Congress Eyes Short-Term Spending Bill to Avoid Government Shutdown


With the end of the federal fiscal year approaching at the end of the month, Congress is negotiating a short-term continuing resolution to ensure continuity of government funding through a Continuing Resolution. It currently seems likely that a short-term funding bill will extend appropriations through early December. Questions remain over whether emergency spending for COVID-19, monkey pox, disaster relief, Ukraine aid, and school meals will be included or possibly derail negotiations. Should a Continuing Resolution pass, it is anticipated that an extenders package for programs such as Temporary Assistance for Needy Families (TANF) will be included with it.

Instructions for Requesting Changes in the Existing Scopes of Work to Increase Support for the Early Childhood Workforce


The Office of Early Childhood Development (OECD) within the Administration for Children and Families (ACF) has released an information memorandum with guidance on using preschool development grants for support of the early childhood workforce. ACF is strongly encouraging grantees to request changes in existing scopes of work to address major areas contributing to the workforce shortage.

Using CCDF to Improve Compensation for the Child Care Workforce


This information memorandum from the Office of Child Care, within the Administration for Children and Families (ACF), clarifies allowable Child Care and Development Fund (CCDF) uses for supporting child care staff compensation. The memorandum also outlines how the ARP CCDF supplemental can be used to raise child care staff compensation.
