In partnership with Chapin Hall, we’re excited to announce the launch of a new, national Economic and Concrete Supports Community of Practice. This peer learning network will provide space to bring together state and local practitioners of public benefit programs that help meet families' basic needs with child welfare administrators to discuss how we operationalize ways to provide economic and concrete supports designed to keep families safely together and out of the child welfare system. Legislative Updates

Debt Ceiling Bill Passes in the House and the Senate


Yesterday evening the Senate passed a deal to suspend the national debt ceiling limit through January 1, 2025, The bill is now expected to be signed into law by the White House. In exchange for a package of spending cuts and policy changes, including changes to work requirements in the Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF). On May 31st, the House of Representatives passed H.R. 3746, the Fiscal Responsibility Act of 2023. The Senate also passed the bill on June 1st on the heels of the passage in the House. The ACF’s Office of Child Care released a report on COVID investments in child care. COVID child care relief funds stabilized the sector, lowered costs of care, increased compensation, created new child care slots, and increased provider payment rates.

The USDA Food and Nutrition Service (FNS) Child Nutrition programs released a final report that describes trends in the participation of various food programs during the early months of the COVID-19 pandemic, including Seamless Summer Option (SSO) and Summer Food Service Program (SFSP).

Advancing Social and Economic Mobility

Strengthening the Implementation of Responsible Fatherhood Programs (SIRF) Study


The ACF's Office of Planning, Research and Evaluation (OPRE) releases a final report on their use of learning cycles to strengthen fatherhood programs. Key findings included strengths and cautions about coaching techniques, as well as approaches to intake and peer mentoring that correlated with greater participation among fathers.
