Sacramento Clean Cities Coalition Wins $9.5M DOE Grant
The Sacramento Clean Cities Coalition, in partnership with the Silicon Valley Clean Cities Coalition and Frontier Energy have won $944,904 from the US Department of Energy under DE-FOA-0002893 to produce Fleet Training Programs in non-metro areas of Northern California.

Peer Forum Meeting on CARB's Advanced Clean Fleets Regulation

CARB Extends Clean Truck Deadline
The California Air Resources Board (CARB) is extending the Clean Truck Check reporting deadline to January 31, 2024, to allow vehicle owners additional time to complete their initial fleet reporting and meet the 2023 compliance fee payment requirements.

CARB Pauses Enforcement of Advanced Clean Fleets Regulation (ACF)
In response to the pending EPA determination of California’s Federal Clean Air Act waiver (granting authority for California to have more stringent air regulations than the federal regulations), CARB has announced a stay of enforcement of the ACF for high priority fleets and drayage fleets.

NREL Ban on Funding eBikes
The National Renewable Energy Lab (NREL) has issued a ban on funding eBikes as a safety precaution, following a rash of battery fires. If systems are UL certified, they seem to be safe, but many batteries are mismatched with the wrong chargers, individuals “tinker” with systems, and the results have proven very dangerous.

DOE Notice of Intent to Fund
The US DOE has announced that they plan to issue Funding Opportunity Notices in 2024 to advance research, development, demonstration, deployment & technology integration in multiple areas: 
  • Developing new chemistries for reduced cost, higher energy density electric vehicle (EV) batteries;
  • RDD&D to provide widescale, cybersecure EVs and EV charging infrastructure;
  • Low-greenhouse gas emission concepts for off-road vehicles;
  • Manufacturing high-performance electric steels using domestic resources;
  • Improving the mobility system through vehicle-to-everything approaches;
  • Zero-emission vehicle and infrastructure training for first responders and emergency response professionals;
  • Enabling Clean Cities coalitions to undertake high-impact outreach, engagement, and technical assistance activities.

ZEV Transition Planning
The Sacramento Clean Cities Coalition has negotiated special rates with industry experts for ZEV Transition Planning services for our members and stakeholders. Meet one of those providers, “EV Answers.”
  • EVSE Answers offers expert “Coaching” to government agencies and small to mid-sized fleets with their electrification transition planning. EVSE Answers focuses on assisting fleets so that they can put together an RFP/RFQ that makes sense and to help them understand and evaluate the responses to those requests; or to provide direct assistance with their electrification transition planning when going out to RFP/RFQ doesn’t make sense due to their smaller fleet size. The overall goal is to help fleets make good business decisions.

Nikola's Outlook Brightens
Despite some significant setbacks, Nikola’s CEO, Steve Girsky, whose business background includes VP of GM and Wall Street Analyst, says their cash situation has stabilized, they are building and delivering fuel cell trucks and are the leading OEM securing CARB vouchers for their customers.

The US DOE has published a notice, DE-FOA-0003249, stating that they plan to issue a funding agreement in 2024, DE-FOA-0003250, with the following Areas of Interest (AOI):
  • AOI 1: Clean Cities Outreach, Engagement, and Technical Assistance
  • AOI 2: Training on ZEV Vehicle and Infrastructure Technologies for Emergency Responders
  • AOI 3: Demonstration and Deployment Open Topic: Novel solutions to transportation and energy challenges through small-scale demonstration and deployment projects.

US EPA Awards $90M For EV School Buses in California
The US EPA has awarded nearly $90M to schools in California to purchase 199 EV School Buses. The awardees include Kern High School, Los Angeles USD, Porterville USD, San Diego USD and Zum Services Inc.

DOE $70M For Grid Resilience
The U.S. Department of Energy (DOE) announced $70 million will be made available to support research into technologies to increase resilience and reduce risks to the energy delivery infrastructure.

Grid Impacts Predicted
The North American Energy Reliability Corporation has indicated that the rapid introduction of EVs combined with the rapid removal of traditional power generation without adequate replacement generation threatens grid reliability over the next decade.

Lightning Prices Go Up
Ford has announced a $5,000 price hike for the F150 “Lightning” Pro grade truck and a $7,500 increase over the previously announced 2024 pricing on the XLT. Other increases and battery pack changes were also announced.

Hyundai and Kia are working with SAMSUNG to develop remote control access to home appliances from the car and vehicle functions from the home.

LCFS News: CARB Proposes Higher CI Targets
The California Air Resources Board (CARB) is proposing to increase the CI targets for gasoline and diesel from 20% below 2010 levels to 30% below by 2030 and 90% below by 2045. CARB is also proposing an LCFS tax on fossil-based aviation fuels.
