Bexar County to implement new Indigent Defense
Managed Assigned Counsel (MAC) Program
The Texas Indigent Defense Commission (TIDC) has awarded Bexar County with a $3.4 million grant to restructure how indigent clients are represented in courtrooms. Administrative Judge Ron Rangel presented the plan to Commissioners Court and the Commissioners approved the plan and funding necessary to secure the TIDC matching grant. The San Antonio Bar Association (SABA) and the San Antonio Criminal Defense Lawyers Association (SADCLA) provided letters of support for the MAC Program.

SABA President, Dave Evans shares, “SABA is pleased to support the MAC and thankful to SACDLA for collaborating with Judge Rangel's office to make this a reality. SABA looks forward to helping monitor the program's outcomes in hopes that it becomes a model for how such programs can work to efficiently and effectively deliver quality legal services that benefit all stakeholders."

The MAC system includes a separate board that will professionalize the system and provide unbiased oversight to collect, measure and monitor success.

SACDLA President, John Hunter said, "SACDLA is deeply encouraged by the County’s progress toward developing a managed assigned counsel program. This restructuring of indigent defense aims to improve the quality of representation for the poor by increasing accountability, proficiency, and compensation for the attorneys working court-appointed cases. It also seeks to change the metrics by which we measure constitutionally effective criminal defense. These reforms are long overdue. “
