DOE Notice of Intent to Fund
The US DOE has announced that they plan to issue Funding Opportunity Notices in 2024 to advance research, development, demonstration, deployment & technology integration in multiple areas: 
  • Developing new chemistries for reduced cost, higher energy density electric vehicle (EV) batteries;
  • RDD&D to provide widescale, cybersecure EVs and EV charging infrastructure;
  • Low-greenhouse gas emission concepts for off-road vehicles;
  • Manufacturing high-performance electric steels using domestic resources;
  • Improving the mobility system through vehicle-to-everything approaches;
  • Zero-emission vehicle and infrastructure training for first responders and emergency response professionals;
  • Enabling Clean Cities coalitions to undertake high-impact outreach, engagement, and technical assistance activities.

CARB Extends Clean Truck Deadline
The California Air Resources Board (CARB) is extending the Clean Truck Check reporting deadline to January 31, 2024, to allow vehicle owners additional time to complete their initial fleet reporting and meet the 2023 compliance fee payment requirements.

GM Ultium EVs Are All Capable of Bi-Directional Charging
The 2024 Chevy Silverado and Blazer will both have bi-directional charging capabilities built in as standard.

Blazer EVs Blitzed with Error Codes and Loses Tax Credit
GM reports that it has stopped Blazer EV production until they can fix a software glitch that creates issues the infotainment, charging, power windows but not any safety systems. Effective 1/1/24, the Blazer EV will no longer be eligible for federal tax credits, a problem that GM hopes to resolve by the 2025 model year.

Over 7,000 auto dealerships have registered with the IRS to issue the EV Tax Credit at the point of sale, but there are 17,000 dealerships in the US.

EPA Upcoming Funding Opportunity
In February, EPA will release a call for applications for its Clean Ports Program. This program will make $2.6 billion available for the zero-emissions equipment and infrastructure and $300 million available for climate and air quality planning projects.

Tesla has announce it will launch a store in Qatar, expanding its Middle East network beyond the current stores in Israel, Jordan and the UAE.

California Court Bans CARB From Collecting Fees
The Superior Court in Fresno has ruled that CARB may not collect a fee from truck operators operating Transport Refrigeration Units (TRU), following a lawsuit filed by the California Trucking Association. If sustained on appeal, the ruling would may have implications for other CARB regulations.

Treasury Expected to Adopt SAF-Friendly Tax Credit
The US Department of the Treasury is expected to adopt the GREET Model as the standard for calculating the Fuel Tax Credit for Sustainable Aviation Fuel (SAF).

USGS Map of Naturally Occurring Hydrogen
The US Geological Survey is planning to produce a map in 2024 of the types of geological formations in the US that are likely to contain naturally occurring hydrogen. Large parts of both coasts and the Midwest appear to have hydrogen deposits.

Osage Nation Wins Anti-Wind Turbine Battle
The Osage Tribal Nation in Oklahoma has won a 12 year battle against the Italian wind turbine company Enel, who illegally mined on Osage land and illegally built a massive 8,400 acre wind turbine site which they must now dismantle at a cost of over $300M.

Cummins has settled with the US Department of Justice for installing emission defeat devices in diesel engines installed in almost one million 2013 to 2019 Dodge Ram 2500 and 3500 pickup trucks.

LCFS Rules Tighten
  • 30% CI reduction target by 2030 compared to the current 20% below the 2010 baseline 
  • 90% CI reduction target by 2045
  • Bio-methane (RNG) credit phased out by 2040
  • Petroleum project credit generation by phased out by 2040
  • Direct air capture projects must be in the US to generate credits
  • ZEV infrastructure crediting available to medium- and heavy-duty sector
