ACF Posts Child Care and Development Fund (CCDF) FY 2020 Report
The Administration for Children and Families (ACF) has released a new report on States’ Priorities for Child Care Services. The report finds that all states are prioritizing assistance to families with low incomes, children with special needs, and children experiencing homelessness, as required by statute.

GAO Releases Report on Reinvestment of Adoption Savings
The new Government Accountability Office (GAO) report, Child Welfare: Better Data and Guidance Could Help States Reinvest Adoption Savings and Improve Federal Oversight, highlights usage of funds by states and makes recommendations for the Administration for Children and Families (ACF) to provide more guidance to help states reinvest adoption savings into state child welfare systems.

FNS Invests over $50 Million to Enhance SNAP Administration and Program Integrity
U.S. Department of Agriculture’s Food and Nutrition Service (FNS) awarded nearly $53 million to state agencies and nonprofits across eight grant programs that focus on improving efficiency, program integrity, data and analysis, customer service, Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) programs, and nutrition. The grants were released throughout August and September 2021.

Department of Child Support Enforcement Dear Colleague Letter – Federal Offsets
The Department of Child Support Enforcement has issued a Dear Colleague Letter, DCL-21-11, on FY 2022 Federal Offset and Pre-Offset Notice Program Fees. Setting off federal income tax refund and administrative offset fees for fiscal year FY 2022 has been delayed. Offsets and pre-offsets will remain the same until further notice.

Department of Labor Audit of Unemployment Insurance Overpayments
The Department of Labor (DOL) has released an audit of Unemployment Insurance (UI) benefits paid for the period July 1, 2018 through June 30, 2019. The Employment and Training Administration (ETA) estimated $2.9 billion of UI payments were paid improperly, primarily due to states paying $878 million to UI claimants who had not complied with state work search requirements in accordance with the Middle Class Tax Relief and Job Creation Act of 2012.

Treasury Releases Rental Assistance Reallocation Guidance
On Monday, the Treasury Department released guidance on the process the agency will follow to reallocate Emergency Rental Assistance funds appropriated through the Consolidated Appropriations Act. Grantees that have obligated insufficient funds as of September 30, 2021 will be required to submit a performance improvement plan and how excess funds will be identified based on grantee’s expenditures.

FNS Posts Guidance on the Use of WIC Modernization Funds
The USDA Food and Nutrition Service (FNS) posted guidance on the use of the $390 million fund for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) modernization. The strategy is organized around two primary goals - increasing WIC enrollment and retention and reducing disparities in program delivery.

Webinar — Partnering with State Associations to Develop Third-Party Providers: Spotlight on Alabama
Join us as we hear how the state of Alabama used a long-standing strategic partnership between the Alabama Network of Family Resource Centers (ANFRC) and the Alabama Department of Human Resources (DHR) to build a powerful network of employment and training services for individuals receiving Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF). With support and funding from the state legislature and governor’s office, and continued partnership with DHR, ANFRC helped Alabama’s Family Resource Centers to expand existing services to TANF customers and create new SNAP Education & Training programs providing career pathways and supportive services to individuals and families.

The ICPC Training will offer two training tracks: Beginners and Intermediate/Advanced Track.
Beginner’s Track I - is an introduction to the Interstate Compact on the Placement of Children (ICPC). Training modules include: ICPC Articles, Regulations, Forms, Decentralized States, How to Process an ICPC case.
Intermediate/Advanced Track II - is a broader overview of the ICPC. Training modules include: Medical Coverage, Jurisdiction Only Cases, Parent Placements, Guardianship and Adoption.
