In 1898, the Michigan Osteopathic Association (MOA, formerly known as the Michigan Association of Osteopathic Physicians and Surgeons) was founded with a mission to serve the recent arrival of osteopathic physicians. In 2023 the MOA is celebrating the 125 years of our commitment to serving osteopathic physicians, and the communities they serve. Throughout the year we will be looking back on our history, the changes in medicine, education and the growth of osteopathic philosophy.

The 2023 MOA House of Delegates

The Michigan Osteopathic Association House of Delegates (HOD) will take place Saturday, April 29, 2023. The HOD will be virtual and has been moved from the traditional Spring Convention in order to adhere to the American Osteopathic Association's HOD timeline of submitting resolutions to their HOD.

Resolutions must be submitted by February 17, 2023

The MOA relies on the support and participation of its members in shaping the health policy of tomorrow. Submitting resolutions for action directly influences the MOA advocacy agenda.

Delegates to the MOA HOD must be submitted by February 17, 2023

Even if you have never served as a delegate before, the MOA welcomes you to join at this most important event. Contact your component society to learn more about how you can be a delegate or submit resolutions.

Who Can Author and Introduce Resolutions?

Any MOA member in good standing may author a resolution; however, introduction of resolutions to the House of Delegates is limited to delegates, alternate-seated delegates, component associations, MOA Departments, Councils, or Board of Trustees. Non-delegate status members in good standing should contact their component association for assistance in identifying an appropriate channel for resolution introduction.

Do you know an outstanding resident to nominate for the 2023 Resident of the Year Award? We need to hear from you! The MOA is looking to recognize and honor another outstanding osteopathic resident from Michigan who goes above and beyond to bring a sense of pride to the profession by exhibiting the exemplary characteristics of an osteopathic physician.

All osteopathic physicians, currently in their third through last year of residency, are eligible to be nominated! Nominations must be submitted by March 15, 2023.

2023 Women of Excellence

The Women of Excellence award is given on an annual basis by the MOA to recognize a female osteopathic physician who has provided exemplary leadership in the field of medicine.

Qualifications:

Female osteopathic physician who is a current member of the MOA and exhibits leadership for the profession or the advancement of women in the field of medicine.

Application Process:

She may nominate herself or be nominated by another osteopathic physician of the MOA in the form of a letter of nomination describing why she believes she qualifies for the award. A current CV is also required.

The Michigan Osteopathic Association hosts a Scientific Research Exhibit (SRE) at the annual Spring Conference. These competitions provide osteopathic medical students, residents, fellows and attending level physicians an opportunity to present their medical and scientific research to our profession. The SRE competition demonstrates the very best of what osteopathic medicine is and reaffirms the profession’s commitment to the advancement of science in osteopathic medicine.

Removal of DATA Waiver (X-Waiver) Requirement

Section 1262 of the Consolidated Appropriations Act, 2023 (also known as Omnibus bill), removes the federal requirement for practitioners to submit a Notice of Intent (have a waiver) to prescribe medications, like buprenorphine, for the treatment of opioid use disorder (OUD). With this provision, and effective immediately, SAMHSA will no longer be accepting NOIs (waiver applications).

All practitioners who have a current DEA registration that includes Schedule III authority, may now prescribe buprenorphine for Opioid Use Disorder in their practice if permitted by applicable state law and SAMHSA encourages them to do so. SAMHSA and DEA are actively working on implementation of a separate provision of the Omnibus related to training requirements for DEA registration that becomes effective in June 2023.

In January, Change Healthcare will reach out by phone or letter to health care providers who submit claims to Blue Cross Blue Shield of Michigan and Blue Care Network. Coding Advisor will compare the billing of CPT codes to those used by a provider’s peers through a physician profile. (An example of a physician profile is at the end of this article.)

Public Health Emergency (PHE) Unwinding

MDHHS has issued many COVID-19 response Medicaid policy bulletins and L letters which changed existing policy and processes under the guidance of the federal PHE. Many COVID-19 response policy bulletins and L letters are intended to be time-limited, and MDHHS will notify providers of their termination.

In preparation for the end of the federal PHE, we encourage providers to take the following steps:

Review the Medicaid policy bulletin and L letter webpages to see which policies or L letters may impact your provider type.
Verify beneficiary eligibility prior to services. Providers can visit the Eligibility and Enrollment webpage for step-by-step instructions.
Remind beneficiaries to verify or update their contact information, or report any changes, online through MI Bridges. They can also call their local MDHHS office for help. Local office information can be found on MDHHS County Office webpage.
Remind beneficiaries to open mail from MDHHS, and complete and return renewal documents.

What will happen to the policies that will change or end as part of the PHE?

Policies that will change or end a COVID-19 Response policy will be fully promulgated, which includes a 35-day public comment period and issuance of a final bulletin at least 30 days before the effective date of the policy change. Beneficiaries will be provided with timely and adequate notice of the ending or reduction of any COVID-19 Response service or process.
