Community Engagement

Community Engagement is becoming a buzzword for simply checking the box on what an agency needs to do to meet a statutory requirement or stakeholder expectations. However, little thought is often given to the “Why?” Why is engagement needed, and what is the purpose of engagement?


Through our work with coalitions, community advocates, and local governments, we experienced at the basic level, the need to clarify the purpose of engagement, then decide on who needs to be engaged and how. View an example of three different purposes that were identified through the process of developing ‘The Guide for Community Engagement’ with one of our municipal clients. Amanda Koonjbeharry

Amanda Koonjbeharry loves helping people thrive. She is a natural connector, bridge builder,

advocate, and strong facilitator. Unafraid of taking on challenging topics, Amanda approaches her work from her heart and brings people together to create authentic connections and community.


Amanda’s professional career has been rooted in social justice, including work to end/prevent domestic violence, sexual violence, and human trafficking. Amanda currently works at Tunheim where she merges her enthusiasm for solving tough public policy issues with her passion for leveraging communications strategies that inspire and promote change. Amanda recently served as a Council Member on the Minnesota Department of Human Services Cultural and Ethnic Communities Leadership Council, and on the board of the Family Housing Fund. She was named 40 Under 40 by the Minneapolis/St. Paul Business Journal in 2018 and received the Rising Alumni Award from the University of Minnesota’s College of Education and Human Development in 2021.


When not working, you can find her dancing away at a salsa class, traveling to a new city, immersed in a good book, or exploring a new walking trail.

AC4C came along as a statewide community-based organization and it was a great opportunity for coalitions that were on their own to share their successes and failures. In addition, they could speak with a unified voice. AC4C took the coalition to the next level – very timely to work at the state level.”

The Alliance of Coalitions for Change (AC4C) has been using ToP Methods since its inception. No one knew better than Angie Asa-Lovstad, co-director of AC4C at the time, how powerful ToP Methods can be! She led the development of AC4C by engaging all partners, statewide stakeholders, and community coalitions via ToP Methods. Quarterly retreats are game-changers, and they are not stopping anytime soon. In addition to the quarterly retreats, AC4C is currently organizing its Annual Conference, where they recognize the collective actions of the state. This year they are set to feature a Youth Track to sustain the prevention efforts.
