Dear Community Members,
Every year at this time, I take a moment to reflect on our City’s accomplishments over the last year. Honestly, we are so incredibly busy moving this City forward, we don’t take enough time to reflect on just how much we have accomplished. It’s quite remarkable. I want to take a moment to thank my leadership team for their dedication. I would like to thank our entire City team for their commitment to excellence. They are, to put it frankly, exhausted. We’ve been working so incredibly hard to rebuild a solid foundation for this City, as well as dealing with the daily workloads which, given we are short-staffed nearly everywhere in the City, is a difficult enough task. But we have persevered and even soared in achieving our goals and working to create a culture of excellence. We know there is still a lot of work to do.
I would like to also thank Council for their steadfast support of this work. We would not have been able to accomplish this without their commitment to providing us the resources we need to get this important work done.
This is just a sampling of accomplishments:
City Manager’s Office
(Includes Human Resources, Information Technology, Equity/Diversity/Inclusion, and Economic Development)
- Led the City strongly through the end of the pandemic, with increased efforts to re-establish community connections and civic pride.
- The City managed and ran approximately 100 meetings of City Council, boards, commissions, and committees.
- During two major crises this year, both the Port Fire in April and the Water Treatment Plant Leak Incident in May, the City’s Communications Team worked to provide regular updates to the community to make sure that our residents were provided regular status updates about these incidents, including when the requested 30% reduction on water usage was lifted.
- The City Manager’s Office staff received, processed, and ensured a timely response to 284 Public Records Act Requests in 2022, which took approximately 600 hours of staff time from all departments to respond to and fulfill these requests for information related to city records.
Equity/Diversity/Inclusion
- REAL (Race, Equity, And Leadership) Institute selection (one of 10 cities selected in the Country).
- CURE (Committee United for Race and Equity) engagement on key city projects, including Housing Element review and comment, Justice to Just Us project (CURE members served as co-facilitators with Library staff), and North Study project review and comment.
- Eleven proclamations drafted focused on inclusion, diversity, and belonging to increase community awareness.
Information Technology
- Upgraded Wi-Fi access points within the library to allow library patrons to have a better Wi-Fi connection when using the library.
- Completed 1,414 helpdesk tickets ranging from simple tasks to complex projects.
- Implementation of Laserfiche Phase 1, this important project will ensure the City preserves documents while also allowing for increased efficiency and transparency.
- Implementation of SeeClickFix application for requests for service to improve customer service.
- To modernize and standardize all police vehicles, installed new cradle point modems in all the police vehicles.
- Provided various Microsoft trainings for staff to enhance efficiency across the City.
- Upgraded the Granicus server which enables City Council meetings to be posted on the website.
Human Resources
- Recruitment and hiring process for 38 new full-time employees and 104 part-time/seasonal employees.
- Coordinated City response to two career fairs at local schools educating students on future job opportunities and careers in public service.
- In partnership with the Public Works department, updated the organizational structure of the Public Works Department and successfully recruited for and filled key positions that had been vacant for an extended period.
- Continued to review and stay in compliance with COVID-19 State and Federal regulations, specifically the Emergency Temporary Standards (ETS).
- Updated the Human Resources website page allowing for easier access to information on recruitment and job openings.
Economic Development
- Supported the completion of two streatery grants on First Street (One House Bakery and Mare Island Tap House).
- City invested over $60,000 in grants through the Business Energy Efficiency Program to aid more than 15 businesses in the Benicia Industrial Park to help reduce energy costs and green house gases. To date, the program has been able to achieve a reduction of 268,329 lbs of CO2.
- Led business attraction effort to locate Shryne Group’s northern California Cannabis Distribution and Headquarters to the Benicia Industrial Park.

Partnered with Pedrotti Ace Hardware to produce the grand 3rd and 4th of July Independence Celebration Event with lighted drone show and fireworks.
- Coordinated City and Multi-Agency organization for wharf debris removal and temporary terminal installation following the Port Fire.
Fire Department
- Responded to a record number of calls for assistance, from helping fallen residents to large, multi-day incidents such as the Benicia Port Fire. The Port Fire included a significant mutual aid response and a full Emergency Operations Center activation.
- Provided extensive wildfire mutual aid throughout the State. In total, Benicia firefighters provided 163 working days of mutual aid fighting large wildfires during the 2022 fire season. The City of Benicia received full reimbursement from the State of California to cover all costs, such as staff time and vehicle maintenance.
- Provided command level and Emergency Operations Center assistance during a major underground leak in the backwash system at the Benicia Water Treatment Plant.
- Continued to expand the Benicia Fire Department Incident Notification program to alert residents via text, email, website, and social media about emergency and non-emergency incidents, such as routine refinery flaring or drift smoke in Benicia.
