FHWA Funding for New Mobility Center
The U.S. Department of Transportation’s Federal Highway Administration (FHWA) has released a Notice of Funding Opportunity (NOFO) to establish a Center of Excellence on New Mobility and Automated Vehicles (Mobility COE).

EPA 2023 Clean School Bus (CSB) Grant Program
  • $400 million in competitive grant funding for zero-emission school buses, clean school buses, and EVSE.
  • Two grant categories: school district and Tribal applicants; and third-party applicants.
  • Priority given to replace buses serving high-need local education agencies, rural areas, Tribal school districts and public school districts receiving basic support payments for students living on Tribal land, and rural areas. 
  • At least 40% of the funding will go to disadvantaged communities.
  • Grant deadline: Tuesday, August 22.

EPA's Environmental Justice Small Grants Program
  • Eligible applicants are limited to federally recognized tribal governments;
  • Help communities understand and address exposure to multiple environmental harms and risks;
  • $1.6 million for up 16 to 20 grants of up to $100,000 each;
  • Applications are due by May 20

  • $700M available in fiscal 22/23 with $2.5B over five years
  • Funding for Alt Fuel Infrastructure and EV Charging Infrastructure
  • Propane stations and propane genset powered microgrids and mobile EV Charging eligible
  • Applications due May 30

New Updates, Regulations, and Requirements
CARB Passes Tough New Regulations for Truck and Locomotives
Despite strong opposition from truck fleet operators, the California Air Resources Board voted unanimously to approve the Advanced Clean Fleet Rule (ACF) that mandates that fleets move to zero-emission trucks and also prohibits the sale of diesel trucks in California beginning in 2036. CARB also approved new regulations for locomotive operators, despite strong opposition from the railroad industry. The locomotive regulation will ban locomotive engines over 23 years old by 2030 and restrict locomotive idling to no more than 30 minutes.

EPA's Thriving Communities Technical Assistance Centers
The White House has announced funding for the “Thriving Communities Technical Assistance Centers.” $177M in funding will be provided to 17 “Thriving Communities Technical Assistance Centers” around the US to help overburdened, underserved, and rural communities be able to access technical assistance from the federal government. Each center will receive at least $10M.

Fuel Cell Energy Green Hydrogen
Fuel Cell Energy has entered into an agreement with an international engineering company to develop large-scale electrolyzer facilities in Asia, New Zealand and Australia. These facilities will make be part of the international process of making renewable hydrogen readily available at much lower cost.

EV PowerPods Provides “Gap-to-Grid” Strategy: EnviroGen’s EV PowerPods supply trailer-mounted mobile charging with generators using conventional and low-carbon, low-emission renewable fuels (propane, natural gas, Tier 4 diesel) to operate L2 and DCFC that bring power to the vehicles when the grid is unavailable, either due to infrastructure delays or power failures.

Chevron Showcases Renewable Gasoline
Chevron demonstrated renewable gasoline in a “road trip” across Mississippi, Louisiana and Texas. Chevron is evaluating whether or not to add it to their menu of lower-carbon renewable fuels that includes renewable diesel (RD), renewable natural gas (RNG) and sustainable aviation fuel (SAF). Chevron renewable gasoline is blended with conventional gasoline, reducing the carbon footprint by 40%.

J.D. Power Survey Shows Buyers' Disinterest in EVs
A recent J.D. Powers survey has shown a significant increase in the number of car shoppers who have indicated that they are very unlikely to consider an EV.

Feds Overturn Stricter Truck Emissions
The US Senate voted to overturn the EPA’s proposed stricter emission standards for heavy-duty vehicles, based on strong opposition from the trucking industry. Truck fleet operators cited significant vehicle cost increases that would be cripple their industry at a time when driver shortages and supply chain issues have created significant impacts.

Chevy Bolt Discontinued
GM CEO Mary Barra has announced that GM will discontinue production of the Chevy Bolt at the end of the 2023 model year, ending the availability of one of the most affordable and most popular EVs on the market. Chevy will convert the Orion Assembly plant from Bolt production to Chevy Silverado production.

Air Products to Increase SAF and H2 Production in California
Air Products and World Energy have announced a $2B expansion at the Paramount, California renewable fuels facility. The expansion will increase the production capacity of Sustainable Aviation Fuel (SAF) and create a significant hydrogen production capacity.

Daimler's ZEV Fueling Network Plans
Daimler, with partners NextEra Energy Resources and BlackRock will invest $650M to develop a ZEV charger and hydrogen ZEV fueling network for HD vehicles along the coasts and in Texas. The first site will be in Southern Caifornia.

Penske Acquires Ford eTransits
Penske Truck Leasing has announced that they have ordered 750 eTransit cargo vans. This order follows Penske’s successful piloting of eTransits in their rental and leasing fleets.

Endurance EV Pickup Truck May Disappear
Lordstown Motors, manufacturers of the Endurance EV Pickup Truck, has announced in an SEC filing that their primary financial backer, Foxconn, may be looking to sever ties, leading to the probable bankruptcy of Lordstown Motors. Lordstown’s stock price had been below $1 for over 30 days, which violated a condition of Foxconn’s backing. (On 4/21/23, Lordstown stock was trading at 30¢ per share.)
