Disneyland Resort Reopening Webinar
On Tuesday, March 9th, Visit Anaheim and the Anaheim Chamber of Commerce hosted a webinar Responsible Recovery Together - Reopening of Disneyland 2021

California Okay's Reopening of Ballparks, Disneyland
California has cleared a path for fans to hit the stands at opening-day baseball games and return to the Disneyland Resort and other amusement parks next month.
Disneyland BACK IN ACTION
Disneyland and Disney California Adventure will reopen in late April. 10,000 furloughed employees will rejoin the workforce after a year of closure. Disneyland and Disney California Adventure are eager to have staff safely back in action.

Gov. Gavin Newsom for Reopening Guidelines
Under the umbrella of the California Convention Center Coalition and California Travel Association, 134 tourism officials, business owners, and labor groups signed a letter sent to Governor Newsom and released it to the public Thursday, March 4. Signatories include the Anaheim/Orange County Hotel & Lodging Association, the Long Beach Convention & Visitors Bureau, the Costa Mesa Chamber of Commerce, the Greater Palm Springs Convention & Visitors Bureau, the Los Angeles Convention Center, the San Diego Tourism Authority, Visit Pasadena and others.

American Rescue Plan Act to be Signed by the President by Friday
On Saturday, March 6, the Senate approved an amended version of President Biden’s American Rescue Plan. On Wednesday, March 10, the House approved the Senate’s version and sent it to President Biden for his signature. Among other things, the $1.9 trillion plan includes:

  • $25 billion for grants to restaurants and bars
  • Additional $15 billion to the Emergency Injury Disaster Loan 
  • Additional $7 billion for the Payment Protection Program (PPP)
  • Tax credits for businesses that decide to provide paid sick and family leave tax through October 1
  • $20 billion to state and local governments to help low-income households cover back rent, rent assistance, and utility bills
  • $10 billion to help struggling homeowners pay their mortgages, utilities, and property taxes
  • $5 billion to state and local governments to help people at risk of homelessness
  • $5 billion in housing vouchers for the homeless
  • $20 billion for COVID vaccines
  • $50 billion for COVID testing 
  • $195 billion for state governments
  • $130 billion for county and city governments
  • $125 billion for public school reopening and $2.75 billion for private school reopening
  • $1,400 stimulus checks for individuals making up to $75,000 and $2,800 stimulus checks for couples making up to $150,000
  • $300 weekly extra unemployment insurance has been renewed through September 6
  • 2021 child tax credit has been increased from $1,000 per child to $3,000 per child aged 6+ and $3,600 per child under 6
  • 15% increase in food stamp benefits through September
  • $0.88 billion for Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)

New Rounds of California Small Business and Non Profit
COVID-19 Relief Grant Program
California’s Office of the Small Business Advocate, part of the Governor’s Office of Business and Economic Development (GO-Biz), announced on March 3rd, four new funding rounds for the California Small Business COVID-19 Relief Grant Program following Governor Gavin Newsom signed into law a comprehensive package of immediate actions that speeds much-needed relief to individuals, families, and businesses suffering the most significant economic hardship due to COVID-19.

CalChamber Issues Statement Following Governor’s
State of the State Address
California Chamber of Commerce President and CEO Allan Zaremberg issued the following statement in response to Governor Gavin Newsom’s State of the State address on March 9 :

“We appreciate the Governor’s focus on the importance of vaccines and safely re-opening California’s economy and our schools as quickly as possible. The Governor’s previous actions to provide economic relief to our small businesses will certainly help provide an economic bridge as we wait for California’s economy to recover. As we move toward that recovery, we encourage Governor Newsom to use the billions of dollars California is likely to receive in federal relief to replenish the unemployment insurance fund rather than burdening small businesses with tax increases to repay billions in federal government loans.”

Orange County will move
to more relaxed red tier next week
Current COVID-19 positivity rates have continued to decline, placing OC on track to reopen early next week.

Orange County Vaccine PODs - Update
Pending vaccine supply, individuals notified to schedule an appointment through Othena can select the vaccine type to receive (Moderna, Pfizer or Johnson & Johnson). Vaccine selection depends on which vaccines are available on open appointment dates.
 
The Disneyland Super POD is now dispensing vaccines only through Americans with Disabilities Act (ADA) lanes/in-car vaccinations. The site will have less capacity than the County’s other POD sites and is intended to serve people who require an ADA-accessible option. The Anaheim Convention Center began dispensing the Johnson and Johnson vaccine on Tuesday.
 
Individuals who lack access to technology can call the HCA hotline at (714) 834-2000 for assistance with Othena registration and support.

CDC releases first set of guidelines for fully vaccinated people
The CDC’s website says a person is considered fully vaccinated for COVID-19 two weeks after they have received the second dose in a 2-dose series, for the Pfizer-BioNTech or Moderna vaccines, or two weeks after they have received a single-dose Johnson & Johnson vaccine. 


Fully vaccinated and in non-healthcare settings can participate in the following: 

  • Visit with other fully vaccinated people indoors without wearing masks or physical distancing
  • Visit with unvaccinated people from a single household who are at low risk for severe COVID-19 disease indoors without wearing masks or physical distancing
  • Refrain from quarantine and testing following a known exposure if asymptomatic

Even though they are considered fully vaccinated, the CDC still recommends people continue to do the following:

  • Take precautions in public like wearing a well-fitted mask and physical distancing
  • Wear masks, practice physical distancing, and adhere to other prevention measures when visiting with unvaccinated people who are at increased risk for severe COVID-19 disease or who have an unvaccinated household member who is at increased risk for severe COVID-19 disease
  • Wear masks, maintain physical distance, and practice other prevention measures when visiting with unvaccinated people from multiple households
  • Avoid medium- and large-sized in-person gatherings

On March 4, 2021, the California Department of Fair Employment and Housing updated its COVID-19 guidance, addressing several vaccination-related questions.
Volunteering Clinic Could Get You a Vaccine
California launched a new program that gives residents the opportunity to get vaccinated by volunteering to help get others inoculated at sites across the state.

New Application Forms for Schedule C Filers Now Available
SBA’s new PPP application forms and Interim Final Rule for Schedule C filers are now posted on www.sba.gov/ppp. The new forms (First and Second Draw) allow Schedule C filers (e.g. sole proprietors, independent contractors). to use line 7 (Gross Income) vs. line 31 (Net Profit/Loss) as the basis for their loan amount. This will likely result in a significantly higher PPP loan amount.
