American Family Act Reintroduced


U.S. Representatives Rosa DeLauro (CT), Suzan DelBene (WA), and Ritchie Torres (NY), reintroduced the American Family Act, which would make permanent the expanded monthly Child Tax Credit that was originally authorized in 2021 by the American Rescue Plan.

Bill to Expand Child Care in Rural America Act Introduced to Senate


U.S. Senators Sherrod Brown (D-OH), Roger Marshall (R-KS), Tina Smith (D-MN), Mike Braun (R-IN), and Joni Ernst (R-IA) and U.S. Representatives Marie Gluesenkamp Perez (D-WA-3) Lori Chavez-DeRemer (R-OR-5), Tracey Mann (R-KS-1), and Yadira Caraveo (D-CO-8) introduced the bipartisan, bicameral Expanding Childcare in Rural America (ECRA) Act of 2023 to improve the availability, quality, affordability of childcare in agricultural and rural communities.

Moving Human Services Upstream

The Supreme Court Upholds ICWA


The U.S. Supreme Court this week, in a 7 to 2 decision, upheld the constitutionality of the Indian Child Welfare Act (ICWA). In this ruling, the court also found that ICWA does not exceed federal authority in its rights to mandate placement decisions for youth requiring out-of-home placements.

HHS Report: How We Co-Designed the Newborn Supply Kit with Mothers


The Department of Health and Human Services has launched a Newborn Supply Kit pilot under the Customer Experience EO portfolio of projects designed to support families having a new baby. The Newborn Supply Kit is designed to be a package of supplies and educational resources delivered to new families during the immediate postpartum period, with the goal of supporting and promoting the well-being of newborns and their caregivers.

FNS Publishes Initial Guidance for State Implementation of Summer EBT 


As states prepare to administer the permanent Summer EBT program authorized in the Consolidated Appropriations Act of 2023, the Food and Nutrition Services (FNS) have issued this memorandum to provide states with guidance on program implementation. FNS continues to seek input from stakeholders and will convene listening sessions with states throughout June before issuing further policy.

Request for Comments on Monitoring and Compliance for ORR Care Provider Facilities


The Office of Refugee Resettlement (ORR), Administration for Children and Families (ACF), and the U.S. Department of Health and Human Services (HHS) are inviting public comments on forms that were recently approved through emergency approval for 180 days. Public comments are also requested on additional proposed forms to be used in the data collection of provider facilities that are not licensed by the state as well as during standard monitoring to ensure that care facilities are in compliance.