- Completed the initial phases of a robust new Vegetative Fuels Management Plan, incorporating data collection, analysis, and public outreach.
- Completed the installation of a new generator at the Benicia Community Center and closed out the Community Power Resiliency Grant. Benicia Fire Department was awarded $277,866 in grant funding to install a generator, allowing the facility to serve as an emergency shelter or cooling center during a power outage event.
- Applied for and received $414,375 in grant funding for the purchase of over 350 HEPA air filtration systems for public spaces in Benicia.
- Provided CPR training at numerous public events including Benicia Farmer's Markets and the Benicia Fire Department Open House.
- Added to the City’s inventory of publicly available Automated External Defibrillators (AEDs) by installing a new AED in the Benicia Council Chambers.
- Reintroduced the Junior Firefighter - Explorer program. Welcomed 22 new Junior Firefighter - Explorers to become part of the department and work with on-duty crews in daily activities.
- Provided fire prevention and safety training to four elementary schools, four preschools, and two churches and hosted over 2,000 residents at the Benicia Fire Department Open House in honor of Fire Prevention Week.
- Drafted Ordinance 22-10 to reduce the threat of fire caused by illegal fireworks. This ordinance was presented and ultimately approved by City Council and is now Benicia Municipal Code Chapter 8.30.
- Completed the Solano County Multi-Jurisdictional Hazard Mitigation Plan. The City’s active and approved Hazard Mitigation Plan ensures the City of Benicia's continued eligibility for funding under FEMA’s Hazard Mitigation Assistance programs for the next five years.
- With Council approval, adopted the updated California Fire Code including Benicia’s local amendments.
Public Works
- Responded to 250+ after hours callouts.
- Facilitated 20 classes with a total of 473 BUSD students in the Benicia Water Education Program, engaging fourth and fifth grade students in exploring their local water resources; learning and understanding the water and wastewater treatment process, and how to be good stewards of their watershed.
- Managed the 2022 Marina Dredging Project.
- Successfully bid and constructed the East E Street parking lot improvements, providing 21 paved parking stalls and City staging area for downtown events.
- Processed, issued, and inspected over 60 encroachment and grading permits with 278 Engineering Division development/encroachment/grading permits in-process, and reviewed approximately 70 building permits for compliance with Benicia Municipal Code.
- Completed North Bay Aqueduct Surge Tank Electrical Upgrade Project, replacing a 35-year-old system to control raw water transmission line pumps.
- Completed Chemical Tank Project upgrading the seismic and electrical to large chemical tanks.
- Staff participated in the Solano Institute Boat Tour/Panel Discussion providing water education training for Solano County teachers.
- Facilitated set ups and right of way closure/openings for 62 events (Farmer’s Market and special events)
- 294 Vehicle preventative maintenance service appointments and 435 Vehicle non-preventative maintenance activities.
- Emergency Raw Water Transmission Line Leak Repairs in Fairfield (March-April).
PW - Water Treatment
- Competed for and awarded a $152,842 Water Arrearages Grant.
- Emergency Water Treatment Plant repair for an underground leak in the backwash system in May.
- Replaced three chemical tanks installed at the Water Treatment Plant and a 30+ year old Combined Filtered Effluent Mixer at the Water Treatment Plant.
- Treated and provided approximately 4,500-acre feet of water to customers with zero violations.
- Replaced 450 feet of water main on the 200 block of West 2nd Street.
- Negotiated and purchased 1,000 acre-feet of additional water from UC Davis and 1,000 acre-feet of water from Solano Irrigation District in February.
PW - Wastewater
- Competed for and awarded $303,044.44 Wastewater Arrearages Grant.
- Completed the Wastewater Treatment Plant Landscape Improvement Project.
- Treated and safely discharged approximately 200 acre-feet of wastewater to the Carquinez Strait with zero water quality violations.
- Wastewater Treatment Plant (WWTP) staff completed approximately 146 corrective maintenance work orders and 1,300 preventative maintenance work orders throughout the WWTP facility and lift stations. Corrective maintenance work orders are repairs/replacements of critical components of the Wastewater Treatment Plant.
- Over 7,575 regulatory and process control tests were performed on various treatment processes (influent/effluent/biosolids) at the WWTP to ensure regulatory compliance.
- Staff inspected 90% of the permitted commercial/industrial facilities in the City.
- WWTP staff participated in two career day events (Benicia Middle School and Liberty High School).
- Cleaned 98,609 feet (19 miles) of sewer pipe and completed 61 storm drain maintenance activities/repairs. 86 storm drain maintenance activities.
