SNAP-Ed Released New Policy, Systems, and Environmental Change Initiative Data Toolkit
The USDA Food and Nutrition Service (FNS) SNAP Nutrition Education (SNAP-Ed) program released a new toolkit designed to support state agencies in making data-driven decisions for their Policy, Systems, and Environmental Change (PSE) work. The framework shares details as to how to evaluate PSE changes aligned with FNS reporting requirements and other SNAP-Ed guidance.

The ERS Shared Household Food Security Data for 2022
The USDA Economic Research Service (ERS) shared the latest numbers on household food security, showing an increase from 10.2% in 2021 to 12.8% in 2022. The report shares disaggregated data between low and very low food security, household composition, and geographic area.

FNS Approves All State SNAP Skimming Plans
FNS has officially approved all state Supplemental Nutrition Assistance Program (SNAP) plans to replace benefits that are stolen via card skimming, cloning, or similar crimes. They have also launched a data dashboard to show nationwide metrics of benefit replacement from skimming.

ORR Requesting Public Comment
ACF requires states, or Replacement Designee offices administering Office of Refugee Resettlement (ORR) funded programs, to submit yearly plans demonstrating the ability to appropriately provide and coordinate services. ORR is requesting a 3-year extension of the State Plan for Grants to States for Refugee Resettlement and is proposing changes to the forms. They are inviting public comments on whether a proposed collection of information is necessary.

Advancing Governance, Innovation, and Risk Management for Agency Use of Artificial Intelligence
The Office of Management and Budget (OMB) is seeking public comment on a draft memorandum titled “Advancing Governance, Innovation, and Risk Management for Agency Use of Artificial Intelligence (AI).” As proposed, the memorandum would establish new agency requirements in areas of AI governance, innovation, and risk management, and would direct agencies to adopt specific minimum risk management practices for uses of AI that impact the rights and safety of the public. Comments are due by December 5, 2023.

Administration Issues Executive Order on AI
A newly signed Executive Order, titled “Safe, Secure, and Trustworthy Artificial Intelligence,” establishes new standards for AI safety and security. Participate in BDT’s Cohort to Implement Telephonic Signatures
Benefits Data Trust (BDT) is accepting proposals from state SNAP agencies interested in adopting a SNAP telephonic signature solution. The selected five to eight states will join a 10-month collaborative learning cohort beginning in 2024. There is no cost for states to participate in the collaborative, and funding is available for agencies to help offset administrative costs of participation. The deadline for applications is November 17, 11:59 PM ET.
