Restaurant of the Year - Casa Garcia

Congratulations to Restaurant of the Year - La Casa Garcia! Despite being temporarily closed, the owner of La Casa Garcia Restaurant in Anaheim opened up his kitchen and heart to donate 1,000 meals to front-line health care workers, first responders, essential workers, and homeless people.
The restaurant is celebrating more than 46 years of the community. Its owner, Frank Garcia, is no stranger to being generous to people and families in need. He and his staff cook warm meals for homeless individuals every holidays season.

Omicron Surge Policies to Expire
|
As COVID-19 conditions continue to improve across California and the Omicron surge subsides, temporary measures the state had put in place will expire in the coming weeks. Definitions for indoor and outdoor mega-events will return to pre-surge guidance (from 500 to 1,000 attendees for indoor events, and 5,000 to 10,000 attendees for outdoor events) after February 15. The indoor masking requirement will also expire on this day, reverting to the previous guidance which requires masking for unvaccinated individuals in all indoor public settings and required masking for all individuals regardless of vaccination status in higher-risk settings like public transit and congregate living. Workplaces will continue to follow the COVID-19 prevention standards set by CalOSHA.
The state is continuing to work with education, public health, and community leaders to update masking requirements at schools to adapt to changing conditions and ensure the safety of kids, teachers, and staff.
Additional adjustments to the state's policies will be shared in the coming week.

Beginning February 14, 2022, at 9:00 am until March 15, 2022, at 5:00 pm, eligible microbusiness owners can apply for Orange County Microbusiness Grants.
The County will provide one-time $2,500 grants to microbusinesses facing barriers to accessing capital. Small businesses owners, including women, veterans, minorities, individuals without documentation, and individuals with limited English proficiency, are encouraged to apply.

New State Law Requires COVID-19 Supplemental Paid Sick Leave Retroactive to January 1
|
Earlier today, Governor Gavin Newsom signed SB 114 into law after it passed both houses of the Legislature earlier this week. It requires businesses that employ 26 or more people to provide 80 hours of COVID-19 supplemental paid sick leave to full-time employees, retroactive to January 1, 2022, and expiring on September 30, 2022. Part-time employees are entitled to a pro-rated amount of COVID-19 supplemental paid sick leave.
- Employees may use COVID-19 supplemental paid sick leave to:
- Isolate or quarantine due to COVID-19
- Seek a COVID-19 test while symptomatic
- Obtain or recover from the COVID-19 vaccine (subject to time limitations noted below)
- Care for a family member who is isolating or quarantining due to COVID-19
- Care for a family member obtaining or recovering from the COVID-19 vaccine (subject to time limitations noted below)
The California Chamber of Commerce and a coalition of business groups were able to win an anti-fraud concession that employers may require proof of a positive COVID-19 test before an employee can use more than 40 hours of COVID-19 supplemental paid sick leave. The coalition also gained a limitation on the amount of time employees can use to attend a vaccine/booster appointment or recover from vaccine/booster side effects, capping the number of hours to 24 business hours (three business days) unless a health care provider verifies that the employee needs more time due to symptoms; these hours are included within the 80-hour COVID-19 supplemental paid sick leave amount (not in addition to).
SB 114 does not include any tax credits, deductions, or other direct assistance for employers. However, the Governor and the Legislature did approve SB 113, which restored the net operating loss tax deduction effective January 1, 2022, for corporate and individual taxpayers with business income of $1 million or more, who had temporarily lost this deduction beginning in 2020. SB 113 also removes the $5 million cap on business tax credits that had been imposed beginning in 2020. SB 113 also conforms California with federal tax law by granting an income tax exemption for money received from federal restaurant revitalization grants and federal shuttered venue operator grants.
