Federal Court strikes down Florida’s restrictions on transgender care for minors and adults
Florida law restricting transition-related care for minors is unconstitutional and was motivated by anti-transgender bias, a judge ruled in early June. This ruling strikes down administrative rules of a law enacted in May 2023 that banned puberty blockers and hormone therapy for trans minors and placed restrictions on how all trans people, including adults can receive care, threatening healthcare providers licenses and imposing hefty fines. This resonates not only because it happened during PRIDE month, but also because ANAC members joined others across the country in raising concerns about the “Don’t Say Gay” legislation and anti-trans environment in Florida, particularly during our annual conference held in November 2022 in Tampa.
In a related action, in March 2024 a settlement was reached with the Florida Department of Education, various school districts and parents and advocates and other LGBTQ+ allies. The agreement successfully dismantled the most harmful impacts of the “Don’t Say Gay” law, ensuring it cannot be wielded as a tool of discrimination against LGBTQ+ students, educators, and families and secures several critical protections.
We applaud Florida ANAC members, other healthcare providers and community members in Florida who stayed strong during this time, providing evidence-based care and supports to their communities.

Nurse leader receives honorary doctorate
Ann Kurth, PhD, RN, MPH, president of the New York Academy of Medicine (NYAM) received an honorary doctorate from UMASS Chan Medical School. She is the first nurse and epidemiologist appointed to lead the 177-year-old organization, an organization dedicated to research for health equity. Dr. Kurth previously was dean of the Yale School of Nursing and in her role at NYAM is continuing her professional commitment to eliminating barriers that prevent people from living healthy lives, including climate change and pandemics. She is a long-standing ANAC member and has published widely—including one of the first books on HIV in women.

PURPOSE I Results
Lenacapavir twice yearly injections provided 100% protection from HIV in a trial of young African women. The randomized controlled Phase Three trial was conducted in Uganda and South Africa, enrolling 5,300 cisgender women, ages 16-25. Participants were randomized to receive twice yearly lenacapavir injections or standard HIV prevention,(daily oral Truvada or Descovy). Lenacapavir was superior to the other arms in preventing HIV infections in this study and an interim Data Monitoring Committee recommended to stop the blinded phase of the trial and offer open-label lenacapavir to all participants. Gilead Sciences shared the results on June 20, 2024.

SHE is Women's Conference
Congratulations ANAC Board Member, Bridgette Picou for putting together the SHE is Women’s Conference this past month! What an amazing line up of speakers and participant activities. The conference concluded with a panel discussion on shifting the narrative of lived experiences of women living with HIV.

ANAC members made public comment to the President’s Advisory Council on HIV/AIDS (PACHA)
ANAC members provided separate commentary that was formally entered into the proceedings of the PACHA meeting and the Federal Record June 6, 2024. The need for HIV prevention services and programs that center on Black women was the focus of remarks by Brenice Duroseau, MSN, FNP-C (Johns Hopkins School of Nursing) and Nina Sublette, PhD, APRN-BC, AACRN (University of Tennessee) described the impact of recent political policies on HIV and STD rates in Tennessee. PACHA provides advice, information and recommendations to the Secretary of Health & Human Services regarding programs, policies and research to promote effective HIV diagnosis, treatment, prevention and quality services. Helen Miramontes Advocacy Award
Orlando Harris, PhD, RN, FNP, MPH, FAAN was awarded the 2023 Helen Miramontes Advocacy Award. This award is presented by ANAC and Until There’s A Cure Foundation to an ANAC member whose work focuses on improving the lives of vulnerable persons or communities, influences policy at a local, state, national or international level and whose drive, motivations and passion affect change.
Orlando is an associate professor of nursing in the Department of Community Health Systems and an associate professor of medicine in the Division of Prevention Science in the Department of Medicine at the University of California, San Francisco. His research focuses on the exploration of risk and protective factors in sexual and gender diverse communities of color in the United States and the Afro-Caribbean diaspora.
