Summary of the 131^st Convention of the Episcopal Diocese of Washington

On January 31, 2026, the Reverend Javier Garcia Ocampo, the Reverend Tracey Forfa, the Reverend Deacon Rosa Briones, Mary Rouse, and Kristen Keating represented the Church of Ascension at the 131^st Convention of the Episcopal Diocese of Washington. The theme of the convention was “Upholding One Another in Love.”

The convention began with a morning prayer service followed by an address by Bishop Marianne. During her address, the Bishop stated the diocesan staff will continue to work on the strategic plan. The three major objectives of the strategic plan are revitalizing congregations; inspiring everyone to grow in faith and equipping leaders to lead well; and equipping congregations to do equity and justice work.

One of the purposes of the convention is to elect people to server at the diocesan level. We elected four members to the Standing Committee. Members are elected by region to serve a two-year term. The role of the Standing Committee is to serve as an advisory group to the Bishop. They recommend candidates for Ordination, consent to the election of all bishops in the US; and make recommendations on requests from congregations to sell property. We also elected lay and clerical delegates and alternate delegates to the General Convention. The General Convention is a convention of the national church that occurs once every three years.

The convention provides an opportunity for committees mandated by resolutions passed by previous conventions to give a report on their progress. The Reparations Committee provided a report on their activities over the past year. The mission of this committee is “To carry out the Diocese's mandate for repair by investigating, addressing, and recommending comprehensive reparative measures for the historical and ongoing injustices inflicted on Black clergy, congregations, and communities.” The committee met six times during the year and created a strategic plan. According to their written report, some of the next steps include, “Develop timeline and work phases for 2026-2027; develop plan for parish interviews and historical research, design distribution framework, including definitions, eligibility, and guidelines; [and] prepare for initial rollout of resources in 2026.

The Committee on the Constitution and Canons reported on the following issues: the Maryland statute enacted in 2024 affecting the corporate status of parishes in the Diocese located in the State of Maryland; an amendment to the Convention to amend the Canons to require any new parish or separate congregation established by the Convention in the Diocese of Washington to make any necessary filings with Maryland or the District of Columbia to record Articles of Incorporation; and an amendment to the Convention to amend the Canons relating to State law requirements of Maryland and the District of Columbia for the number of members of the vestry required to be members of any committee established by the vestry that exercises any authority of the vestry.

The convention passed two resolutions. The first resolution stated, “That, each congregation is asked to commit to supporting our Diocese with the standard level of giving described below, which is the higher of: (a) 4% of regular income up to $400,000; plus 4.5% of regular income between $400,000 and $900,000; plus 5% of regular income between $900,000 and $2.5 million; plus 2% above $2.5 million, or (b) the congregation’s giving from the prior year.” As we learned during Ascension’s annual meeting, this new requirement will not affect our own parish as we already give more than this new formula would require. Please note that the standard will remain 10% of a church’s regular income. The resolution is intended to give churches that cannot meet the 10% goal a minimum standard.



The second resolution asked the Episcopal Diocese of Washington to oppose the US government’s treatment of immigrants. The resolution called for the diocese to encourage it’s members “to advocate that relevant governing bodies promote Migration With Dignity by cancelling and repealing [the current] actions and programs, and by enforcing existing laws and policies on behalf of refugees, migrants, asylum seekers and displaced persons, and enacting new laws and policies guaranteeing their welcome, protection and integration into our communities; and be it further resolved, that the Episcopal Diocese of Washington offer a Migration with Dignity formation program to engage Episcopalians in this diocese with the plight of refugees, migrants, asylum seekers and displaced persons.”

Ascension clergy will be offering a Healing Eucharist Service each Wednesday at noon during Lent starting on February 25th. 

Thanks to your overwhelming generosity the food pantry is well stocked! As needs arise we will be providing updates in this space. Please encourage anyone who has a need or knows someone who is in need to use the pantry.

The Men’s Shelter lunch program provides bagged lunches for homeless men. Lunches are assembled in the Parish Hall once a month. Generous Ascension members donate the supplies. Depending on the season, we provide 40 to 80 lunches each month. The program takes place every month; our next one is February 15, at 9:00 a.m. Come to the Undercroft and help make the sandwiches and bagged lunches. Please do not throw anything other than communion cups in the wastebaskets that are placed in the sanctuary. Remember, the wine has been consecrated — the blood of Christ— so throwing anything else into the wastebaskets is contrary to the proper handling of the sacred elements.

