Chairman's Corner


The month of September is a month of remembrance. To remember those that perished on 9/11, our military that were sent overseas to fight, and to also remember the greatest document we all hold dear, our Constitution.

It is our duty to honor those that have made the ultimate sacrifice for the freedoms we enjoy today.

I encourage everyone to take some time and walk through the Healing Fields located in Prescott Valley, to thank a Veteran and a Serviceman on Active Duty, or wave flags on September 17th, Constitutional Day.

We have a Republican foundation that each of us can call base. A foundation that many rely on to find stability in our county, state and country.


A Message from our Treasurer:


At the EC meeting on September 5th, the EC appointed Cathy Craig, Michele Hamer and Marlene Macek to conduct a Financial Review under Section 3.7.6 of the Bylaws.  The financial review will cover the years 2021 and 2022.  


After a preliminary look at the financial data, Cathy, Michele and Marlene determined that certain aspects of the financial review will require the expertise of a CPA or attorney.   On Friday, September 8th, the EC held an emergency meeting of its Statutory Executive Members to approve the retention of an outside CPA or law firm to provide services to enhance the financial review.  An initial amount of $2,500 was approved.  Future approval will be needed if the amount exceeds $2,500.  


Financial transparency is our goal for this enhanced review.  YavGOP needs outside expertise to properly advise on matters on issues surrounding the recognition program, organizational activities, campaign finance disclosures, tax  and other review matters.   


On August 21, 2023, the EC approved a motion to find a better financial software solution instead of using the Argenta CRM platform.  Research will be done into the best choice of systems, by the Treasurer, Assistant Treasurer and Finance Chair.  


The use of the Argenta CRM software platform requires hours of manual data entry into a system which cannot produce standard finance reports without the use of Excel.  It is a full time job and must be replaced by an automated system.  Note that prior to Argenta, our finances were automated through QuickBooks which produced timely, automated financials.


Our campaign finance filings are cumbersome and we had issues with the data from the Argenta system.  As a result, we were late in our filings and incurred a $550 penalty which YavGOP paid.  Note that both Cathy and Marlene made a TnT donation of $275 each to cover the penalty so that there is no impact to the YavGOP committee as a whole.

Dear AZGOP Executive Committee Members (ExComm),

 

We are still working on getting a meeting together. There are a ton of moving parts. As an update on where we stand, we are due to receive a legal opinion by tomorrow morning. Unfortunately, there was a lot for legal to unpack on this one, and with no notice before being thrown into a whole different topic by the MCRC. This initiative presented by MCRC is an unprecedented move for Arizona.

 

Before delving further into the specifics, we believe it's of paramount importance to ensure we are navigating this correctly and legally. Consequently, we are actively consulting with our legal advisors to guarantee that our steps align with the necessary protocols and rules. We've always emphasized that rules matter, and, in this endeavor, we'll continue to lead by example. For those who may feel differently about certain rules, there's a structured process in place to advocate for changes.

House Speaker Kevin McCarthy directs House panel to open Biden impeachment inquiry

Speaker Kevin McCarthy (R-Calif.) announced on Sept. 12 that the House will open an impeachment inquiry to investigate the possible involvement of President Joe Biden in the business dealings of his son Hunter Biden.


“House Republicans have uncovered serious and credible allegations into President Biden's conduct. Taken together these allegations paint a picture of a culture of corruption,” Mr. McCarthy said.


“Today I am directing our house committee to open a formal impeachment inquiry into President Joe Biden. This logical next step will give our committees, the full power to gather all the facts and answers for the American public,” Mr. McCarthy said. 


The investigation will be led by Reps. James Comer (R-Ky.), Jason Smith (R-Mo.), Jim Jordan (R-Ohio), the chairmen of the oversight, ways and means, and judiciary committees, respectively.


“We will go wherever the evidence takes us,” Mr. McCarthy.

Mr. McCarthy declined to answer reporters' questions at the conclusion of his statement.

