ACF Encourages Title IV-E Agencies to Update Procedures to Reduce Financial Burden on Families with Children in Foster Care
The Administration for Children and Families' (ACF) Children's Bureau (CB) and Office of Child Support Enforcement (OCSE) are working to promote family reunification by encouraging child welfare agencies to remove financial barriers that are harmful. CB Associate Commissioner Aysha E. Schomburg and OCSE Commissioner Tanguler Gray issued a joint letter encouraging child welfare agencies to implement policy changes that automatically refer parents to child support agencies when a child enters the foster care system.

HUD Announces $621,000 to Keep Former Foster Youth Housed
The U.S. Department of Housing and Urban Development (HUD) announced in a press release the award of $621,000 to 14 public housing agencies in 12 states in order to keep former foster youth who are aging out of the system housed. The funding will be awarded through HUD’s Foster Youth to Independence Program (FYI).

FNS Launches Request for Volunteers for EBT Mobile Payment Pilot
The USDA Food and Nutrition Service (FNS) launched its Request for Volunteers for the Electronic Benefits Transfer (EBT) Mobile Payment Pilot last month. As authorized in the 2018 Farm Bill, this opportunity will allow up to 5 states to participate in a demonstration project to test mobile technology for the Supplemental Nutrition Assistance Program (SNAP). Letters of Intent are due by Tuesday, August 16, with the official submission deadline being October 4.

GAO Releases Report on Updates to the Thrifty Food Plan
The U.S. Government and Accountability Office (GAO) released its findings of the 2021 updates to the Thrifty Food Plan (TFP), which is the basis for the Supplemental Nutrition Assistance Program (SNAP) benefit amount. The review of the TFP was mandated in the 2018 Farm Bill. GAO concluded that USDA was required but failed to submit updates to the plan to the Congressional Review Act. The changes to SNAP benefits remain in effect, though GAO’s ruling will likely result in further debate over the increase in Congress.
