Greetings!

Here's the latest information about things going on in the Borough of Pompton Lakes this month, assembled and produced by the Public Information Department.
Mayor Serra's Message
The month of February proved to be a wintery month as we experienced continuous storms that created hazardous conditions. The first major snowstorm in February dumped over 22 inches and the Department of Public Works was busy removing snow from the roadways and clearing sidewalks for three days. Several wintery storms followed and I thank the DPW for their efforts during the many storms that continued throughout the month of February. 

I would like to express my appreciation to Tilcon for their assistance with removal of the bulk of the snow in the Business District. This has been a challenging time for local businesses and the removal of the snow provided accessibility to businesses and allowed for parking. The Department of Public Works and the Police Department also helped with the snow removal effort and I thank all for their assistance.  

I would remind all residents the Office of Emergency Management Awareness Seminar has been scheduled for Wednesday, March 17, 2021 at 7:00pm. Al Evangelista, OEM coordinator will provide a public presentation on how to plan, mitigate, respond and recover from a natural or man-made emergency. The presentation will be remotely via zoom and residents will have the opportunity to participate or submit questions to the Municipal Clerk. Additional information as to the format will be provided through social media, Borough website and channel PLTV 77.  

COVID cases continue to decrease after several surges of positive COVID-19 cases over the past few months. Please continue to be diligent and mindful of COVID protocols. The Governor continues to modify and amend COVID restrictions as positive cases decline and indoor seating for restaurants is at 35% of capacity. Please make every effort to continue to support our local businesses as the past year has been difficult.  

The administering of the COVID vaccine has slowly begun to accelerate as additional vaccine has become available. Unfortunately, the supply of vaccine does not meet the demand for the vaccine. I would urge residents to register on the State website for the vaccine as well as registering with the County, Wayne and Woodlawn Park Health Department. Private healthcare facilities also have access to administer the vaccine and residents would need to register through the specific private healthcare website. 

In closing, I hope the winter storms are behind us as I am looking forward to the arrival of spring.

The Borough of Pompton Lakes shares Health Services through Wayne Township and many of the programs offered in Wayne are available for seniors who reside in Pompton Lakes.   

The Borough Health Education and Nursing Services are provided through Atlantic Health System / Chilton Medical Center. The Borough nurse is in her office on Mondays from 2:30pm – 4:30pm. Residents may also leave the nurse a voice mail message – 973-835-0143 ext. 225. 

Atlantic Health System offers Community Heath programs and resources remotely. Many of the programs have no cost. To register for programs visit atlantichealth.org/events or call 800-247-9580. For additional information call 844-472-8499.

Pompton Lakes Open Space Committee Announces 2021 Trails Maintenance and Family Hikes: Great Opportunity to Volunteer and Meet New People
The Pompton Lakes Trails Maintenance Committee, a sub Committee of the Pompton Lakes Open Space Committee, has announced their 2021 dates for trails maintenance days and family hikes.
The Trails Maintenance Subcommittee is a volunteer group dedicated to the maintenance and improvement of Pompton Lakes' trails, located on the south end along the Pequannock River. 

The Committee hosts 8 regularly scheduled maintenance days per year, two per season, to ensure the trails are in good condition and free of debris, for the enjoyment of Pompton Lakes residents and visitors.

The Trails Committee also partners with the Pompton Lakes Recreation Commission to sponsor and lead its Family Hike series, intended to connect Pompton Lakes families and kids back to nature. The hikes are committee led, and attainable so young children can participate.

The Trails Committee is always accepting new volunteers and members. The Committee will also accept volunteer hours for scouts and other clubs.

The Maintenance Days for 2021 are the following:

  • May 16, 2021 at 10:00 a.m.

The Committee meets at Willow Field back parking lot. Please bring hand tools, gloves, and masks are required. Trash bags are provided.

The Trails Committee is also resuming Family Hikes again in May, provided it is safe to do so.

Recent News
NJ DEP Opens 700 Seasonal Positions in State Parks, Forests, Historic Sites
The New Jersey Department of Environmental Protection is now accepting applications for hundreds of seasonal jobs throughout state parks, forests and natural and historic sites.

Available positions include naturalists, history educators, visitor service assistants, trail stewards, office assistants, lifeguards, and maintenance personnel.
The State Park Service takes COVID-19 precautions especially seriously. Protocols are followed and all employees are provided with the essential personal protective equipment needed while at work.

Applicants for all positions are encouraged to check with the park office of their choice by Friday, March 12 about specific positions, scheduling and other job-related inquiries. Applications should be submitted as soon as possible.
Pompton Lakes Small Businesses: SBA Prioritizes Smallest of Small Businesses in the Paycheck Protection Program
The U.S. Small Business Administration is taking steps with the Paycheck Protection Program to further promote equitable relief for America’s mom-and-pop businesses. 

