California Officials Have Confirmed that the State Will Reopen Fully on June 15
On May 21, California released information that most sectors in the current colored-tier blueprint, with limited exceptions for mega-events, can fully re-open on June 15. The plan does not require physical distancing and capacity limitations for most businesses.

Cal/OSHA and Covid19 in the Workplace Update
The California Division of Occupational Safety and Health (Cal/OSHA) is currently working on revising workplace standards related to COVID-19. The Cal/OSHA Standards Board is scheduled to vote on a final draft on June 3, with the revised standards tentative scheduled to take effect on June 15, the same day that the tier system of partial openings ends and California's economy fully reopens.
The most recent proposed draft includes ending mask requirements for fully vaccinated employees who exhibit no COVID-19 symptoms, providing N95 masks for unvaccinated employees, and free weekly testing during paid time for unvaccinated employees. Under that proposed draft, workplaces that adhere to those vaccination, masking, and testing requirements may end physical distancing. The proposed draft requires employers to provide free testing during paid time for unvaccinated employees for various other circumstances as well.  Also under the proposed draft, if there is a COVID-19 outbreak in the workplace, the employer does not need to test fully vaccinated employees who exhibit no COVID-19 symptoms. All of these proposed amended standards are still subject to change during the drafting process and require approval from the Cal/OSHA Standards Board and the California Office of Administrative Law.
On Thursday, Anaheim Chamber President and CEO Todd Ament led a webinar on Cal/OSHA's COVID-19 workplace standards with employment attorney Ashton Riley from the law firm Fisher Phillips and CalChamber Policy Advocate Robert Moutrie. Moutrie gave a live update from an in-progress Cal/OSHA Standards Board meeting. Riley delivered the main presentation on COVID-19 guidance for employers, including a “refresher” on the current standards, vaccine policies, and testing, as well as discussing the proposed Cal/OSHA amendments in light of CDC guidance.
There will be a follow-up webinar in June after the Cal/OSHA Standards Board adopts the final draft of the new standards.

AB 71 Dramatically Raises Taxes on Businesses
While homelessness is a chronic issue that necessitates action and solutions, AB 71 would impose a $2.4 billion tax increase annually on businesses to create a homelessness fund. Business leaders statewide urge legislators to look to California’s significant budget surplus, including Gov. Newsom’s proposed $12 billion to continue supporting homelessness programs, rather than make it even more difficult for employers to compete. Read the opposition letter from R.E.A.L. Coalition here.

On May 22, The Walt Disney Company and Disneyland Resort provided CHOC patients and families a chance to virtually and physically interact with their favorite Disney friends at the first virtual CHOC walk. Disney also added murals, magic windows, and magic arts throughout CHOC’s main campus and Thompson Autism Center in Orange, to enhance CHOC’s special place of comfort and healing.
