New California Updates, Regulations, and Requirements
Tesla Model 3 Now Available on State Bid Contract
The California State Department of General Services has announced that the Tesla Model 3 Standard Range Rear Wheel Drive sedan is now available on the state bid contract. Public agencies that are eligible to use the state bid contract will see a unit price of $36,845.

All Light Duty Vehicles Must Be ZEV By 2035
California’s Governor Gavin Newsom cited climate change health risks when he signed Executive Order (EO) N-79-20 on September 23. Included in the directives are requirements that 100% of LD car, LD truck, and off-road and drayage vehicle sales be ZEV by 2035, and all MD & HD vehicle sales be ZEV by 2045.

Medium and Heavy Duty Vehicles Must Be ZEV By 2045
The Advanced Clean Truck regulation (ACT) will mandate that all MD/HD vehicles sold in California must have zero tailpipe emissions by 2045. Reporting and compliance schedules will be developed beginning in 2021.

Low-NOx Rule Starting in 2024
The “Omnibus Low-NOx Rule” will require trucks sold starting in 2024 to have NOx emissions 75% below the current standard, and 90% below by 2027. The regulation also includes a mandatory 50% reduction in PM and other regulatory emission requirements.

Ford has announced that it is dropping the price of the Mustang Mach-E Select trim by $1,000, the Premium trim by $3,000, and the California Route 1 trim by $2,000.

VW EV Crossover Will Be Available in 2021
VW has announced that their ID.4 Crossover EV will be built in Tennessee and will be available in Q1 of 2021. The rear wheel drive model will make 201hp and the all wheel drive version will be a two motor version making 302hp. VW expects the ID.4 to have a 250 mile range with an 82kWh battery pack.

Grid Analysis Has Electricity Increase of 25% By 2045
An engineering analysis of the grid impact of Governor Newsom’s Executive Order (EO 70-20), banning LD IC engines in 2035 and HD IC engines in 2045 will increase the requirement for grid electricity by 25%.

Consumer Reports Vehicle Cost of Ownership
Consumer Reports has released a white paper on cost of ownership comparing ICE, PHEV and BEV. In general, their analysis has shown that the cost of repair and maintenance for PHEV and BEV are about half the cost of ICE. They also found that the cost of repair and maintenance of BEV was slightly less than PHEV up to 100,000 miles and slightly higher after 100,000 miles.

Tesla Developing New Battery Technology to Cut Cost in Half
Tesla CEO Elon Musk has announced that Tesla is developing an entirely reinvented battery technology that will cut the cost per kWh in half, and also reinventing vehicle designs to make the batteries part of the structure of the vehicle. These innovations will appear in 2023 models, and significantly reduce the price of EVs.

Chevy Bolt Can Be Ordered With Rear Seats Removed
The Chevy Bolt can be ordered from the factory with the rear seat deleted and a ruggadized cargo upfit installed, providing 66 cubic feet of cargo capacity. Several after-market suppliers, including Adrian Steel and Knapheide also make conversion kits that can include shelving, drawers, etc.

Cumulative US Plug In Vehicle Sales
Cumulative U.S. plug-in vehicle sales reached 1.6 million units in August 2020,. Cumulative BEV sales reached one million units while cumulative PHEV sales were about 600,000. For the last year, BEVs accounted for approximately 60% of all plug-in vehicle sales.

Refineries Report
California Refineries: For the week ending 9/18/20, refineries in California produced 276,822 gallons of gasoline and 92,106 gallons of diesel. Gasoline production decreased by 1.3% and diesel production decreased by 7.5% percent from last week’s production numbers. The 9/21/20 wholesale spot price of propane on the Mont Belvieu Texas board was 49.4¢ per gallon.
