2023 Legislative Year Concludes:
73% of Bills Opposed by Anaheim Chamber Successfully Defeated
| |
|
The 2023 legislative year concluded on Friday, October 14 when the Governor finished his 30-day period for bill signings and vetoes for all legislation that was passed by the Legislature before it adjourned on September 14. The Anaheim Chamber of Commerce took official positions on 27 bills. Notably, 11 of the 15 bills the Chamber opposed were successfully defeated. The Chamber supported 7 bills by Anaheim's state legislators, with the majority of those signed into law.
Notable signings of bills the Chamber supported included AB 231 by Assemblyman Philip Chen (R-Yorba Linda/Anaheim), which allows fully remote non-emergency member meetings for nonprofit public benefit, mutual benefit and religious organizations and cooperative corporations; and SB 444 by Senator Josh Newman (D-Fullerton/Anaheim), which encourages community colleges to develop Mathematics, Engineering, Science, Achievement (MESA) programs for socially, economically, and educationally disadvantaged students, including increasing student transfers to Science, Technology, Engineering, and Math (STEM) majors at four-year colleges and universities.
Notable vetoes of bills the Chamber opposed included SB 799 by Senator Anthony Portantino (D-Burbank), which would have given unemployment benefits for striking workers and further resulted in increases in unemployment taxes on all businesses, and SB 627 by Senator Lola Smallwood-Cuevas (D-Los Angeles), which would have required employee hiring in nearly all industries to be based on an onerous and stringent seniority process.
