New Color-Coded Tiered System for Reopening
Governor Newsom released a new color-coded, tiered system for reopening California businesses amid the coronavirus pandemic. Counties will be allowed to move through the four-tier system based on the following three criteria:


1) Case Rate - 7-day average of new cases per 100,000

2) Test Positivity Rate - 7-day average percentage of positive cases per number of people tested 

3) Health Equity Measure (yet to be determined)

A breakdown of the tiers is as follows:

  • PURPLE - Highest risk tier. It includes counties with a case rate of 7 new cases per 100,000 and a positivity rate of more than 8%.
  • RED – Second highest risk tier. It includes counties with a case rate of 4-7 new cases per 100,000 and a positivity rate of 5-8%.
  • ORANGE – Third highest risk tier. It includes counties with a case rate of 1-3.9% new cases per 100,000 and a positivity rate of 2-4.9%.
  • YELLOW – Lowest risk tier. It includes counties with a case rate of less than 1 new case per 100,000 and a positivity rate of less than 2%.

Orange County is currently listed as purple, which means many non-essential indoor business operations are closed. However, according to the State’s website, hair salons and barbershops can resume indoor operations Monday, August 31. All retail and shopping centers in the purple tier can open with maximum capacity at 25%. 

Orange County will be given credit for meeting the criteria for “red” status. If the trend continues, and our numbers continue to decline, we anticipate the County may move from Purple to Red on or around Tuesday, September 8.
New Initiative Looks to Support Smallest
of California Small Businesses
The Governor’s Office of Business and Economic Development (GO-Biz) announced the California Rebuilding Fund. This new public-private partnership will leverage government-backed capital to support California’s small businesses.

Rent Relief Compromise Passed
AB 3088, passed by the Legislature and signed by the Governor on Monday, prevents tenants impacted by COVID-19 from being evicted if they pay 25% of missed rent from September 1, 2020 to January 31, 2021.

39 Commons Development Project Approved by Planning Commission
Anaheim Planning Commission approved moving forward with the residential portion of the 39 Commons development at the northeast corner of Beach Blvd. and Lincoln Ave. This initial phase includes construction of 65 single-family residences. It marks the beginning of a long awaited project to bring future retail development, including shops, restaurants, entertainment, and more to West Anaheim.
Virtual Job Fair
Coming October 15th the Anaheim Chamber of Commerce is partnering with the Orange County Workforce Development Board, Orange County Community Services, Orange County One-Stop, Santa Ana Work Center, and Anaheim Workforce Connection, to host a virtual job fair.

REAL ID Deadline Extended to October 1, 2021
If your driver’s license or state-issued ID expired on or after March 1, 2020 and you are unable to renew at your state driver’s license agency, you may still use it as acceptable identification at the checkpoint. TSA will accept expired driver’s licenses or state-issued ID deadline to October 1, 2021.
Unemployment Benefits Update
California secured $4.5 billion from the Federal Government for the Lost Wages Assistance (LWA) Program. The LWA, supplemental payment of $300 per week, will be available for a limited period for claimants who are currently eligible to receive at least $100 per week in benefits and have provided a self-certification that they are unemployed or partially unemployed due to employment disruptions caused by COVID-19.

241/91 Express Connector Project Enters Final Design Phase, Marking Important Project Milestone
The Foothill/Eastern Transportation Corridor Agency (F/ETCA) Board of Directors has advanced the contracted engineering work to complete the 241/91 Express Connector Project’s final design phase. The phase is anticipated to last until 2022, with construction expected to commence in 2023 and completion scheduled for 2025. 
The 241/91 Express Connector will be a direct flyover ramp from the northbound 241 Toll Road to the eastbound 91 Express Lanes and westbound 91 Express Lanes to the southbound 241 Toll Road. The connector will improve connectivity between the 91 Express Lanes and the 241 Toll Road and enhance traffic operations for State Route 91’s general-purpose lanes and the northbound 241 Toll Road.
