Hello Everyone,
I have spoken previously of the serious costs of life as a first responder. Of course, physical challenges, but also mental, emotional and familial challenges. I spent many years in the Army and in Law Enforcement, so I am aware of those challenges. But as one promotes up the ladder, it becomes easy to forget just how difficult it can be. So I decided several weeks ago to make it a priority to help the community see just how fortunate we are to have these heroes in our midst. As a City, we began a campaign to send gift baskets with treats and toys and other things to the families of our firefighters who deploy away from their families over three days…just to say to them, we recognize the sacrifice. I also asked the Fire Department if they would be willing to provide a story to help me humanize this with our community. And did they ever…
Benicia Firefighter Paramedic Josh Goodreau and his wife both contributed to this and helped tell a powerful story of these challenges. Josh and his wife have a 2-year old daughter and Josh has been away fighting fires for the better part of 2 months. Here is their story:
“It’s tough to be away for 2 days a time, but it’s something that myself and daughter grew used to. It is nice to have those 4 days off and be able to spend time with her and my wife. As far as during the fire season, my wife is a full time ER nurse, so not only is she working 12-hour days in the ER in Fairfield, which is already a busy place, but is also dealing with the rise of covid. Then when she’s off, she has to come home and put our daughter down and get ready to go to work the next day with little personal down time. We luckily have her mother who is retired and has stepped up in a huge way to help watch our daughter while my wife works. My mother is also helping to watch her on the weekends when she’s off.
My first deployment was 3 weeks. Longest I’ve ever been gone from my family. This is the fun age for my daughter being 2, and I feel like I’m missing it. She will constantly ask, “Daddy home?” I’ve had to stop FaceTiming her, because although she gets excited and we get to talk, she doesn’t understand why I’m in a phone and not at home. When I finally got home, I felt like she had grown up so much, was talking so much more and acting a little more grown up.
I was home for a week, with a regular day at work, before going back out for these 2 weeks.
This confused my daughter thinking daddy was home and now I had to go back out. This put more stress on my wife and family having to help balance and make sure everything was taken care of. We are thankful for such family and friends, who have risen to the occasion to help us in every way, from watching our daughter to delivering food to take the stress of needing to make dinner off my wife. And now I’m two days away from being home, unfortunately the staffing needs of the department means I will be home for two days before having to be mandated to work 96hrs straight.
As much as I love to help the department, state and surrounding communities, it does come at personal sacrifice of missing these moments with my daughter and family, as she is only 2 once.
To help my daughter understand where I’ve been, her grandma made a game out of it. She told her that daddy is gone putting out fires and they would run around the house and put out fake fires like daddy.
From July 13 to September 1, I’ve had 7 days at home.
I missed her first ever swimming classes as well as multiple gymnastic classes and cancelled camping trips.”

“The hardest part of my husband being gone is having to be a full-time care giver 24/7. I’m either a full-time nurse or a full-time mom without help at home. With the covid crisis, working in the emergency room right now takes all my energy and time. It’s hard to give anything else.
It’s hard on my extended family, especially my mom, because she watches her the most when I am at work and my days are 13-14 hours gone. I do have a great support system and I couldn’t do it without them.
The most challenge part is Emily asks where daddy is. She’s young enough to understand he’s gone but not old enough to understand why. Each time we hear sirens in our city she says “daddy!” and I tell her daddy is saying, “hi!”
It is hard. That being said, I know it’s all part of the job and we are willing to make sacrifices so he can help serve and protect.”
Let’s all take a moment, when we can, to thank all of our first responders for their sacrifices. Both police and fire.
Last year’s fire season was the worst California had ever seen. This year, we are approaching the halfway point and have already exceeded both the number of fires and acres burned in 2020. As of August 24, 2021, there are more than 13,000 personnel fighting fire, over 1,000 engines, 257 hand crews, 337 bulldozers, 344 water tenders, and 87 helicopters. Most of these resources have been supplied through the mutual aid system. Benicia’s firefighters have been consistently supporting the mutual aid system since July 15, 2021.

