Setbacks for Biden's Vax-or-Test Mandate
Responding to several lawsuits by businesses, employees, and five states challenging the vaccine mandate, the U.S. Court of Appeals for the 5th Circuit has extended its stay on the Biden administration's COVID-19 vaccine mandate for private employers. The stay prevents the federal government’s Occupational Safety and Health Administration (OSHA) from taking any further steps to implement or enforce the mandate until further court order.
President Signs Historic Infrastructure Bill
On Monday, President Biden signed the $1.2T bipartisan infrastructure bill into law. The Anaheim Chamber extends gratitude to OC Congressman Lou Correa for voting yes on this crucial bill earlier this month. California is set to receive roughly $23.5B for roads and bridges, $9.45B for transit, and $3.5B for water infrastructure over the next five years, among other investments in EV charging, broadband, and additional infrastructure to support a resilient economy and create jobs.

Key Considerations for Employees
to the Workplace
As expected, employers are concerned primarily with the health and safety of the workforce, especially as it pertains to adhering to the Cal/OSHA workplace safety rules and any additional rules enforced by local public health officers. However, there are several other considerations for employers to keep in mind as they return employees to the workplace and begin to return to more normalized operations.

California Should Reinstate Suspended Tax Credits
with Another Historic Budget Surplus Coming
California’s innovation-based economy thrives in large part because of the Research & Development tax credit. Also, companies who suffered losses due to COVID-19 should be able to claim those losses now to help with their recovery. With the expected budget surplus, lifting the tax credit cap and reinstating the Net Operating Loss deduction this year will provide the stability that employers need to recover and continue to grow.
