NorCal Fleet Academy and Expo
SAVE THE DATE for the NorCal Fleet Academy and Expo October 6 & 7, 2021. Sacramento Clean Cities, in partnership with East Bay Clean Cities, NorCal MEMA, NorCal/Nevada NAFA, Sac Metro Air District and Universal Technical Institute will provide training for Fleet Managers, Technicians, Spec Writers and Grant Writers, along with Vehicle and Equipment Displays.
DANNAR Mobile Power Station
The DANNAR Zero-emission Mobile Power Station (MPS) functions as a backhoe, loader, sweeper, scissor lift and much more. It can be operated from a climate controlled cab or fully remotely. The MPS will be demonstrated at the NorCal Fleet Academy and Expo, October 6 & 7 in Sacramento.

Sac Metro Air District RFP
The Sac Metro Air District has released an $18M RFP. Funding will be available to replace medium and heavy-duty vehicles with zero-emission trucks and buses, install low carbon fueling infrastructure, replace older farm tractors, upgrade locomotives or complete other eligible projects.

CEC Grant Opportunity
The CEC has announced a $7M Grant Opportunity to design, build and operate a 100% renewable hydrogen facility in California. The hydrogen produced will be utilized for transportation fuel.

New Updates, Regulations, and Requirements
CARB Workshop On Off-Road Regulation
California Air Resources Board (CARB) will hold a public workshop on proposed amendments to the Off-Road Regulation on May 6, 2021 from 1 – 4. The proposed amendments for off-road equipment include:
  • Zero-emission technology wherever feasible;
  • Full transition to zero-emissions for small off-road engines, cargo handling equipment, airport ground support equipment, transport refrigeration units, forklifts;
  • Accelerated replacement of older equipment with the cleanest available technology;
  • Retrofit equipment with low-emission after-treatment technologies;
  • Renewable fuels where electrification is not feasible.

Amended Public Utilities Code
Assembly Bill 841, signed into law on September 30, 2020, amended the Public Utilities Code Section 740.20 to require that any EVSE installed that is, “...funded or authorized, in whole or in part,” by either CARB or CEC must be installed by a properly licensed electrician and must have at least one EVITP certified electrician on site.

ACT Regulation Reporting Deadline Extended
The Advanced Clean Truck (ACT) Regulation reporting deadline has been extended from 4/1/21 to 5/1/21. The ACT requires certain information to be reported to CARB by:
  • ANY fleet with 50 or more vehicles over 8,500# GVWR; 
  • EVERY GOVERNMENT fleet with one or more vehicles over 8,500# GVWR; and 
  • EVERY COMPANY with over $50M in gross revenue in the US.

California Air Resources Board Virtual Workshop
The California Air Resources Board will conduct a virtual public workshop May 6, 2021 from 9am to 1pm on the Advanced Clean Cars II (ACC II) regulations. These regulations are aimed at achieving additional ozone-forming and GHG emission reductions from light-duty and medium-duty vehicles.

City of Sacramento Fleet Management Ordering Lion Electric Refuse Truck
The City of Sacramento Fleet Management is ordering a Lion Electric refuse truck using the state bid contract 1-19-23-22D. At their April 13 meeting, the city council approved $662,514 for the purchase, assisted with $160K from the Sac Metro Air District and $100K from HVIP.

City of Woodland Puts Second Electric Truck Into Service
The City of Woodland has put their second electric truck into service, a Phoenix Motorcar “Zeus 500,” built on an F450 chassis with a Knapheid service body. The truck has a 110 mile range. Woodland received grant funding from the Sac Metro Air District, and the District currently has an $18M RFP open to assist additional fleets with their funding.

Universal Technical Institute Training Program for Automotive Technician Students
Universal Technical Institute (UTI) has an apprenticeship-type training program for automotive technician students, their “Early Employment Program.” Students receive on-the-job experience while they complete their technical education, and employers have an opportunity to screen potential candidates.

Toyota bZ4X Concept
Toyota will release their first car that will be built on their e-TNGA EV platform, jointly developed with Subaru, in 2022, the bZ4X. Toyota plans to have 70 electrified models by 2025, including a mix of BEVs, PHEVs and FCVs.
