Message from the City Manager

Hello Everyone,
The big news this week is the vaccination clinic we are running in partnership with Solano County Public Health. This really began with a conversation between Fire Chief Chadwick and me last weekend and our desire to really try to do whatever we could do to help move vaccinations along. Knowing the Mayor and Council’s concern and support on this issue, we decided to try. Chief Chadwick reached out to Solano County Public Health and found them to be very supportive. Credit really goes to Chief Chadwick who has developed excellent and trusted relationships at the County, and County Public Health for their willingness to give us this opportunity.
 
We are focusing on some of our most at risk, our seniors 75 and over. We are really trying to make a positive impact in just one day, hoping to vaccinate approximately 1,400 seniors. Because we were somewhat limited in locations to use, and this particular location comes with some real challenges, we decided we had to do a sign-up system to help stagger the flow. Understanding some seniors are not online, and some do not have computer skills, we also provided a call center with the ability to sign-up participants. The sign-ups filled up in two days. We are now capturing an ‘interest list’ using the same link and the call center is still staffed to help answer questions and input peoples information into the list. It is, of course, our hope to continue this work, in partnership with Solano County Public Health, continuously lowering the age restriction of who can get vaccinated.
 
Remarkably, we put all of that together (the online resources, the call center, the plan) in just four days! It’s a real credit to the dedication and commitment of your City Staff, many of whom have literally been working day and night to pull this off. It’s also a tribute to our amazing community volunteers. Carquinez Village, in particular has stepped up. They are helping staff the call center and will assist seniors the day of the clinic. Also, Rotary Club of Benicia plans on having 24 volunteers assisting with navigation and serving as crossing guards. We appreciate the assistance of Kaiser Permanente in giving injections and Medic Ambulance for standing by during the clinic.
 
This brings me to a very important point in closing. Because of the location, traffic will be an extreme challenge. It’s just something that we have to work through. We are encouraging those who can safely do so to walk to the event, or park in the area surrounding and walk in, and avoid East L Street if at all possible. We want to preserve L Street for those less ambulatory who need to be dropped off directly in front of the City Gym. We also have two satellite parking lots (the Community Center and Liberty High School/BUSD Headqaurters) which will be serviced by three shuttles. Unfortunately, due to COVID, we will have limited space on those shuttles. It will be a challenge, so we are asking for everyone to remember to be patient and that if you have an appointment we will get you through!

COVID-19 Vaccine Clinic for Seniors
The City of Benicia announced Friday that it is hosting Solano Public Health Department’s COVID-19 vaccine clinic on Tuesday, February 2. The clinic is being held for seniors, aged 75 and above, who reside in Solano County. Due to overwhelming response, all 1,400 slots filled by Saturday evening.
 
Solano Public Health is working to schedule additional vaccine events as vaccine stock becomes available. Those, aged 75 and above, interested in future Benicia clinics may visit www.tinyurl.com/beniciavaccine and leave their name and contact information. City of Benicia staff will reach out if another local clinic is scheduled. Information on COVID-19 vaccinations in Solano County and announcements of additional clinics are available at https://www.solanocounty.com/depts/ph/.

The Moderna vaccine will be administered to registered seniors at Benicia Senior Center on Tuesday. The second dose of the vaccine will be administered in the same location on Tuesday, March 2, 2021. Seniors are to return for the second dose at the same appointment time.
  
“The City of Benicia is excited to offer this vaccination clinic on very short notice to seniors over age 75,” said Mayor Steve Young. “Many thanks are due to our great city staff who worked over the weekend, in coordination with Solano Public Health and Carquinez Village, to set this up. This is a very ambitious effort, and we ask the public for a certain level of patience as we attempt to vaccinate nearly 1,400 people in a single day.”
 
On Tuesday, check-in will be at Benicia City Gym, 180 East L Street. Because of limited, socially distant waiting space available, seniors are asked to arrive no more than 15 minutes before their appointment. Appointments will be honored even if lines cause delay. One caretaker is allowed with the person being vaccinated. Caretakers will not receive the vaccination.
 
Due to heavy traffic expected in the area, limited parking will be available.
 
Suggested options:
  • Those who are more mobile are asked to use street parking farther away and walk in.
  • There will be a dedicated drop-off zone in front of the City Gym for less ambulatory seniors. Please do not wait for seniors and linger in the pick-up or drop-off zones to prevent further congestion. Keep in touch with your seniors before picking them up.
  • Carpooling with those in the same social bubble is encouraged.
  • Soltrans is assisting by providing free shuttles to and from dedicated parking lots:
  • Benicia Community Center, 370 East L Street
  • Benicia Unified School District Office, 350 East K Street
 
The City of Benicia thanks neighbors and businesses in the area for their patience and understanding on this important vaccination day.
 
Carquinez Village, the Benicia senior support organization, worked to help facilitate seniors getting their vaccines. Carquinez Village president Susan Neuhaus said, “Carquinez Village is delighted the city of Benicia has stepped up to serve the older adults in our community.”
 
Upon arrival, seniors will receive a temperature check and be required to wear a mask and social distance throughout the entire process. During check-in, seniors will be required to show proof of age and proof of Solano County residency.
 
After check-in, seniors will be directed to the Benicia Senior Center where they will be vaccinated, then be observed for 15-30 minutes. The entire process may take up to one hour. After which, seniors may be picked up from the dedicated pick-up zone in the round-about in front of Benicia Public Library, 150 East L Street, or return to their shuttle stop.
 
City of Benicia staff and volunteers will be manning a dedicated phone line 9 a.m. to 6 p.m. through Tuesday at 707.746.4710 to assist with questions or issues that may arise.
 
“The opportunity to host the clinic came about quickly and involves nearly every City of Benicia staff member,” said City Manager Erik Upson. “We will assess the event on Tuesday and use that to improve the experience when we host the follow-up clinic to administer the second dose on March 2.”  

Upson also thanks Solano Public Health, Kaiser Permanente, SolTrans, Medic Ambulance, Carquinez Village, Valero Benicia Refinery, Rotary Club of Benicia and numerous community volunteers for their generous assistance in making the clinic possible.

Benicia Parks and Community Services Department offers stay at home activities for children and adults.
For children, bring recreation to your home! Staff has themed RECtivity bags to keep them busy with fun and interesting projects. Each bag has enough supplies for 1 child. Everything needed for multiple activities, with simple instructions for kids to be creative on their own. Register online for the bag(s) that you want to bring home to your kids. RECtivity bags will be available for pickup at the Benicia Community Center during the week noted online (unique date range for each box). Themed bags are listed on our registration page, and will be updated as more are added.

Human Services Funding Opens
The Benicia Human Services Board (HSB) has opened the current Human Services Board Grant Request For Funding (RFF) for FY2021-2023. City Council adopted an updated RFF application and updated evaluation criteria in January.

The application is open to all nonprofit organizations who provide human services in Benicia.

Click here to view the staff letter, application, scoring sheet, timeline, and HSB meeting agenda packet for the public forum on Monday, February 1. The scoring sheet is included as a transparency mechanism so that all applicants may see the definitions used by the Board to evaluate applications received.
On the timeline you’ll notice three important dates:
  • February 1, 2021, 6 p.m.: Human Services Board meeting via Zoom to assess community needs and review RFF process with potential grantees. All who are interested in applying are encouraged to attend. The Zoom details are on pg. 1-2 of the HSB agenda packet at here.
  • March 2, 2021, 11:59 p.m.: The RFF application is due.
  • April 12, 2021, 6 p.m.: Applicants give a 5-10 minute presentation to the Board.