- Close Circuit Television examination of 23,450 feet (4.5 miles) of sewer pipe.

Secured $6.8million in grants for Park Road Improvements ($2.7 million), Citywide Guardrail Replacement ($860,000), Pedestrian Crossing Improvement ($220,000), transportation improvements ($3 million), and approved for next step of $1.4 million in future grant funds.
- Completed 333 Streets maintenance activities (pothole repair, striping, etc.). 517 street maintenance activities (potholes, striping, legend painting, paving, landscaping, trash pick-up, graffiti removal, sign repair, etc.).
- Started street rehabilitation project for fiscal year 2022-23.
- Completed Pavement Rehabilitation Project for 45 streets ($4.4 million to rehabilitate for fiscal year 20-21).
- Successfully bid, managed, inspected, and constructed the 2022 Citywide Street Micro-surfacing Project that included 716,820 square feet of surface treatment and additional vehicle and pedestrian improvements at $337,000 under budget.
- Created CalRecycle Report for the rubberized asphalt portion of the 2021 Pavement Rehabilitation Project to obtain $97,327.
- Managed Pedestrian Crossing Project, completing the installation of flashing beacons at 3 intersections.
- Completed Military West and West 7th Street Traffic Improvement Project.
- Repaved crosswalks on the west side of First Street (120 tons of asphalt).
Finance Department
- Completed the FY 21-22 mid-year budget review
- Completed the FY 22-23 mid-cycle review
- Completed the FY 20-21 audit with internal control analysis
- Completed 5-year forecast
- Developed a comprehensive grant policy for all city grants (City as grantee) and trained affected departments and employees on new grant policy and procedures.
- Developed fund balance policy to identify priorities for positive fund balance distributions at fiscal year close; Council adopted policy.
- Completed Financial Audit request for proposals, selected new auditor and successfully transitioned with a schedule to complete fiscal year 2022 audit in a timely manner.
- Initiated and completed Tyler Munis Enterprise Resource Program (ERP) investment assessment to evaluate implementation and configuration of existing Tyler Munis system.
- Developed and delivered Tyler Munis (ERP) training to departments for budget management key financial entry and inquiry functions
- Completed process changes to implement a decentralized accounts payable system to all departments within 30 days of project goal, resulting in increased budget ownership at the department level and creating efficiencies in the processing of vendor payments.
- Evaluated online budget software (Munis, OpenGov, others) and procured appropriate solution (OpenGov) – finalizing implementation with data validation of integration to Tyler Munis; OpenGov budgeting to be completed for FY24 budget development and will include a modernization of the budget book to an online model with enhanced transparency.
- Established cannabis tax receipt process and brought current outstanding payments.
- Completed FY21 audit
- Implemented Water arrearages and Wastewater arrearages grants benefiting City of Benicia utility customers with outstanding balances accumulated during eligible periods of COVID-19 emergency.
- Developed Procurement Services Program Specialist (PSPS) position, recruited and filled position, and integrated PSPS to Finance operational activities and support citywide for procurement, risk, contracting, and lease functions.
- Implemented OpenGov Procurement program to utilize a modern program that standardizes procurement activities while providing transparent reporting and access controls for internal and external user.
- Implemented GovInvest Financial Forecasting to aid in the annual development of the 5-year forecast and ad hoc financial forecasting needs.
- Decentralized Purchase Order processing implemented in Tyler Munis (ERP) to give operating department greater control and transparency of the purchase order requisition process.
- Implemented DebtBook for tracking of Debt issuances and payments and Lease documents and payments; this system driven approach makes the supporting documentation available to anyone with system access and improves on reliance of binders and institutional knowledge of a person-based system.

Developed new 5th Street Pier Lease increasing revenue to the City and resolving a lapse in term of the preceding agreement.
- Implemented MyCOI for streamlined certificate of insurance reviews
- Established California Asset Management Program (CAMP) account for liquid reserves/operating funds to provide diversified investment options with investment pools permitted under California Government Code Section 53601(p).
- Completed grant policy for City as the grantor – expanding on grant policy for City as grantee and expanding initial scope of work for this project in response to requests from granting departments and success of grantee policy development.
Library
- Established partnership with Benicia Unified School District to provide professional library support services to district library staff, teachers, and students.

Expanded Student OneCard program to include all TK-12 students and launched the new student resource portal (www.bpllovesstudents.org) which provides free tutoring and homework help as well as access to digital content and services to help students succeed.
- Initiated reciprocal lending agreements with two large Bay Area library systems to increase public access to ebooks and downloadable content.
- Supported Benicia Reads Early Literacy Initiative with three first annual events for families: Books & Blankets, Harvest Story Walk, and Stories Around the World.
