The Senate and Assembly Appropriations Committees heard bills where legislation was advanced or blocked. Here are some notable victories for the business community:
• SB 1162 Amended – SB 1162 (Limón) would have mandated employers to submit pay data for the state to publish, which could spur litigation and shaming of companies based on unreliable, broad data. The requirement has been removed. The bill still undermines employers’ hiring ability and exposes employers to PAGA litigation, but the amendments reduce its impact.
• SB 1044 Amended – SB 1044 (Durazo) would have allowed employees to refuse to go to work regardless of employers’ or Cal/OSHA’s safety standards, undermining emergency response. The bill was amended to narrow its scope so workers can avoid unsafe conditions without overstepping existing protections.
• Manufacturing tax incentive bill AB 1951 (Grayson) is headed for a Floor vote, as well as SB 1338 (Umberg), which establishes a CARE Court system to better address homelessness, and SB 717 (Dodd), which authorizes a study on accelerating broadband deployment.
- Housing bill AB 2705 (Quirk-Silva), which set fire safety standards for new homes, did not advance.

5,600 Jobs in July

Orange County added 5,600 workers in July – 28% above the year’s hiring pace, bringing employment to 98.8% of pre-pandemic levels. State figures found local bosses had 1.66 million workers in July, up 73,400 in 12 months. Job growth took an unexpected uptick as summer got in full gear.