February 8th is Superbowl Sunday - vote for your favorite team by bringing in a can of soup and placing it in the appropriately marked basket! Soups will be distributed between Gaithersburg HELP and the Ascension food pantry.(As always, any and all non-perishable goods are welcome donations for both destinations). Outreach thanks you for your support in tackling hunger in our community!

There will be a memorial service for Christoph Witzgall on Saturday, February 21, at 11 a.m.

Join us for Bible Study on the 2nd and 4th Monday of each month at 7:00 PM in the library. Next meeting will be on February 9th and we will continue our journey through the Book of Exodus, focusing on Chapters 17 and 18. These chapters explore Israel’s struggles in the wilderness, from thirst and conflict to the arrival of Moses’ father-in-law, Jethro, and invite us to reflect on themes of leadership, trust, and God’s surprising provision. All are welcome. Bring your questions, your curiosity, and your Bible or Bible App! 🙂

Each year during Lent, our church participates in the Rice-Bowl Offering as a simple and meaningful way to practice prayer, fasting, and generosity. Through this tradition, we collect donations to support those in need, either locally or beyond our community. This year, we will once again observe the Rice-Bowl Offering throughout Lent. The Vestry is prayerfully discerning which organization or ministry will receive the funds, seeking a partner whose work reflects our mission and values. More information about the recipient will be shared soon. We invite everyone to participate and give generously during this holy season, knowing that your gifts will help make a real difference in the lives of those facing hardship. Thank you for walking this Lenten journey with compassion and care for others.

On the second and fourth Mondays, we will have Bible Study. On the other Mondays, we will stay after soup and pray Compline, a quiet service to end the day in peace. We will join with diocese members and other congregations to:

• deepen our understanding of how we can faithfully stand with our migrant neighbors
• learn about efforts to mobilize congregations to meet our migrants neighbors’ basic needs, offer solidarity in times of vulnerability, and proclaim publicly the dignity and value of all
• share with each other what we are doing to resist the dehumanization and violence our neighbors are facing

There will be panel discussions and breakout sessions for skill-building and support. Light snacks and lunch will be served, and music and art will be offered to lift our spirits. Interpretation will be provided.

Resumen de la 131.ª Convención de la Diócesis Episcopal de Washington

El Comité de Reparaciones presentó un informe sobre sus actividades durante el último año. La misión de este comité es “cumplir con el mandato de la Diócesis de reparar, investigando, abordando y recomendando medidas integrales de reparación por las injusticias históricas y continuas infligidas al clero afrodescendiente, a las congregaciones y a sus comunidades”. El comité se reunió seis veces durante el año y elaboró un plan estratégico. La resolución exhorta a la diócesis a animar a sus miembros “a abogar ante las autoridades correspondientes para promover una Migración con Dignidad, cancelando y derogando las acciones y programas actuales, haciendo cumplir las leyes y políticas existentes en favor de refugiados, migrantes, solicitantes de asilo y personas desplazadas, y promulgando nuevas leyes y políticas que garanticen su bienvenida, protección e integración en nuestras comunidades”. Asimismo, solicita que la diócesis ofrezca un programa de formación sobre Migración con Dignidad para involucrar a los episcopales de la diócesis en la realidad que enfrentan estas poblaciones.

Encuentro de Solidaridad con Migrantes: Aprender, Actuar, Resistir

Sábado 21 de febrero, de 9:00 a.m. a 2:00 p.m.

Nos reuniremos con miembros de la diócesis y otras congregaciones para:

• profundizar nuestra comprensión de cómo acompañar fielmente a nuestros vecinos migrantes

• conocer los esfuerzos para movilizar a las congregaciones a fin de atender las necesidades básicas de nuestros vecinos migrantes, ofrecer solidaridad en tiempos de vulnerabilidad y proclamar públicamente la dignidad y el valor de todas las personas

• compartir lo que estamos haciendo para resistir la deshumanización y la violencia que enfrentan nuestros vecinos

Habrá paneles de discusión y sesiones en grupos pequeños para desarrollar habilidades y apoyo mutuo. Se ofrecerán refrigerios ligeros y almuerzo, así como música y arte para animar nuestro espíritu. Habrá servicio de interpretación.
