Anaheim Voters Overwhelmingly Reject Measure A
In yesterday's special election, Anaheim voters opposed Measure A by a 2:1 margin, with ballots counted so far showing 19,786 against Measure A and 9,299 in favor of Measure A. The Registrar of Voters still has 2,309 ballots in its possession left to count, but ballots in the mail that were postmarked by October 3 can still be counted if they reach the Registrar of Voters by October 10.
Measure A would have imposed a $25 minimum wage on event centers and hotels - the highest minimum wage in the country. It would also have imposed a maximum workload limit for hotel housekeepers of 3,500-square feet in hotels with 60+ rooms or 4,000-square feet in hotels with less than 60 rooms, and the limit would decrease by 500 square feet each time a housekeeper went to a different floor or different building. Violations of the workload restrictions that would have increased the minimum to $50 per hour for the entire day for an individual worker who worked in excess of the restrictions. Measure A also exempted unionized hotels from the terms of the measure. Measure A would have had multiple enforcement mechanisms, including filing complaints with the City Manager or filing lawsuits against event centers or hotels.
The City's economic impact studies found Measure A would have cost Anaheim taxpayers $90 million over the next ten years due to a combination of direct costs to the City as well as loss economic activity. Due to worker recruiting and retention challenges, it is likely that Anaheim businesses across all industries would have had to increase wages in order to compete with event centers and hotels for employees.
Measure A was proposed by labor union UNITE HERE Local 11, which gathered petition signatures to legally compel the City Council to either adopt the measure or place it on the ballot. The City Council opted to hold a special election for voters to decide the measure's fate instead of adopting the measure at a Council meeting.
The Anaheim Chamber of Commerce, Anaheim Family YMCA, Anaheim Neighborhood Association, Anaheim Orange County Hotel & Lodging Association, Asian American Hotel Owners Association, American Hotel & Lodging Association, California Hotel & Lodging Association, California Restaurant Association, City of Anaheim, Hospital Association of Southern California, Orange County Business Council, Orange County Register, and Orange County Taxpayers Association all officially opposed Measure A.

Legislation Spotlight: Governor Vetoes Unemployment Benefits for Striking Workers
The Anaheim Chamber of Commerce took an official "Oppose" position on SB 799 by Senator Anthony Portantino (D-Burbank). SB 799 was declared a job killer bill by the California Chamber of Commerce because it proposed to give unemployment benefits to workers who had been on strike for at least two weeks. Additionally, it would have worsened the deficit in the unemployment insurance fund, which would have required increasing employers' costs for unemployment insurance.
On Saturday, Governor Gavin Newsom vetoed SB 799, stating that it "could increase California's outstanding federal UI debt projected to be nearly $20 billion by the end of the year and could jeopardize California's Benefit Cost Ratio add-on waiver application, significantly increasing taxes on employers."
