New Updates, Regulations, and Requirements
CARB Advanced Clean Fleet Regulation
CARB’s Advanced Clean Fleet Regulation text and cost assumptions have been posted and there will be a workshop on the regulation on September 9 from 9am - 4pm. The regulation basically requires public agency fleets in metro areas to purchase 50% ZEVs in 2024, 100% ZEVs in 2027, and public agency fleets in rural areas skip the 2024 milestone but must purchase 100% ZEVs in 2027.

CEC Infrastructure Loan Program
CEC Infrastructure Loan Program: The CEC is seeking input from fleets, transportation professionals and other interested parties to determine if a loan program for MD/HD ZEV infrastructure should be created. They have created a Request for Information (RFI) where you can register your comments.

California Building Standards Commission EVSE Requirement
An Aggressive EVSE Requirement is being considered by the California Building Standards Commission that would require EV charging access on new construction: Residential CALGreen Proposed Building Standard: Title 24, Part 11, chapter 4, Section 4.106.

AB 1346 Combustion Engine Regulation
AB 1346, currently pending in the state legislature, introduced by Assembly Members Marc Berman (D- Palo Alto, Mountain View, Sunnyvale) and Lorena Gonzalez (D- Chula Vista, National City, San Diego) and co-authored by 11 Democrat Assembly Members, would require CARB to develop regulations by July, 2022 to prohibit the sale of combustion engines from Small Off Road Equipment (25hp or less).

Toyota Fuel Cell Manufacturing
Toyota Fuel Cell Manufacturing will begin in the US (Kentucky) in 2023. Toyota will produce fuel cells and a complete heavy-duty diesel repower kit that includes electric motors, transmission, fuel tanks and a small battery pack that modulates power from the fuel cell.

Argonne National Lab Comprehensive Study
Argonne National Lab has done a comprehensive study of the TCO of LD/MD/HD EV, PHEV, HEV, FCV & ICE. Their study found that the maintenance cost of EVs was 40% lower than ICEs and that EVs would reach price parity when battery costs drop sufficiently, They also found the FCVs would reach price parity as the cost of hydrogen drops.

11 Gasoline Cars Meet or Exceed 50MPG
EPA Reports that 11 Gasoline Cars Meet or Exceed 50mpg. Just nine years ago, only one car was certified by the EPA at that level, and in 2016, only three cars met that standard. Neste, the company that brought renewable diesel to California is currently completing development and testing of renewable gasoline, expected to be up to 90% lower in CO2.
