Clean Mobility Options - Vouchers for Under-Resourced Communities
  • $33M currently available to develop and launch zero-emission mobility projects including:
  • Innovative transit services – like on-demand shuttles, vans and buses
  • Ride-on-demand services – similar to those provided by Uber or Lyft
  • Bikesharing and scooter-sharing
  • Carpooling and vanpooling
  • Electric vehicle carsharing
  • Funding includes set-asides for tribal governments
  • $100K vouchers for Community Transportation Needs Assessments in DACs

Clean Cities Receiving Increased Funding
Congress has recommended significantly increased funding for Clean Cities Coalitions to assist in granting, up to $60M. An additional $100M will be programmed through the EPA’s DERA program.

Sac Metro Air District Grant Program Now Open
  • $20M in Funding available - open until funds are full awarded
  • On-road, Off-road & Infrastructure Project Proposals Welcome
  • Applicants with a complete project proposal including a completed Payee Data Record form, usage and ownership documents, detailed price quotes, equipment photos, and other requirements are encouraged to apply.

Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant Program
  • $1.5 billion is available for the FY 2023 RAISE grants due by February 28 
  • SACOG, El Dorado & Placer County Transportation Agencies RAISE funding assistance
  • Understand grant requirements, provide technical assistance, and provide letters of support

  • Energy improvements to schools, especially schools in DACs

Tim Taylor, Executive Director of the Sacramento Clean Cities Coalition was inducted into the Clean Cities Hall of Fame at the November 2022 National Conference of Clean Cities Directors in Denver.

Ford Ramping Lightning Production
Ford Ramping Lightning Production: Ford has announced that they will add a third shift in order to respond to the high demand for the Lightning pickup truck. Ford is working toward a goal of producing 150,000 Lightning pickups in Q3 of 2023.

Ford eTransit for Winnebago's First EV
Winnebago’s prototype EV RV recently completed a 1,300 mile trip from Washington, DC to the Winnebago headquarters in Eden Prairie, Minnesota. The updated pre-commercial model will be on display at the Florida RV SuperShow on January 18.

GM Good News/Bad News

GM’s Chevy Bolt is back on the list of vehicles eligible to receive the federal income tax credit, but GM has increased the base price of the Bolt by $900.

HD Diesel Emission Standards Tightened
The EPA has issued stricter standards for NOx and PM for HD diesel engines. Beginning in 2027, the new regulations mandate a near 80% reduction from the current standards that are 1/60th of the emissions of MY 2000 engines. (Note: When using Renewable Diesel, the carbon emissions can also be as much as 80% lower than the current carbon level of the electric grid in California.)

EV Tax Credit Requiring US Final Assembly Partially Removed
The US Treasury Department has issued updated rulings. A LEASED EV does not need to meet the American Made or US Final Assembly mandate to be eligible for the $7,500 tax credit. A PURCHASED EV is required to meet this requirement. The cap on manufacturers selling over 200,000 EVs being eligible for the tax credit will also be lifted.

Electric Scooters - Mixed Benefits
Denver has touted their extensive use of electric scooters for first/last mile and short trips, with 17,000 - 30,000 scooter trips per day replacing an estimated 4.2 million auto trips. But with the reduced auto trips have come an average of three emergency room admissions per day and a total of five deaths, all due to scooter accidents.

Rivian Delivery Vans
The first of Amazon’s 100,000 Rivian delivery vans, the EDV700 began operation in 2021. The 400 pound lighter EDV500 will begin delivery Q1 of 2023 and the delivery time-frame for the larger EDV900 has not been announced. The Rivian nomenclature “EDV” stands for Electric Delivery Vehicle and the numerical notation is the internal cargo cube capacity.
