Proposed Rule to Help Parents Meet Child Support Obligations


ACF recently proposed a rule that would allow state child support programs to use federal funding for employment and training services aimed at eligible noncustodial parents in order to help them meet their child support obligations. APHSA is working with our members and having cross-sector dialogue to prepare a comment on this rule.

Funding Available to Develop and Enhance or Evaluate Kinship Navigator Programs


ACF’s new Program Instruction (PI) offers guidance to state, territorial, and Tribal Title IV-E agencies regarding the necessary steps to apply for Title IV-B, subpart 2 funding. This funding supports the development, enhancement, or evaluation of kinship navigator programs. These funds are allocated for Federal Fiscal Year (FFY) 2024 under the Further Consolidated Appropriations Act, 2024.

New Resources on Impacts of Climate Change to Children, Pregnant People, and Older People


The World Health Organization (WHO) has published resources which report a number of specific physical and mental health impacts that arise due to different climate hazards. The collection of articles is authored by experts from WHO along with academics from around the world and addresses the risk that high temperatures, air pollution, and climate-related natural disasters pose to young children, pregnant people, and aging populations.

Evaluation and Policy Memo on SNAP Child Support Enforcement Cooperation


The Food and Nutrition Service (FNS) has released an evaluation of, and corresponding policy memo on, the SNAP state option to require custodial and non-custodial parents to cooperate with Child Support Agencies (CSAs) as a condition of eligibility for the Supplemental Nutrition Assistance Program (SNAP). It also provides additional information and considerations for states regarding the option to disqualify individuals in arrears for child support.

Hearing on Strengthening Child Welfare


On June 26, the House Committee on Ways and Means will hold a hearing on strengthening child welfare through reauthorization of Title IV-B. Written comments for the hearing record can be submitted by July 10, as detailed in the Committee’s advisory.

New FNS Program Participation Dashboard


FNS announced the launch of a new, interactive dashboard that features state, territory, and national level data for FNS nutrition programs. Site visitors can gain greater insight into critical programs that impact the lives of millions of Americans daily. This dashboard is available to the public and uses the most recent data available.

Committee Hearing on Examining Youth Residential Treatment Facilities


On June 12, the U.S. Senate Finance Committee held a hearing to examine youth Residential Treatment Facilities (RTFs) and evaluate solutions. The Committee shared a set of findings in an accompanying report that highlighted significant oversight and safety failures among a group of monitored RTF providers. In addition, the report provides recommended actions. A video of the hearing is available to view online.
