THIS WEEK IN RALEIGH:

SB116: Putting North Carolina Back to Work Act
A revamped iteration of SB116 contains measures aimed at addressing the acute workforce challenges facing North Carolina. These include a provision to end North Carolina's dependence on Federal Pandemic Unemployment Compensation (FPUC) programs and the appropriation of $250M in federal block grant funding from the American Rescue Plan for use by the NC Department of Health & Human Services to invest in subsidized childcare for eligible children. This bill would end our overreliance on federally enhanced unemployment programs which economists have identified as a likely contributor delaying a return to work for some claimants in state unemployment insurance systems. LATEST ACTION: After going through a substantial overhaul by the House Finance Committee earlier in June, SB116 was passed by the House with a bipartisan vote that amounted to a veto-proof majority. The House and Senate then both appointed conferees to negotiate the amended bill. Last Wednesday, both the House and Senate adopted a conference report of SB116 which quickly passed both chambers. The bill was sent to Governor Cooper on Thursday, June 24th for his consideration. During our NC Chamber of Commerce Advocacy Group meeting on Friday, June 25th, we heard the Governor is not expected to support this legislation.