The latest round of Paycheck Protection Program funding opened one month ago using the following guidance:

  • For businesses with fewer than ten employees, the share of funding is up nearly 60%
  • For businesses in rural communities, the share of funding is up nearly 30%
  • The share of funding distributed through Community Development Financial Institutions and Minority Depository Institutions is up more than 40%
Additional guidance has been announced for the program. The SBA will:

  • Establish a 14-day, exclusive PPP loan application period for businesses and nonprofits with fewer than 20 employees.
  • Allow sole proprietors, independent contractors, and self-employed individuals to receive more financial support by revising the PPP’s funding formula for these categories of applicants.
  • Eliminate an exclusionary restriction on PPP access for small business owners with prior non-fraud felony convictions, consistent with a bipartisan congressional proposal.
  • Eliminate PPP access restrictions on small business owners who have struggled to make federal student loan payments by eliminating federal student loan debt delinquency and default as disqualifiers to participating in the PPP; and
  • Ensure access for non-citizen small business owners who are lawful U.S. residents by clarifying that they may use Individual Taxpayer Identification Number (ITIN) to apply for the PPP.
NJEDA To Bring Back Discounted PPE Program for Small Businesses
The New Jersey Economic Development Authority (NJEDA) today announced plans to bring back discounts of nearly 70 percent off the price of personal protective equipment (PPE) purchased through the Authority’s New Jersey Small and Micro Business PPE Access Program. The expanded discounts will be available to New Jersey-based businesses with 100 or fewer employees beginning Tuesday, February 16th at 9:00 a.m. Small businesses and organizations interested in receiving these discounts must apply at https://ppe.covid19.nj.gov. Businesses that were approved prior to December 17, 2020 do not need to reapply.
The NJEDA launched the NJ Small and Micro Business PPE Access Program in late 2020 in response to consistent concerns emerging from the Governor’s Restart and Recovery Commission, the nine sector-based committees of the Governor’s Restart and Recovery Advisory Council, and input from numerous small businesses indicating the need for readily available, fairly priced PPE.

During Phase 1 of the program, the NJEDA identified and vetted “Designated Vendors,” including Boxed, Office Depot, and Staples, who have partnered with the Authority to create “microsites” where New Jersey-based businesses can purchase a curated selection of PPE products at a 10 percent discount. The NJEDA also collaborated with the New Jersey Department of Health to create an online PPE Planning Tool that helps businesses understand PPE product requirements and estimate their organizational PPE needs. Passaic County Announces COVID-19 Testing for March
The Passaic County Board of County Commissioners is offering FREE COVID-19 testing throughout the County. A pop-up mobile testing site will stop in each municipality for a full day of on-site testing.

Mobile test sites are open from 9 a.m. to 2 p.m. 

These sites will test patients using the saliva test. No eating, drinking, smoking, or chewing gum at least 30 minutes prior to testing. Results are available 48 to 72 hours after the test.

Governor Murphy Signs Executive Order Extending Public Health Emergency in New Jersey
Governor Phil Murphy today signed Executive Order No. 222. The Order extends the Public Health Emergency that was declared on March 9, 2020 through Executive Order No. 103, which was previously extended in 2020 on April 7, May 6, June 4, July 2, August 1, August 27, September 25, October 24, November 22, and December 21, and again in 2021 on January 19. Under the Emergency Health Powers Act, a declared public health emergency expires after 30 days unless renewed.
“Extending the public health emergency allows the Department of Health to continue its vaccination efforts, including prioritizing high-risk individuals, promoting adequate staffing at vaccination sites, and overseeing second dose administration,” said Governor Phil Murphy. “Today’s action gives us the ability to continue our ongoing COVID-19 mitigation efforts while also vaccinating New Jersey residents as quickly and safely as possible.”

Executive Order No. 222 extends all Executive Orders issued under the Governor’s authority under the Emergency Health Powers Act. It also extends all actions taken by any Executive Branch departments and agencies in response to the Public Health Emergency presented by the COVID-19 outbreak.

Governor Murphy Signs Executive Order Allowing Limited Spectators at Youth Sporting Events
Governor Phil Murphy today announced Executive Order No. 220, which enables indoor and outdoor youth sporting events to allow parents or guardians to attend practices or competitions. The executive order will take effect immediately.
Under the executive order, up to two parents or guardians per athlete under the age of 21 will be able to attend indoor or outdoor youth sports practices and competitions. No other spectators are permitted, and even with the parents or guardians, indoor youth sporting events may never exceed 35% capacity or 150 people. All spectators must follow the Department of Health’s sports activities guidance including mask requirements, social distancing guidelines, and staying home when sick. Spectators will be expected to cooperate with contact-tracing efforts. School districts will retain the ability to impose stricter guidelines and not allow spectators, and also have the discretion on whether and when to implement today's policy regarding parents or guardians.

Borough Hosting Annual Shredding Day
The Borough of Pompton Lakes is hosting our Annual Shredding Day on Saturday March 27, 2021 from 9:30 a.m. - 12:30 p.m. at the Pond Hole parking lot, behind Smiling Rhino Theatre. Accepted materials include confidential documents, books, binders, magazines, and much more. This event is rain or shine and free to the public.

