Happy Labor Day

As we celebrate Labor Day this year, the Illinois Asphalt Pavement Association would like to thank the hardworking men and women in our industry who keep Illinois highways safe, efficient, and accessible. Behind the scenes of motorist's daily commutes, there is a dedicated team of workers who deserve thanks and appreciation.


Our industry works tirelessly to repair, expand, and maintain vital roadways, ensuring that the traveling public can safely arrive at their destinations. Not only is this work physically demanding, but it is also crucial to Illinois's economic growth and our individual quality of life. Illinois is home to an extensive network of highways and roads that connect cities, towns, and rural areas allowing citizens and visitors to reach their workplaces, schools, healthcare facilities, and recreational destinations. The dedication of the asphalt industry's workers ensures that these highways remain open and well-maintained.


As we celebrate this Labor Day, remember that our highways are the result of the collective labor of our industry. Thank you, for your tireless efforts and the invaluable service you provide to our state.

Professional Engineer Renewal

Professional Engineer licenses expire on November 30, 2023. Please make sure that you understand the new rules related to professional development. Make sure to watch the recordings for the P.E. Act and Rules and Engineering Ethics prior to renewing if you have not already obtained professional development hours covering these topics.


To renew, visit the Online Renewal website and follow the instructions listed. IDFPR has provided renewal tips for accessing the Renewal System.


If you currently do not have an Online Account, you will be required to register before proceeding to the renewal application.

87th Annual Conference - Call for Presentations

The Illinois Asphalt Pavement Association's 87th Annual Conference is scheduled for March 11 - 12, 2024 in Springfield, IL. The planning committee is interested in hearing from you on potential topics and speakers. To submit a topic, please complete the short conference topic survey by September 30, 2023.

e-Ticketing Industry Survey

The Illinois Department of Transportation is investigating its use of e-Ticketing on projects. It will be determining how to proceed with policy and/or specification changes to provide the industry with more opportunities to use e-Tickets if desired. The Department has asked for assistance from the Illinois Association of Aggregate Producers, Illinois Asphalt Pavement Association, Illinois Concrete Pavement Association, and Illinois Ready Mix Concrete Association to provide industry input on e-Ticketing in Illinois. Please complete the industry survey by Friday, September 15, 2023.

Capitol Update

The Governor issued an amendatory veto of HB2878. In his veto message, the Governors states, "Unfortunately, the bill also extends the authority for public private partnerships (P3s) in Illinois from the Department of Transportation and Tollway to also include counties, municipalities, and any other unit of local government, while not providing proper oversight."


Therefore, this bill which includes changes to retainage and bond requirements will not go into effect until the Illinois General Assembly acts on the bill during the veto session. If no action is taken, the bill fails to become law. A simple majority is needed to accept the changes as amended by the Governor or a super-majority is needed to override the amendatory veto.

Department of Labor announces proposed changes to clarify regulations on authorized employee representation during workplace inspections

WASHINGTON – The U.S. Department of Labor today announced a notice of proposed rulemaking to revise regulations regarding who can be authorized by employees to act as their representative to accompany the department's Occupational Safety and Health Administration compliance officers during physical workplace inspections.


Specifically, the proposed rule clarifies that employees may authorize an employee, or they may authorize a non-employee third party if the compliance officer determines the third party is reasonably necessary to conduct an effective and thorough inspection.


The proposed changes also clarify that third-party representatives are not limited to industrial hygienists or safety engineers, two examples included in the existing regulation. Third-party representatives may be reasonably necessary because they have skills, knowledge or experience that may help inform the compliance officer's inspection. This information may include experience with particular hazards, workplace conditions or language skills that can improve communications between OSHA representatives and workers.


Congress considered worker participation a key element of workplace safety and health inspections when it passed the Occupational Safety and Health Act," explained Assistant Secretary for Occupational Safety and Health Doug Parker. "This proposal aims to make inspections more effective and ultimately make workplaces safer by increasing opportunities for employees to be represented in the inspection process."


