CARB Extends Clean Truck Deadline
The California Air Resources Board (CARB) is extending the Clean Truck Check reporting deadline to January 31, 2024, to allow vehicle owners additional time to complete their initial fleet reporting and meet the 2023 compliance fee payment requirements.

CARB Pauses Enforcement of Advanced Clean Fleets Regulation (ACF)
In response to the pending EPA determination of California’s Federal Clean Air Act waiver (granting authority for California to have more stringent air regulations than the federal regulations), CARB has announced a stay of enforcement of the ACF for high priority fleets and drayage fleets. (Note: This stay of enforcement does not, apparently, affect government agency fleets.)

A Tesla Cybertruck arrived on the Rocklin Tesla Showroom floor, (4361 Granite Dr, Rocklin, CA 95677), Christmas day. Its stay is indefinite, potentially for all of 2024.

DOE Notice of Intent to Fund
The US DOE has announced that they plan to issue Funding Opportunity Notices in 2024 to advance research, development, demonstration, deployment & technology integration in multiple areas: 
  • Developing new chemistries for reduced cost, higher energy density electric vehicle (EV) batteries;
  • RDD&D to provide widescale, cybersecure EVs and EV charging infrastructure;
  • Low-greenhouse gas emission concepts for off-road vehicles;
  • Manufacturing high-performance electric steels using domestic resources;
  • Improving the mobility system through vehicle-to-everything approaches;
  • Zero-emission vehicle and infrastructure training for first responders and emergency response professionals;
  • Enabling Clean Cities coalitions to undertake high-impact outreach, engagement, and technical assistance activities.

Nikola has signed a 10 year agreement with First Element Fuels (FEF), making FEF the hydrogen fueling partner for their hydrogen fuel cell trucks.

The California Trucking Association Partners with Hydrogen-XT
The California Trucking Association has partnered with Hydrogen-XT to bring hydrogen to market for truck fleets in California. Hydrogen-XT is developing hydrogen production and dispensing sites between LA and Seattle.

Amazon's Massive Investment in Hydrogen in Partnership with PlugPower
Amazon has announced that they have partnered with PlugPower to build renewable-powered electrolyzers at their 80 largest fulfillment sites in the US. They plan to power all forklifts, yard tractors and local delivery trucks with hydrogen.

HD I/M Regulation
Owners of non-gasoline vehicles greater than 14,000# must pass an emissions test twice per year (motorhomes and ag vehicles are once per year). Freight contractors, brokers and freight facilities must verify that contractors and trucks entering their facilities are in compliance. Enforcement begins 7/1/24.

Longest Range EV in 2023
The Lucid Air sets the record for the EV with the longest range, coming in at 516 miles. [Note: The Lucid Air weighs in at 5,300 pounds. A comparable sized Toyota Camry weighs 3,400 pounds.]

Problems for EVSE Companies and EVSE Installations
The Wall Street Journal reports that the major EVSE Companies (excluding Tesla) have hit major market setbacks.
  • ChargePoint stock is down 74%
  • Blink stock is down 67%
  • Beam Global stock is down 58%
  • EVgo stock is down 21%
The Journal also reports that during a recent survey of EVSE in LA County, 40% were not working due to connection issues or were entirely out-of-order.