Pompton Lakes Business Improvement District Hosting BID Bucks Sale
The Pompton Lakes Business Improvement District is hosting a BID Bucks Sale on Saturday March 20, 2021 from 11:00 a.m. - 1:00 p.m. at the Pond Hole Parking Lot, behind Smiling Rhino Theatre. Purchase $150 in BID Bucks for only $100. No cash, checks only. Residents and visitors are asked to stay in your vehicle as this is a drive thru sale.
Pompton Lakes Library Opening Procedures and Guidelines
The library is currently open to the public, with some restrictions:

  1. Masks need to be worn and social distancing should be observed.
  2. Due to the size of the building, and restrictions on occupancy, there is a limit of 7 library patrons at a time. There is a possibility one will need to temporarily wait outside.
  3. Computers are available, but we ask that patrons limit their online session to 45 minutes.
  4. Printer/Scanner/Fax are available.
  5. We ask that patrons keep their visit to under 45 minutes.
  6. Hand sanitizing stations and wipes are available around the building. Patrons are encouraged to use them before and after using computers and/or handling materials.
The delivery of materials between libraries has resumed.

Pompton Lakes Library Launches Brainfuse - An E-Learning Program for all Ages
The Pompton Lakes Public Library is pleased to announce the launch of Brainfuse – on demand, anytime, anywhere eLearning for all ages and levels. Brainfuse HelpNow™ provides differentiated learning solutions for users of diverse needs and background.
Students communicate with live tutors using an interactive whiteboard to chat, write, draw, copy/paste text or images and graph homework problems. HelpNow™ will be available to all library patrons from the public computers at the Pompton Lakes Public Library or from any computer with an internet connection starting February 1 until June 15, 2021. To access HelpNow™, please visit the library’s website at https://www.pomptonlakeslibrary.org.

Recycling Center

The Borough Recycling Center is located on Grove Street and is open to all Borough Residents and Businesses. Residents and Businesses must display on their mirror or show the attendant a valid Borough decal or I.D. upon entering the Center. The Center is open Monday through Saturday from 7:30 a.m. to 3:15 p.m.
 
The Recycling Center offers biodegradable lawn and leaf bags at a cost of $.35 cents per bag. The following materials are accepted at the Recycling Center:

  • Grass Clippings
  • Leaves, Brush & Tree Limbs (max length 8 ft; max diameter 2 inch)
  • Co-mingled Glass, Plastic & Metal Recyclables
  • Aluminum cans - must be separated from other co-mingled recyclables
  • Paper & Cardboard Recyclables
  • Corrugated Cardboard – must be separated from other paper recyclables
  • Electronic Equipment & Computers
  • Metals
  • Waste Engine Oil
  • Car Batteries
 
Tires may be brought to the Recycling Center at a cost of $2.50 per tire without the rim and $5.00 per tire with rim. Propane tanks are not accepted at the Recycling Center.
 
LEAVING MATERIALS AT THE RECYCLING CENTER GATE WHEN THE CENTER IS CLOSED IS CONSIDERED ILLEGAL DUMPING AND PUNISHABLE BY FINES AND/OR IMPRISONMENT.

Reminder - Snow Parking Rules and Regulations During Winter Months
The Pompton Lakes Police Department would like to remind residents about the rules and regulations during a snow event. Borough ordinance states that when the snow accumulates to such a depth that snow removal or plowing is necessary on our roadways, street parking is not allowed.

Pompton Lakes Stigma Free Initiative and Atlantic Health System Provide Resources for Grief
Grief is a natural response to loss during or after a disaster or other traumatic event. You don’t have to experience the loss of a loved one to experience grief during COVID-19. Many of us are grieving the loss of normalcy – missing our “regular” lives. You may feel a variety of emotions, like sadness, loneliness, disbelief, anxiety, or anger. Everyone grieves differently. But if you understand your emotions, take care of yourself, and seek support, you can heal.
Try these things to help you come to terms with your loss and begin to heal:

  • Give yourself time. Accept your feelings and know that grieving is a process.
  • Talk to others. Spend time with friends and family. Stay physically distant but not emotionally distant.
  • Take care of yourself. Exercise regularly, eat well, and get enough sleep to stay healthy and energized.
  • Return to your hobbies. Get back to the activities that bring you joy.
  • Join a support group. Speak with others who are also grieving. It can help you feel more connected.
  • Practice gratitude and Be Kind to Yourself. What are you grateful for today? Post your gratitude list in a place where you will easily and routinely see it.

To support a child who may be experiencing grief:

  • Ask questions to determine the child’s emotional state and better understand their perceptions of the event.
  • Give children permission to grieve by allowing time for children to talk or to express thoughts or feelings in creative ways.
  • Provide age and developmentally appropriate answers.
  • Practice calming and coping strategies with your child.
  • Take care of yourself and model coping strategies for your child.
  • Maintain routines as much as possible.
  • Spend time with your child, reading, coloring, or doing other activities they enjoy.