In addition to the NPRM's proposed revisions, OSHA is also seeking public comment on the criteria and degree of deference OSHA should give to employees' choice of representative in determining whether a third party can participate in an inspection.

Perpetual Pavement Conference Submissions Due Sept 15

NAPA will be hosting a technical conference Oct. 28-30, 2024, centered on asphalt pavements that perform for the long haul.


NAPA encourages agencies, academics, and industry members to submit abstracts that highlight case studies, research, construction and production practices, pavement design, and other aspects of perpetual pavements. The submission deadline is Sept.15, 2023. Tollway Monthly Updates

ILLINOIS TOLLWAY ENCOURAGES DRIVERS TO BE PREPARED FOR LABOR DAY HOLIDAY WEEKEND TRAVEL


7.7 MILLION VEHICLES EXPECTED TO TRAVEL FRIDAY THROUGH TUESDAY

The Illinois Tollway is encouraging drivers traveling over the Labor Day holiday weekend to make sure their I-PASS and Pay By Plate accounts are ready to go when they take to the road for end-of-summer trips.


The Illinois Tollway expects 7.7 million vehicles will travel on its 294-mile system from Friday, September 1, through Tuesday, September 5. The heaviest travel is anticipated on Friday, September 1, when more than 1.9 million vehicles are expected on the road. On an average day, about 1.5 million vehicles use the Tollway.


“The Illinois Tollway offers drivers a variety of services to help provide safe and efficient travel on the Tollway system as they head out for one last summer road trip of the year,” said Executive Director Cassaundra Rouse. “We want our customers to be prepared as they travel this Labor Day weekend.”


I-PASS and Pay By Plate customers are encouraged to sign up for account service notifications by text messages via SMS. Sign up is quick and easy by logging into accounts on either www.getipass.com or The Official Tollway App and updating your profile. 


The Illinois Tollway's SMS texts quickly let you know when it’s time to check on your account and avoid issues that could result in service disruptions and even additional fees.

Working at Gallagher Asphalt has really pushed me outside of my comfort zone to learn and take on new things within the asphalt industry, from working on the plant side as a scale clerk to now being the logistics coordinator in the construction office dealing with all day to day operations.


I believe more women should join this industry because women give a different perspective than men. Bringing both perspectives together can lead to a better work environment along with improved production across the company. There are so many different career opportunities within the construction industry that encompasses both men and women, which seems like a recipe for success.

IAPA Good Government Council

Through the years, the Illinois Asphalt Pavement Association (IAPA) and its Good Government Council Political Action Committee (GGC PAC) have supported elected legislators and officers of Illinois who understand the critical role that highway infrastructure plays in Illinois’ economy. Through these efforts and the hard work of member companies and staff, IAPA is recognized as a leader in our industry. With the recent passage of the historic $45 billion Rebuild Illinois Capital Bill, it is important for GGC PAC to be prepared to ensure the program is implemented as intended. Therefore, IAPA is requesting additional donations from members of the GGC PAC. Plant mix members are encouraged to donate $1,000 to $5,000 and all other membership categories are encouraged to donate $500 to $1000. Please support IAPA's GGC by completing the Donation Form.

IAPA Scholarship Program

The Illinois Asphalt Pavement Association's scholarship program was started in 1984. To date, the program has awarded over 200 scholarships worth more than $500,000. The purpose of the program is to:


  • Promote knowledge of hot-mix asphalt (HMA) and HMA pavements;
  • Enhance IAPA's relationship with engineering and construction schools throughout the state of Illinois; and
  • Provide educational assistance to qualified students.



Students enrolled in an undergraduate or graduate engineering or construction management program at the University of Illinois Champaign-Urbana, University of Illinois - Chicago, Bradley University, Lake Land College, Southern Illinois University-Carbondale, or Southern Illinois University-Edwardsville are eligible for the program. Applications are coordinated through each respective university. Students selected for the award are required to complete a minor research report related to asphalt pavements and are invited to attend IAPA's Annual Conference.
