As the government shutdown reaches its 38th day, negotiations have begun and there is a general sense that an end may be in sight. However, key questions remain about the path forward on enhanced premium tax credits, the length of a potential continuing resolution, and the content of a possible full-year appropriations bills included in a minibus package.

Earlier this week, APHSA President & CEO Reggie Bicha voiced our position on the issuance of partial SNAP benefits. In a letter sent to U.S. Department of Agriculture (USDA) Secretary Brooke Rollins and Deputy Under Secretary for Food and Nutrition Service (FNS) Patrick A. Penn, Bicha expressed appreciation for the work done and shared concerns about the process for issuing partial SNAP benefits in November. The letter urges the USDA to provide flexibility through targeted regulatory waivers and an extended hold-harmless period to prevent delays and ensure smooth system adjustments once federal guidance is released.

FNS Will Begin to Fully Fund SNAP Benefits


The Food and Nutrition Service (FNS) has sent a letter to states sharing that full Supplemental Nutrition Assistance Program (SNAP) benefits should be available later today, in compliance with the November 6 2025, order from the U.S. District Court of Rhode Island. This follows the federal government's notice of appeal—filed yesterday—and today’s emergency motion for a stay regarding the court’s previous order to restore full SNAP benefits.


APHSA continues to support our members through these developments and is actively seeking guidance from the U.S. Department of Agriculture (USDA) to help inform members on next steps. We will share updates as additional information becomes available through our Special Updates.