City Council Requires Masking in Indoor Public Places
|
At last Tuesday’s City Council meeting, Council Members voted 5-0 in support of a resolution requiring that each person, aged 4 years and over, wear a face covering when in any indoor or enclosed space open to the public within the City of Benicia.
The action came following a late July recommendation issued by the Centers for Disease Control (CDC) that fully vaccinated people wear coverings in public indoor settings, in addition to guidance issued by the California Department of Public Health recommending fully vaccinated people wear face coverings in indoor public settings statewide.
The Resolution notes that in early August 2021, health officers in the Counties of Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Sonoma and the City of Berkeley announced a mask mandate requiring every resident to wear a face mask indoors in public settings, regardless of vaccination status.
“Benicia Council Members felt the current surge of the COVID-19 Delta Variant warranted such action in Benicia to help reduce the increase in COVID-19 cases,” said Erik Upson, City Manager, who also stressed the importance of getting vaccinated. “The health and safety of the public is our top priority and we continue to encourage all our residents and staff to do their part and get vaccinated.”

Night Closures of East Second Street Announced
|
The Public Works Department announces the closure of East Second Street between Military East and I-780 between 8 p.m. and 5 a.m. on Monday, August 30 and again on Tuesday, August 31, 2021. Emergency vehicles will have full access during the closures, which have been approved by Caltrans.
The closures will provide the contractor, Ghilotti Brothers, Inc., full access to resurface (grind and pave) East Second Street between East O Street and I-780. Traffic will be detoured to East Fifth Street. This work is part of the FY 20-21 Citywide Street Resurfacing Project.
The resurfacing process for East Second Street will remove the top layer of asphalt through grinding and will replace it with conventional asphalt concrete (hot mix asphalt or HMA).

Benicia Named a "Hottest Zip Code" in US
|
What zip code is named #4 hottest in California and #36 in the Top 50 in the U.S. by Realtor.com? It's 94510, covering all of Benicia!
According to the article, "Realtor.com’s Hottest Zip Code rankings take into account two aspects of the housing market: 1) market demand, as measured by unique viewers per property on Realtor.com, and 2) the pace of the market as measured by the number of days a listing remains active on Realtor.com. The hottest areas are those that have high demand from buyers, in other words, lots of unique viewers per each property, and fast-selling homes, an indicator of limited supply."

Automated License Plate Readers Installed
|
In May, the City Council approved the purchase and installation of 45 Automated License Plate Readers (ALPRs) within the city limits. ALPR software is a technology that uses cameras to automatically read license plate characters and other identifying characteristics of a vehicle (make, model, color and unique identifiers).
The cameras capture license numbers and transmits plate data to a database, which can run a check for stolen vehicles, Amber Alerts, Silver Alerts, missing persons and wanted people. The data will be used for law enforcement purposes only and will not be shared with any federal agencies for immigration purposes. Benicia Police Department is committed to safeguarding and protecting the integrity and privacy of the data collected. They are grateful for the support that they received from the City Council to move forward with this technology that they believe will make our city even safer.

Short-Term Rental Ordinance Meeting Reminder
|
A reminder to short-term rental hosts and those interested in the topic, the City of Benicia would like your input on potential new rules for short-term rental uses. This is important to citizens interested in “short-term rentals”, which refers to the rental of either bedrooms within a home, or the full home, for a period of fewer than 30 days, such as AirBNB, VRBO and HomeAway. So far the City has permitted approximately 20 of these businesses citywide.

Lake Herman Dam Passes Inspection Once Again
|
Recently, the City of Benicia hosted the California Division of Safety of Dams (DSOD) for their annual inspection of Lake Herman Dam. DSOD is the state regulator charged with ensuring the safety and operability of dams throughout California.
Lake Herman Dam, the 7th largest dam in the county, was originally built in 1905. This year’s inspection involved a site visit, enforcement-compliance review, and an in-office review of current operational data. The inspection and reviews found no reportable deficiencies and the City will maintain its “Satisfactory” rating for another year.
Special thanks goes to the Public Works Maintenance and Water Treatment divisions for proactive on-going maintenance of the dam and superior record keeping.

Ferdinand "Ferd' Bueno says he's thrilled to recently join the City's Finance Department! He brings over 20 years of accounting experience in the non-profit and public sector.
Ferd resides in El Sobrante with his wife and youngest daughter. He holds a B.S. Accounting degree from San Francisco State University. Prior to joining the City of Benicia, Ferd worked as a Senior Accounting Consultant for the City of San Leandro.
In his free time, Ferd enjoys taking long 30 miles plus bike rides as well as trying new restaurants all over the Bay Area. One fun fact about Ferd, in 2010 as part of a fundraising campaign, he rode his bike from San Francisco to Los Angeles and lived to tell about it!

All visitors shall be required to enter City Hall from East L street through the door located on the left (East) side of the building closest to the Post Office. Please check in with the staff person at the designated Welcome Window.

Do not visit City Hall if you are experiencing symptoms of COVID-19. Appointments can always be rescheduled.