The RTS (Request to Speak) system is a necessary component to our legislative process. This is an excellent way to share your positions on a particular Bill and let your legislator know that you support his/her legislation. Please review this site and make sure you know how to use it properly.  The legislators depend a lot on your opinions and this is where you share them.

Many people and organizations commented on the draft Election Procedures Manual. You may view the Public Comments. The manual must be submitted to the Attorney General and Governor by October 1, 2023. The Attorney General and Governor shall approve the manual by December 31, 2023. Once approved, rules in the manual have the force of law.

Presidential Preference Election (PPE)

March 19, 2024


  • Every 4 years recognized political parties may hold a PPE as a primary to select their preferred presidential candidate
  • Political parties in power may choose to select their incumbent rather than do a primary
  • Unlike primaries for other candidates, you must be registered to a recognized political party that holds a PPE in order to vote in Arizona
  • Independents will NOT be able to vote in the PPE unless they change their voter registration to a recognized political party (Republican, Democrat, Libertarian, or No Labels)

 

The best option to secure our elections is to have poll observers for early voting, election-day voting, and post-election central count observation. Sue Unverricht will be reaching out to PCs in 4th quarter to secure volunteers and training will be provided in early 2024 in preparation for the Presidential Preference Election (PPE) scheduled for March 19.


The County is also recruiting poll workers and that is another way that we can keep a watchful eye on the vote centers.

ELECTIONS

Did You Know?


Recently election integrity groups are advocating the use of apps to record and report unlawful or suspicious activities during an election. One app is called VotifyNow.


One of the challenges in using these apps – or simply using your phone’s camera – is that it’s against the law to take photographs or videos within the 75-foot limit of a vote center or drop box. Any person violating this statute is guilty of a class 2 misdemeanor. ARS 16-515 (G) (H)

THE VALUE OF SCORECARDS


Don’t be misled by scorecards. When you line up the conservative organizations that issue scorecards, you will see legislators' scores are all over the place.


For example, you will see on the AZ Republican Assembly (AzRA) scorecard which rated 145 bills that all three LD-1 legislators did well and scored an A at 94%. For the Center for Arizona Policy (CAP) we scored 100%. For the National Rifle Association (NRA) we scored A, A, and A+ respectively. But for the Arizona Free Enterprise Club (AZFE), on the House side we voted 100% the same as our Republican Caucus on 22 of 23 bills, and only received a score of 72%. Here is why. Those who voted for Prop 400 took a massive hit on their score and the legislators who serve on the Appropriations Committee all took a second hit on two bills in committee (HB2633 Maricopa County Transportation Excise Tax (Prop 400 again) and SB1244 Tax Credit Extension; Affordable Housing (a bill our legislative district would have benefited from). As a result, the scoring of those on the Appropriations Committee now drops to 71.8%. Sounds like double jeopardy to us. Also, comparing committee votes to floor votes on this scorecard is like comparing apples to oranges. Especially since a strategy sometimes used is to pass a bill out of committee to have it amended on the floor or use the bill in future negotiations (which is what happened with both HB2633 and SB1244). So you see, those on the Appropriations Committee were held to a different scale and standard than the other members when it comes to their scores.


Furthermore, watch out for legislators who vote for the scorecards and not what is in the best interests of those in their district. For example, on the House and Senate Floor, some legislators will vote on a bill and when they see it is passing they change their vote at the last second before the board closes. This is also done in committee when a legislator votes “pass” to see how the others vote and when it looks like the bill is passing, they vote according to the scorecard. In both cases, their rationale is they wait to know the bill has passed, and then change their vote according to the scorecard they want to look good on.


The takeaway here is the value of scorecards should be taken with a grain of salt.


  1. Is the scale being used objectively scoring all legislators the same?
  2. Does the scorecard include subjectivity or “discretionary” scoring?
  3. Are committee votes scored differently than floor votes? Is this a lobbyist or special interest organization scoring legislators?
  4.  Does this organization represent rural or urban interests?
  5. Does your legislator vote for you or for the scorecard?


Our warning to you is to do your due diligence and look carefully at how organizations score legislators. And at the end of the day, make the decision for yourself who is best serving you in public office.
