD published a revised version of the Housing Opportunities Through Modernization Act of 2016 (HOTMA) Implementation Notice (Notice H 2023–10/PIH 2023–27) published on September 29, 2023. The changes provide updates, clarifications, and corrections for the implementation of the income calculation provisions in Section 102 and 104 of HOTMA based on industry feedback.

PIH Provides Guidance on Funding for HMRPs


On February 2, 2024, the HUD Office of Public and Indian Housing (PIH) issued a notice to support the expansion of comprehensive housing mobility-related service plans (HMRP). HUD anticipates making approximately $1.5 million in HMRP special administrative fee awards to PHAs of approximately $60,000 each. The notice also provides guidance on planning requirements, eligibility criteria, registration of interest, and the award process.

HUD Establishes Expedited Waivers and Flexibilities during PDDs

HUD issued a notice establishing an expedited process for PHAs to request waivers of HUD regulatory and/or administrative requirements during a Presidentially Declared Disaster (PDD). PHAs in PDD areas may request waivers of certain HUD Public Housing and Section 8 program requirements and receive expedited review of such requests.

HUD issued a notice requesting comments on the proposed Evaluation of Cohort 1 of the Moving to Work (MTW) Demonstration Program Expansion. The evaluation aims to understand how PHAs use their MTW flexibility to meet the MTW program's goals and the impact of MTW designation on cost effectiveness, self-sufficiency, and housing choice. Comments are due March 7, 2024.