- Implemented a Book to Action grant funded by the Institute of Museum and Library Sciences to explore issues of Diversity, Equity, and Inclusion in our community through book discussions and facilitated programs.
Parks and Community Services Department
- Awarded $5,000 in grant funding from Solano Community Foundation and United Way to support programs at the Senior Center.
- Received Council approval to award the contract for the Fitzgerald Field Bleacher Replacement project. Demolition and reconstruction of the grandstands began in October 2022.
- Implemented a robust volunteer program. 374 volunteer opportunities attended; 584 hours of volunteer time donated.
- Completed research and data collection phases of the Parks, Trails and Open Space Master Plan. Hosted Virtual Community Meeting in April, in person Community Input meeting in June, and final Community Input Meeting in September.
- Collaborated with Carquinez Village and the Kyle Hyland Foundation to permanently display mural honoring older Americans in the Benicia Community Center.
- Proposition 68 funds ($177,952 awarded in 2021) used to replace all picnic tables and service tables at Benicia Community Park group picnic area and install artificial turf at Phenix Dog Park. Volunteers sanded and stained new tables after installation.
- Repaired and replastered the dive pool at the James Lemos Swim Center.
- Repaired and resurfaced the pedestrian pathway at Semple Crossing.
- Coordinated the renewal of Soroptimist Grove at Benicia Community Park as an Eagle Scout Project for Ethan Hoglund (Benicia Troop 7). The project included replanting and the spreading of mulch. Ethan was assisted by 17 volunteers.
- In collaboration with the Benicia Community Foundation, hosted a community clean up event at Benicia City Cemetery that was attended by 30 volunteers.
- Co-sponsored an Annual Arbor Day tree planting event at Duncan Graham Park with the Benicia Tree Foundation. Approximately 30 volunteers assisted with planting trees and spreading mulch.

Earned the honor of Tree City USA for the 14th year.

Increased community engagement through social media platforms on an average of 125% and implemented BeniciaRec mobile app/Digital Rec Guide
- In coordination with contract instructor, expanded recreation opportunities for kids under the age of six by adding developmental youth basketball programs to the schedule.
- Expanded drop-in programs for youth ages 10-17 by adding Saturday open gym basketball option.
- Expanded services at the Senior Center by implementing monthly game night.
Police Department
- Kept a low crime rate compared to the rest of the Bay Area.
- Investigated and solved high-profile violent cases, including a homicide.
- Brought back the Citizen’s Police Academy and Youth Police Academy for the public to get to know the Police Department and its staff.
- Benicia Police Detective Rory Logan was named Congressman Thompson’s Public Safety Hero of the Year for Solano County.
- The Benicia Police Department chaired a county-wide project workgroup to form a County-wide regional public safety radio system. In 2022, the group successfully completed Phase 1 of the project, forming the founding documents for the “Solano County Regional Radio Communications System Authority.”
- Completed the Northern Region Next Gen 9-1-1 Deployment, which includes: Text to 9-1-1, mapping and the ability to narrow down the location of 9-1-1 callers.
Community Development Department
- Adopted General Plan and Zoning Amendments to introduce housing opportunities and support a walkable, mixed-use neighborhood in the vicinity of Military East and East 5th Street, the “Eastern Gateway”.
- Adopted a new ordinance and established a licensing program for short-term rentals (STRs).
- Issued development approval for new housing, including 138 new multifamily rental and ownership units.
- Adopted standards to evaluate Vehicle Miles Traveled (VMT) as part of the environmental review process (California Environmental Quality Act).
- Adopted a comprehensive update to Title 15, including establishment of a new gas safety shut off ordinance to support public safety in the aftermath of an earthquake.
- Updated the Benicia Zoning Ordinance and approved a use permit and occupancy for a new childcare facility at Northgate Church for up to 123 children.
- Completed a Climate Change Vulnerability Assessment to identify future vulnerabilities and support identification of adaptation strategies.
- Launched the North Study Area visioning process to identify potential land use scenarios for 527 acres near Lake Herman Road and East Second Street.
- Conducted extensive public outreach and prepared draft updates to the General Plan Housing Element (22 public meetings) and Safety Element (7 public meetings).
- Provided support to the preservation and rehabilitation of historic buildings, including a residence at 157 East G Street.
- Coordinated with Valero on permitting and inspections for ongoing maintenance of the Benicia Refinery.
- Provided timely and supportive permitting expertise to the Port of Benicia/AMPORTS following the Port Fire in April 2022.
- Completed permitting and issued occupancy for numerous ongoing permits including 901 First Street, Kaneka and Chico’s Taqueria and issued approximately 1300 building permits.
