Message from the City Manager

Hello Everyone,
I'm late in writing this as we’ve been dealing with the effects of the incredible amount of rain we’ve seen…and it continues. While we are all happy to see rain (especially this early in the season), it has also had some serious impacts to our community. The rain amounts were largely underestimated and have been fairly historic in some areas. Generally we’ve seen 3 to 8 inches of rain across the Bay Area, however in some places, such as Mt. Tamalpais, have seen even more...almost 14 inches so far.
 
Police, Public Works and Fire Departments have been working yesterday and most of the night on the areas that regularly flood. The images they have shared with me of the amount of water we have seen are remarkable. Additionally, the Fire Department and our Facilities team responded to flooding at the Library and worked with the Library team to mitigate some flooding there. They were there late last night mitigating long-term impacts. The Library will be open today thanks to the outstanding work of our staff.
 
Public Works staff responded to a failing wastewater lift station in the Industrial Park, which was overwhelmed by runoff. Some quick work by Public Works, and with the assistance from a late-night call to Jimmy Ponder, owner of Ponder Environmental, who brought in several resources allowing us to pump into his tanker trucks, we were able to reduce the pressure on the system and buy enough time for the flow to dissipate without completely overwhelming the lift station.
 
Police staff identified and shut down impacted roadways throughout the day. They also acted as scouts looking for any problem areas. Police vehicles are equipped with collapsible rakes which allows them to identify and clear small storm drain blockages before they become larger problems. 
 
While we desperately needed this water and should see impacts to important reservoirs that help supply Benicia with water and, perhaps more importantly, to our snow pack in the Sierras. I will provide more updates on that issue as I get more data. Our reservoir, which is an important part of the City’s water supply, is being carefully monitored and levels controlled by staff. At approximately 10 p.m. Sunday night, data began to indicate that the inflow of runoff was possibly going to reach the spillway and initiate an uncontrolled release, despite having made substantial room for that runoff over preceding days. We initiated a partial activation of our Emergency Operations Center, bringing in our Fire Chief, Police Chief, Public Works Director, Deputy Public Works Director (Utilities) and Deputy City Manager. Our Public Works team worked the problem and the decision was made to open the release valve to 100%. Police and Fire personnel began warning potential businesses that could be impacted downstream. With the controlled release, the hazard was ultimately mitigated. Previous work on Sulphur Springs Creek help ensure no flooding occurred. I’m very proud of the work of our staff. A great deal of the success of this operation is due to the outstanding work done over the last few years by Public Works to ensure proper and accurate measurement of Lake Herman water levels and inflow/outflow that were put in place, as well as mitigation to the Sulphur Springs Creek bed to ensure proper flow. As I’m sure you can imagine it is a delicate balance to release enough water in a controlled manner to prevent the dam from being overtopped, while at the same time ensuring we don’t release more than will be replaced by runoff. Our Public Works staff very smartly switched to reservoir water for our largest customer recently. This allowed us to preserve millions of gallons of our purchased supplies of water for later use. 
 
I know many people suffered damage from the rain (I now have two new holes in my living room ceiling due to roof leaks). My sincere best wishes to our community members impacted by this storm. Staff will continue to work to mitigate community impacts. I would like to thank the staff who spent yesterday, in some very difficult conditions, working to make this community safe.

The initial conversion to the upgraded Tyler Identity utility bill paying system has occurred. Although the City was told that Auto-Pay information would not transfer from the old system to the new more secure system, all Auto-Pay payment information did transfer over to the new site this week. What does that mean to you if you are an Auto-Pay customer?

If you are an Auto-Pay customer and your payment was due on October 18:
  • If you took notice of the warning that Auto-Pay information would not transfer and made an early payment, your early payment was credited to your account and Auto-Pay did not occur for you (this time only).
  • If you made a payment by check during the last few days either in person or by using the drop-box in front of City Hall, your Auto-Pay occurred. Staff is holding on to your check and will reach out to you to see if you would like it returned or would like it credited to your account.
  • If you pay by mail to the San Francisco address, your Auto-Pay occurred. Staff is working to quickly resolve this double-payment issue.
  • If you did not already make a payment in one of these ways, your Auto-Pay occurred.

“Despite our best efforts to make this a smooth transition, there was a discrepancy between what we were told by the software vendor and what actually occurred,” said Bret Prebula, Finance Director. “Staff is working around the clock to get issues resolved and make this transition as smooth as possible for our customers.”

If you pay your water/sewer utility bill by Auto-Pay or make one time online payments via the Customer Self Service portal, the newly upgraded system requires you to re-register to access your account details, view your bills, manage your auto pay or make one time payments. Go to https://BeniciaCA.MunisSelfService.com, enter the account-customer number on your bill and re-register using your email address as your username.

Please note that if you are an Auto-pay customer and your bill is due in November, your Auto-Pay will occur on the due date. Customers may continue to make payment in person at City Hall’s Finance Department, use the secure drop-box in front of City Hall or pay by mail.

Benicia Public Library shares that October 25 – 30 is Pro Bono Week at LA Law Library. This is their BIG annual event offering free classes, clinics and workshops celebrating the spirit of giving back “pro bono publico.”

The week's courses feature classes for people with just about any type of common legal issue to get help from their partners, volunteers, participating attorneys and staff librarians. The scheduled week’s events address legal issues that patrons experience on a daily basis.

Advance registration for LA Law Library's programs is strongly advised, each event can be found online. For your convenience, the Benicia Library has added a link to registration on their "Lawyers in the Library" webpage at https://benicialibrary.org/lawyers. You do not need to be a patron of LA Law Library to participate.
City Employee Spotlight
Mike Schiele has been with the City of Benicia since November of 2020. His career has been in the construction industry, including many years as a general contractor building single family homes. Mike started his building inspection career four years ago after closing his own company. He has worked as a building inspector within the jurisdictions of Elk Grove, Angels Camp and Nevada County.
 
Mike is a native of Sacramento, where he has lived his entire life. He currently lives in Rio Linda. Interestingly, Mike spent five years splitting his time between Sacramento and Costa Rica where he became fluent in Spanish and met his lovely wife.

Fun facts: Mike once drove from Truckee, California to Costa Rica, which was quite an adventure. Mike comes from a large family. He is #12 of 13 children! Mike’s family includes his wife, 2 children, 4 step-children, and 7 grandchildren.
 
In his free time, Mike enjoys traveling to National parks, camping, and working with youth groups in the church. Mike’s retirement dream is to take a trip around the entire country.

City Hall is open from 9 a.m. to 4 p.m. If you require entrance to City Hall offices outside of these hours, please make arrangements with staff from the department that you will be visiting.

All visitors shall be required to enter City Hall from East L street through the door located on the left (East) side of the building closest to the Post Office. Please check in with the staff person at the designated Welcome Window.

You will be required to wear a face covering over both your nose and mouth for the duration of your visit to City Hall. Please maintain 6 feet of social distancing between other visitors and staff.
