"We, the People, recognize that we have responsibilities as well as rights; that our destinies are bound together; that freedom which only asks what's in it for me, a freedom without a commitment to others, a freedom without love or charity or duty or patriotism, is unworthy of our founding ideals, and those who died in their defense."
—Barack Obama

Housing Hope: Addressing Homelessness in Greater Boston/ Pathways to Stability: Tracking Homelessness in Our Community - Overview
Housing insecurity in Greater Boston is a complex issue. Presently families make up 70% of the unhoused population in Greater Boston, compared to the national average of 28%. While the media often focuses on visible encampments, community members and advocates are actively working to identify and tackle the broader root causes of housing insecurity, housing shortages and discrimination, through innovative and inclusive and family-centered approaches.
Key Findings
Drivers of Housing Insecurity:
-
Greater Boston’s housing shortage remains the most pressing factor affecting housing security. While health and social challenges can increase risk for housing insecurity, high demand and limited affordable housing options drive insecurity.
-
Boston's robust shelter system provides shelter for 94% of unhoused individuals, significantly higher than the national average. However, housing instability indicators, such as overcrowding, have risen by 55% since 2006.
Population Demographics:
- Families make up 70% of the unhoused population in Greater Boston, compared to the national average of 28%, highlighting a strong need for family-centered housing solutions.
- Stable housing is needed to support immigrant families while awaiting work permits and settling in the Greater Boston community.
- Black and Latino residents experience higher housing insecurity than White or Asian residents due to structural racism. Addressing these disparities is essential to building a fair and just housing system.
Regional Trents: Housing insecurity in Greater Boston has surged by 27% from 2022 to 2023, placing it among the most affected regions in the U.S. Collaborative regional efforts to boost affordable housing supply and strengthen support systems are needed.

Community Driven Solutions
Vital Village Networks Community Data Workgroup and Ambassadors conducted a community housing survey, gathering insights on solutions proposed by residents and stakeholders to address housing challenges:
-
Rent Control: Seen as crucial in protecting low-income residents from escalating housing costs, rent control aims to maintain affordability in a rapidly changing market.
-
Housing Advocacy: Local advocacy groups are pivotal in supporting individuals facing housing crises by offering legal aid, resources, and guidance, empowering residents to navigate housing systems more effectively.
-
Holistic Support Services: Accessible financial assistance, mental health support, and educational programs provide pathways to stability for those experiencing housing insecurity. Comprehensive services—including medical care, job training, and social engagement opportunities—are essential for sustainable housing solutions and quality of life improvements.
-
Immediate Housing Solutions: As housing demand grows, there is an urgent need for temporary and permanent housing options to address the needs of individuals in shelters or temporary accommodations.
These community insights highlight the power of collective action and resident-driven solutions in tackling housing insecurity across Greater Boston.
